LOS ANGELES (CNS) - Sheriff Alex Villanueva Tuesday said a weekend raid of "a massive underground party" at a vacant Palmdale residence -- despite health restrictions against large gatherings and a statewide curfew in place due to the coronavirus pandemic -- led to 158 arrests and the rescue of a 17- year-old victim of human trafficking.The Saturday night party in the 6300 block of West Avenue M-8 was allegedly organized by a teen promoter who was one of the people arrested when sheriff's deputies descended on the event, Villanueva said."Parties like these often involve drugs, prostitution, underage drinking and violence," Villanueva said at a news conference Tuesday morning outside the Hall of Justice, where he announced the 158 arrests as well as the rescue of the human trafficking victim and the recovery of six firearms from the location."We were able to rescue a girl who was present and categorized as a commercially sexually exploited child," Villanueva said.Involved in the law enforcement operation were personnel from the sheriff's Palmdale Station, the Human Trafficking Task Force, Operation Safe Streets Bureau, Aero Bureau, three mobile field forces and Los Angeles County Fire Department paramedics.According to Fox11, which had been tracking the 17-year-old promoter's alleged activities and was on scene when the raid occurred, 116 adults were cited and released for various misdemeanor offenses, while seven people were booked into jail. Another 35 juveniles were also cited and released. The arrests included three adults and two juveniles booked on suspicion of burglary, while one juvenile was arrested on a gun charge, the station reported.When stricter health orders were announced last week, including plans for the state's regional stay-at-home order that took effect late Sunday night, Villanueva said his department would continue to rely on the public's adherence to restrictions."Since March, we have continued to focus on education and voluntary compliance regarding health orders," he wrote on Twitter. "Moving forward, we will additionally be conducting targeted enforcement of super-spreader events."The Palmdale party was considered just such an event, Villanueva said at the news conference."As you can see, this was a flagrant violation of the governor's health order," Villanueva said. "But also please understand, even without the health order, these actions were criminal in nature."Villanueva said COVID-19 protocols were maintained by the law enforcement personnel, including providing those who were detained with protective masks.Sheriff's Capt. Ron Shaffer said the homeowner did not give permission for the residence to be used for such a gathering."They were looking to rent it to a family," Shaffer said.According to Fox11, the residence used for the party was up for rent, but the party organizers were allegedly in the home illegally.Los Angeles County and state health restrictions in place due to the coronavirus ban gatherings with people from different households. State health orders that were in place on Saturday also included an overnight curfew, barring people from gathering with others between 10 p.m. and 5 a.m. 3191

Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited. The six-count indictment, unsealed Wednesday, alleges that Savandi and Mansouri, acting from inside Iran, authored malware capable of forcibly encrypting data on the computers of more than 200 victims, including Hollywood Presbyterian and the Port of San Diego. RELATED: Demand for Bitcoin included in Port of San Diego cyberattack ransom noteThe Port of San Diego revealed in September that it was working with federal law enforcement to find the culprit behind a cybersecurity attack that took place weeks earlier. The attack had temporary impacts on business services, park permits and public records requests, a port spokeswoman said. Ransomware was used in the attack and included a note requesting payment in Bitcoin. While some of the port's information technology systems were compromised, staff proactively shut down other systems to avoid further problems, the spokeswoman said. In February 2016, Hollywood Presbyterian announced it had paid a ransom of about ,000 in Bitcoin to restore its electronic medical record system after a cyber-attack that crippled its computer system but did not compromise patient care or patient and employee personal information. The attack prevented hospital staff from accessing selected computer systems and blocking electronic communications, medical center officials said. According to prosecutors, starting in December 2015, Savandi and Mansouri allegedly accessed victim computers through security vulnerabilities and installed the SamSam Ransomware. They then allegedly demanded ransom paid in the virtual currency Bitcoin in exchange for decryption keys for the encrypted data, collected payments and exchanged the Bitcoin into Iranian currancy using Iran-based Bitcoin exchangers. Assistant U.S. Attorney General Brian A. Benczkowski described the scheme as ``21st-century digital blackmail'' in which the defendants allegedly used ransomware to ``infect the computer networks of municipalities, hospitals, and other key public institutions, locking out the computer owners, and then demanded millions of dollars in payments from them.'' Savandi and Mansouri are charged with one count each of conspiracy to commit wire fraud and conspiracy to commit fraud and related activity in connection with computers, and two substantive counts each of intentional damage to a protected computer and transmitting a demand in relation to damaging a protected computer. The DOJ alleged that the men disguised the hacks to appear like legitimate network activity, launching attacks outside regular business hours, when victims would find it more difficult to fix the problem, and by encrypting backups of the victim computers. 3320

  

LONG BEACH (CNS) - A crane toppled over and struck a house in Long Beach Monday, injuring a homeowner who was hit by debris.Crews were working on overhead lines about 12:30 p.m. in the 300 block of 61st Street when the crane fell between two houses, striking the rear portion of one of the homes, according to Long Beach Fire Department Capt. Jack Crabtree.The injured homeowner, who had been working outside when the crane fell, was conscious and in stable condition when taken to a hospital, the captain said.The street was closed between Elm and DeForest avenues as crews worked to dismantle the crane. 613

  

LOS ANGELES (KGTV) - A water main break created a sinkhole Friday, swallowing cars and flooding streets in South Los Angeles.The Los Angeles Department of Water and Power said a 24-inch cast iron water main broke around 5 a.m. near Towne Avenue and East 55th Street."We can't shut it down fast. On this shutoff, there's 12 valves involved. You just can't shut it down completely. You have to keep some water in the system. It's just a slow process," Eric Shavly from LADWP told KABC. "Whatever the cause, it could be corrosion, age - we don't know at this moment until we dig down and see the actual damage on the water main."A pickup truck that fell into the sinkhole also cracked a gas line, causing gas and water to be shut off to the area. 41 people were evacuated during the emergency, KABC reported.After four hours, crews gained control of the flow.The cause of the water main break was unclear. 910
