BAGHDAD, June 1 (Xinhua) -- The ongoing Shanghai Expo is a very good platform for Iraq and China to communicate with each other, some Iraqis said on Tuesday, adding the war-torn country needs China's successful experiences for rebuilding.The Iraqis made the remarks when the Iraq Pavilion opened Tuesday at the Shanghai World Expo, one month into the global event. The country is the last of the 246 participants to open its pavilion."After decades of isolation under circumstances of sanctions and wars, I believe my country is in acute need for such an event (Expo)," Adel Hameed, 35, a teacher in Baghdad western district of Mansour told Xinhua."As a developing nation, Iraq found Shanghai a great place to demonstrate the latest technologies that we need to rebuild our country," said Hameed, who disclosed that he sometimes follows the latest news about the Shanghai Expo from Internet at home.Asked what makes him so interested in following the Expo news, he smiled and said "to me Baghdad is the city with glorious past and promising future. It is the gem of the east, the capital of the great al-Rasheed caliph and the city of thousand and one nights, therefore, it is qualified to look forward for better future and Shanghai is a great place to look at and learn."He recalled the tragedy Iraq suffered in the past years, but was confident for a bright future in the city he lives in."Yes, I say we are far behind especially by the devastation of the U.S.-led invasion in 2003, and my nation has little chance to rise nowadays, but you will see days are coming and we will rise but it needs time," Hameed said.Some local people believed the Expo is an opportunity for Iraqis to know what is happening in China.Maher Abbas, a 48-year old lawyer told Xinhua that Expo is a great chance for Iraqis to know the course of development in China which has made it a successful example."I see China as a great example, they have made spectacular successes in all areas of development. As a developing country, we need China to share us its experience," Abbas said."I also believe that the Shanghai World Expo is a great platform for communication among the world nations, that could open to the world perfect windows for mutual understanding," the man said, complaining that he has few media sources to know about the event as the political and security troubles of Iraq are prevailing the local media. But the concept of such exhibition excited him.

BEIJING, May 17 (Xinhua) -- China hopes the United States will not exclude China when it loosens its export restrictions, Yao Jian, a spokesman with the Ministry of Commerce said here Monday.Yao's remarks came after the United States said over the weekend it might change its exports control regime.The United States should treat all countries equally and not discriminate against China in its export policies, Yao said at a press conference.U.S. Commerce Secretary Gary Locke said in Hong Kong Sunday "concrete proposals" for changes in the exports control could be expected within the next several months.Locke said the review will help with "the sale of highly sophisticated technology that might be embedded in some of the machines and devices like wind turbines, and the software that might operate these very sophisticated systems."The United States' 1979 Export Administration Act limits the export sales of commercial high-technology goods to China. It is considered one of the causes for the trade imbalance between China and the United States.Reform of export restrictions may help the U.S. expand exports and create jobs, Yao said.It would also ease the U.S. trade imbalance and expand Sino-U.S. cooperation, Yao added.Trade volume between China and the United States in the first four months of this year increased 25 percent to 107.18 billion U.S. dollars.As imports are growing twice as fast as exports, China's trade surplus will continue to fall this year, after witnessing a sharp decline from 290 billion U.S. dollars of trade surplus in 2008 to 190 billion U.S. dollars in 2009, Yao said.Locke, who is leading a delegation to promote clean energy technologies in China, will visit Shanghai and Beijing later this week.Locke will meet his Chinese counterpart, Chen Deming, China's Minister of Commerce, in Beijing Sunday on the eve of the start of the Sino-U.S. strategic and economic dialogue.The talks will cover issues of common concern, including bilateral economic and trade cooperation, opposition of trade protectionism and the role of Sino-U.S. cooperation in tackling the global crisis, Yao said.

DAR ES SALAAM, May 5 (Xinhua) -- "China-Africa new strategic partnership has currently reached a new level, however there is still a necessity for the partnership to be expanded and strengthened as the situation is developing," Liu Guijin, special envoy of the Chinese government on African affairs, told Xinhua here on Wednesday ahead of the plenary session of the 20th World Economic Forum on Africa.Liu said that the "eight new measures" announced by Chinese Premier Wen Jiabao at the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egypt in November pointed out the favorable direction in the next three years to enhance China-Africa cooperation."First, expand the current China-Africa economic and trade cooperation, which has achieved great progress in recent years. The bilateral trade volume surpassed 106.8 billion U.S. dollars in 2008. However, it decreased a little by 14 percent to more than 90 billion dollars in 2009 due to the negative effect of the international financial crisis, " Liu said.The Chinese diplomat also noted that the key sector to expand and strengthen China-Africa new strategic partnership lies on investment as the African continent lacks of funds for infrastructure, adding that Chinese companies made a lot of investment on Africa's infrastructure and the Chinese government is committed to continually supporting infrastructure construction in Africa for its development.Liu also called for further enhancing political mutual trust between China and Africa, hailing the China-Africa Joint Research and Exchange Program included in the "eight new measures" to enhance China-Africa cooperation, which enables the African and Chinese scholars and nongovernmental organizations among others to make more research on China-Africa relations to promote the mutual understanding of governments and peoples of both sides.

  

URUMQI, May 21 (Xinhua) -- China's support package for the far-west Xinjiang Uygur Autonomous Region unveiled Thursday has become a hot topic for residents of the region who hailed the strategic plans that help bring prosperity to their hometown.Chinese President Hu Jintao said during a central work conference held in Beijing from Monday to Wednesday the region should undergo a spurt in development so that by 2015 its per capita gross domestic product reaches the national average.Incomes and access to basic public services should reach the average level of the country's western regions, he said."I have noticed that 'People's livelihood' is mentioned several times in the package. The improvement of people's living standards can help ease social conflict and therefore ensure a more stable development environment," said Amiti Wushouer, an employee of the region's transport department.A cab driver surnamed Zhang in the regional capital of Urumqi told Xinhua he was particularly interested in the part about the government relaxing policies about using natural gas in Xinjiang."This means the tensions concerning natural gas here will ease, and that's what we Xinjiang people have always wanted," said Zhang, who followed the news about the support plan on the radio.Zhang Man, an experienced stock investor in Urumqi, was thrilled to see the shares of companies based in Xinjiang surge across the board Friday.To boost development in the region, the government will cut taxes for some enterprises in the region, according to the package."The tax cuts are good news for listed Xinjiang companies and companies who have branches here, which will eventually benefit infrastructure construction and industries in the region," said Zhang Man.According to the package, Xinjiang will be the first Chinese region to reform resource taxes.The resource tax for oil and gas produced in Xinjiang will be levied based on price instead of quantity, effectively raising the revenue for the regional government."The resource tax reform will also help save energy and cut emissions," said Zhang Man."We must engage in vigorous economic development, accelerate the pace of development," said Chinese Premier Wen Jiabao, who also attended the meeting.Wen said the fixed asset investment goal for Xinjiang in the government's next five-year plan starting in 2011 will be more than double the amount in the current plan that ends this year.Banks will be encouraged to expand services in the region, he added."We feel this is a new starting point for Xinjiang, and we have to try our best to make the most of this great opportunity," said Hadeerbieke, deputy secretary-general of Altay Prefectural Party Committee in northern Xinjiang.
