SAN DIEGO (KGTV)-- As of today, it is illegal to live in your car in the city of San Diego. This controversial law took effect right after yesterday night's City Council vote. Homeowners in many San Diego neighborhoods said it is about some regulation is enforced. But homeless advocates called it a human rights violation. 10News met with two "van-lifers," as they called themselves. One of them was 39-year-old Jason Thorwegen. He said he is a Southern California native, who has been homeless since childhood."I started being homeless at the age of 8 years old," Thorwegen said. He admitted, it has not been easy, and that he is not perfect. But he never thought he would be in trouble, while trying to stay out of trouble, inside his van. Tuesday night, San Diego City Council approved the updated the Vehicle Habitation Ordinance, after residents complained about health and safety. "People who live in my neighborhood are defecating and urinating on the street, I see it. and I live it," one lady said at the Council meeting Tuesday.RELATED: San Diego City Council passes restrictions on living in vehiclesStarting Wednesday, living in a vehicle is illegal on city streets between 9 pm and 6 am unless parked in a designated Safe Parking Zone. "It's kind of disheartening, to be honest, to see that it's not as comprehensive as it could have should have been," Teresa Smith said. Smith runs the non-profit organization, "Dreams For Change," which provides 60 safe parking spaces throughout the city. The city currently has 120 spaces, with plans to offer more this year. She plans to get the ACLU on her side, to fight that the untimely law, is a human rights violation. "If they are making more parking lots, why don't they make the parking lots first? He then converts them to be provided to clean, homeless veterans. "We want them to do the work, and that way, they can earn the vans," Thrrwegen said. He is working on his second van now. SAN DIEGO (KGTV)-- San Diego Pride festivities kicked off in the Hillcrest neighborhood Friday afternoon at the iconic Gay Pride Flag on University Ave. and Normal St. Thousands celebrated this year's theme, Stonewall 50: A Legacy of Liberation. The Glitz and Glam and the fabulous outfits at Pride are a product of dark times. "In 1969, being gay was considered a mental illness," San Diego Pride Executive Director Fernando Lopez said. "And the LGBT community was persecuted and prosecuted through legal and social systemic oppression and discrimination."In the summer of 1969, New York Police raided the Stonewall Inn, a place known as a safe spot for the LGBT community. Veronica Zerrer remembers watching the violence on the news. "When Stonewall happened, I was 12 years old, and I was just hitting puberty," Zerrer said. It was a turning point in her life because back then, she says she was hiding. "My name was Ronald," Zerrer said. "In fact, I have a really interesting story. I grew up being called Ronnie."Ronnie served in the U.S. Army for two decades and retired as a Major. The next year in 1999, Ronnie became Veronica. "Before I came out, I tried to be the person that I thought my family and society thought I should be, instead of what was inside my heart," Zerrer said.Fifty years later, San Diego Pride is honoring the rioters at Stonewall, who stood up against police prejudice. "This year, we are 'Stonewall 50: A legacy of liberation.' And the celebrations today, tomorrow and all weekend long are really going to reflect back in honor of our Stonewall generation. We'll talk about the legacy that we are all a part of, and what we need to do to recommit ourselves for the next generation," Lopez said. SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058
