Dr. Deborah Birx, the White House coronavirus response coordinator, said on Wednesday that several states should consider moving back to Phase 1 in reopening due to increased coronavirus activity.Dr. Birx pointed to Arizona, Texas, California and Florida as states that are seeing a high prevalence of the coronavirus. This comes as intensive care units in Arizona and Florida are reaching capacity.Amid her pleas to the American people, she encouraged everyone to avoid participating in indoor gatherings, and dine outside rather than inside.“I think the work that these governors have done to — and ask the American people is it’s stop going to bars, to close the bars, to move to outdoor dining, to decrease indoor — any kind of indoor gatherings again,” Dr. Birx said. “To all of the Americans out there that are in these four states and the states that have — in the report, were in the red zone — because there’s a series of other states that we have in that zone — is really asking the American people in those counties and in those states — in those states to not only use the face coverings — not going to bars, not going to indoor dining — but really not gathering in homes either and decreasing those gatherings back down to our phase one recommendation, which was 10 or less.”During Thursday’s news conference with the White House’s coronavirus task force, Vice President Mike Pence said he believes the virus could be reaching its peak in hard-hit Arizona and Florida.“We’re actually seeing early indications of a percent of positive testing flattening in Arizona and Florida and Texas,” Pence said. “Governors in each of those states have taken strong steps to flatten the curve.”But data from Johns Hopkins University suggests the positivity rate is still going up. In Florida, the seven-day average of positive COVID-19 tests is at 18.7%, compared to just 4% a month ago. The rate of positive tests in Arizona is also up to 26.8%, up from around 11% this time a month ago.Given the spread, hospital officials in both states are preparing for “surge capacity” to make more ICU beds available to handle a possible influx of patients.Nationally, the rate of positive tests have increased in recent weeks, showing that the jump in the number of confirmed COVID-19 cases is not just due to increased testing. Nearly 8% of COVID-19 tests are coming back positive, according to Johns Hopkins University data, up from 4.4% four weeks ago.Notably missing at Wednesday’s briefing was Dr. Anthony Fauci, who has vocalized concerns over US states reopening too quickly. 2581
EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project. The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. They signed a contract with concert promoter Live Nation to bring about 70 acts per year to the venue.Part of the deal called for nearly .3 million of renovations to make it more like a concert venue than a performance hall.RELATED: Renovations underway as Live Nation takes over East County Performing Arts CenterAs that work went on, other problems surfaced. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs. The extra cost for those two combined is about .7 million. To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money. The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said. With the extra work, the venue will now open in the fall of 2019. The original plan was to have it ready by this coming spring. The council approved a resolution for the extra money with a unanimous 4-0 vote. Councilmember Ben Kalasho abstained. 2000

During an interview with Stephen Colbert, former President Barack Obama expressed regret about not giving Dolly Parton a President Medal of Freedom. The “Late Show” host asked Obama why Parton doesn’t have a Medal of Freedom during a segment called “Questions we're pretty sure Barack Obama has never been asked before.”“That’s a mistake. I’m shocked,” Obama answered.Colbert jokingly asked if Obama realized that not giving the country icon the medal was the mistake that he made during his eight years in office.“Actually, that was a screwup. I’m surprised,” said the ex-president.Obama said he mistakenly assumed Parton already had one, but said he would reach out to President-elect Joe Biden to make things right.“She deserves one. I’ll call Biden,” said Obama.Along with a successful singing and acting career, Parton founded an reading program for kids called "Imagination Library" and recently, people have applauded the star for donating million for the development of a COVID-19 vaccine.During his time in the nation’s highest office, Obama presented the Medal of Freedom to many people. Drivers in New Orleans are claiming that they have been issued speeding tickets, even though their cars are in park, thanks to a speed camera operating in the city, WWL-TV reported. Donald Schulz told WWL that he has been issued speeding citations 10 or 11 times while his car remained parked. The camera, which is designed to ticket speeders, captured Schulz's license plate, instead of the car passing by Schulz's car. Schulz has had to make frequent stops at New Orleans City Hall to fight citations, causing him a headache and time wasted. "Whoever is responsible for reviewing these violations is not doing their job," Schulz told WWL.According to Fox News, the citations range from to 0. City officials told WWL that a contractor is to blame, and that the contractor will train its employee how to properly issue citations. 906
Due to a recent rise in reported health issues, the US Food and Drug Administration warned on Tuesday against using or purchasing Rhino male enhancement products.Since 2007, the FDA said, it has identified more than 25 Rhino products, some with names such as Platinum Rhino 25000 and Krazzy Rhino 25000, that have hidden drug ingredients. The FDA said the products are often sold in single-serving packages at locations such as gas stations and convenience stores, or through online retailers such as eBay and Amazon. Recently, the products have also been found in international mail shipments, the agency said.In an email, eBay spokesman Ryan Moore said, "Product safety is important to eBay and we work hard to ensure our marketplace is free of harmful products. These types of items are prohibited under our policies, and therefore not allowed to be listed on the eBay market place." EBay regularly sweeps the site to remove such items, he said.Amazon has not responded to a request for comment."Over the past few years, the FDA has been combatting the retail sale of male enhancement drug products that are frequently misrepresented as dietary supplements and that contain hidden and potentially harmful active drug ingredients," said Donald D. Ashley, director of the Office of Compliance at the FDA's Center for Drug Evaluation and Research.According to the FDA, the "products contain undeclared ingredients that are the same as or structurally similar to active ingredients found in FDA-approved prescription drugs used to treat erectile dysfunction."For example, some Rhino products contain the same active ingredient as Viagra and Cialis, sildenafil and/or tadalafil, respectively. These undeclared ingredients can lead to "significant safety issues and the risk of serious adverse events," the FDA said."The FDA has received reports of people experiencing chest pain, severe headaches and prolonged erections after taking a Rhino product that led to surgical intervention and hospitalization due to extreme drops in blood pressure," according to the agency.People who experience negative health effects or have issues with the quality or safety of a dietary supplement can report it to the FDA's MedWatch Safety Information program. Products identified by the FDA as having hidden active drug ingredients can be found in the tainted products database. Not all misrepresented products are included in the database, and consumers should still be wary, the FDA noted."Consumers should be cautious about using certain products, especially those promoted for sexual enhancement, weight loss, bodybuilding and/or pain relief. Consumers should also be on the alert for products that offer immediate or quick results and that sound too good to be true," the agency said. 2778
