BEIJING, Sept. 6 (Xinhuanet) -- NASA will launch on Thursday twin lunar orbiters built to map the gravity of Earth's moon in unprecedented detail, media reported Tuesday.The twin lunar probes, Graili-A and Graili-B, will blast off from Florida's Cape Canaveral Air Force Station at 8:37 a.m. EDT and at 9:16 a.m. EDT respectively Thursday, according to NASA.The Grail twins will travel three to four months to get to the moon under a slower but more economical plan.Artist concept of GRAIL mission. The two Grail probes will crash into the moon after its mission.

BEIJING, Sept. 10 (Xinhua) -- China will start "overall and thorough" safety checks on offshore oil exploration and production to eliminate risks in the wake of oil spills in the country's northern Bohai Bay, the work safety authority said Saturday.The checks, which starts from September 10 to December 10, will be applied to all offshore oil exploration and production, the State Administration of Work Safety said in a circular addressed to oil companies on its website.The companies include China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Corporation, ConocoPhillips China, Kerr-McGee China Petroleum Ltd., Roc Oil (Bohai) Company, CACT Operators Group, Husky Oil China Ltd., Shanghai Petroleum Co., Energy Development Corporation (EDC) China and Tincy Group Energy, the statement said.The administration urged these enterprises to conduct self-examinations on their offshore fixed and mobile platforms and floating production storage and offloading units, submarine pipelines and onshore oil terminals in two months till November 10. They should file result reports before November 20.The authority's officials, joined by experts, will launch inspections from late November, the statement said. The checks cover well control amid drilling operation, safety management during production, facilities, and management over extreme weather, it added.The order came after the State Council on Wednesday called for strengthened monitoring and management of the marine environment as well as safety checks over the country's ocean oil fields to toughen safety measures and erase potential risks.The decision was made after oil spills at an offshore oil field run by U.S. oil giant ConocoPhillips have polluted more than 5,500 square km of sea water in the Bohai Bay since June.The central government also imposed restricts on new petrochemical projects and ban reclamation projects in the bay for environmental concerns.China has stepped up efforts to explore and materialize offshore resources to seek more dependence of the marine industries as a strategic development move. MOSCOW, Aug. 6 (Xinhua) -- The Arctic is getting warmer at a fast pace with the Russian Arctic sector's ice areas contracting to historically low levels, according to Russian meteorological bureau Rosgidromet.According to a Rosgidromet report cited by Itar-Tass news agency Saturday, the polar cap in the Russian sector has shrunk to the historical low registered in 2007, with no ice expected to block the Northern Seaway at least until September."Currently, Arctic navigation conditions are very favorable. By early August, navigation can be done without icebreakers almost along the entire route," said Valery Martyshchenko, head of Rosgidromet's environment pollution monitoring department.According to the Arctic and Antarctic Research Institute, the current ice cover in the Arctic Ocean is 6,860 million square kilometers, way below average.Martyshchenko said the longer period of icebreaker-free navigation would benefit the regions located in the Arctic area, allowing longer access to food and energy supplies, but the warming of the climate also posed new threats, such as melting of ice and forming of icebergs.

BEIJING, June 26 (Xinhua) -- China on Sunday issued a regulation on drug rehabilitation that encourages drug users to voluntarily undergo rehabilitation programs.The regulation took effect Sunday as a supplement of the country's anti-drug law that was implemented three years ago.Drug users who voluntarily receive intervention programs "will be exempt from punishment," said the regulation, promulgated on the 24th International Day Against Drug Abuse and Illicit Trafficking, which falls on Sunday.With seven chapters and 46 articles, it also stipulates the rights and obligations of drug addicts, as well as supporting measures for voluntary, community-based, and government-ordered drug rehabilitation.Up to date, more than two million Chinese have been receiving compulsive rehabilitation or treatment, statistics show. However, many of them find it difficult to completely give up the addiction.The regulation, aiming to explore effective ways to curb drug use, calls for boosting "the role of communities and families" in helping reduce drug users' dependency on narcotics.It asks rehabilitation centers to provide addicts with consulting services and education on the prevention of HIV/AIDS and other contagious diseases.Efforts should be made to "boost pharmaceutical management" so as to prevent loss or abuse of psychotropic substances and narcotics, the regulation says.The regulation also stipulates on the protection of drug addicts' personal information, saying "members of the police, judiciary and health departments who cause the leak of personal information must be punished."The regulation has solicited public comments before it was released.Transnational drug trafficking remains rampant in China, particularly in southwestern border regions of Yunnan and Guangxi.A report issued last month by China's National Narcotics Control Commission said authorities investigated 89,000 drug-related crimes and arrested 101,000 suspects last year.Law enforcers confiscated 5.3 metric tonnes of heroin and one metric tonne of opium in 2010, the report said, adding that intervention programs were used to treat and rehabilitate some 175,000 drug addicts last year.

BERLIN, June 5 (Xinhua) -- German authority said on Sunday that bean sprouts might be the "most convincing" source for the E. coli outbreak which has killed 22 people and infected more than 2,000 in the Europe.Gert Lindemann, Agriculture Minister of the state Lower Saxony, told reporters in a press conference that restaurants and food outlets where the cases of E. coli had been reported all had received shipments of the particular bean sprouts.A related company in the Uelzen region has been shut down and its products have been recalled, he said."It is the most convincing... source for the E. coli outbreak," Lindemann said. Although a conclusive laboratory analysis will not come out until Monday, current indications were strong enough to issue a public warning, he said.Authorities have been racing to track down the source of the pathogen since the outbreak, which has infected people in 12 countries - all of whom had once traveled in northern Germany. More than 600 of those infected have developed Hemolytic Uremic Syndrome (HUS), a potentially deadly complication attacking the kidneys.The source of E.coli was first thought to be the cucumbers from Spain, which has caused huge loses for Spain farmers.
