SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

SAN DIEGO (KGTV)  - San Diego State University unveiled Thursday details about its plan for a stadium in Mission Valley that could serve SDSU and a possible NFL team.The stadium is currently proposed as a home for the Aztecs, with 35,000 seats. It could be expanded into a 55,000 seat stadium for the NFL, according to SDSU athletic director John David Wicker.Details about the stadium include an aluminum-panel exterior designed to resemble boats. The panels would change color throughout the day and be illuminated with LED lighting at night.Other features include more than 82 suites, 50 loge boxes, two end-zone party decks, six exterior balconies, and five different club sections.The site would also offer 90,000 square feet of retail space.The stadium is being designed by global architecture and design firm Populous, which also designed Yankee Stadium, the London Olympics, and the Super Bowl.SoccerCity supporters, who want to bring a Major League Soccer team to Mission Valley, responded with a statement from SoccerCity project manager Nick Stone. 1077

(KGTV) - As Governor Gavin Newsom orders seven California counties to close bars to stop the spread of coronavirus, San Diego County made that same decision on their own and now, some San Diego bars are trying to figure out how to stay open to save their future.Related: San Diego County to close bars that don't serve food ahead of July 4 to slow COVID-19 spreadThe directive from the county states that bars, wineries and breweries have to close by July 1 if they don’t serve food. There is an exception for businesses like rural wineries that have dominantly outdoor, spread out seating. For the food rule, a bag of chips does not count. An outline of the rules states businesses have to offer a sit down, dine-in meal and any alcohol purchased has to be on the same transaction of the meal.The co-owners of Carriage House Lounge said they don’t meet this requirement, but they’re brainstorming ways to add food so they can stay open.“Now we gotta close again? At least if we can open a little bit with some food, maybe we can make enough to pay the rent anyway so we don’t get deeper behind,” said Andrew Haines.Haines said he and his business partner Rachel Dymond been back open for less than three weeks before this second closure. During that span when they were open between closures, they barely hit 50% for sales, which has been enough to pay rent and paychecks, but not bring in a profit. They said they can’t consider a second closure, so they’re talking about bringing in catering or partnering with a local restaurant to have food and be able to stay open.They’re not alone in this plan.Chad Cline has ownership in multiple San Diego bars and restaurants, which he says have also been hurting financially through the last three months. He said his businesses that don’t serve food are also going to now have a food option so they can meet new regulations and be able to stay open. Cline said he doesn’t agree with the thought process behind the new law.“I don’t think any rational person is going to be able to wrap their head around the difference between going to a table and having a drink and then going to that same table and having a drink and a hamburger and the second trip is okay but the first trip is not okay,” said Cline.When asked why the food distinction was made, Supervisor Nathan Fletcher said bars lead to impaired judgement which can impact carefulness, people spend more time in bars, the loud setting requires people to yell which can spread droplets and the congregating makes contact tracing more difficult.Cline said they’ll follow the rules but he isn’t happy with the leaders who made this decision.“We just play the game and go okay we have to serve food so we’ll serve food, but if I’m being completely clear it is kind of a game at this point because we’re just trying to exist and we just have to figure out how to follow the guidelines,” said Cline. 2922

Now, posts with the tag #IAmVanessaGuillen are circulating online, as people share their own stories of sexual assault in the military.Billiekai Boughton with the San Diego Women Veterans Network said any conversation like this can bring up hard memories for female veterans. She said while many women have a positive experience in the military, four out of five females report harassment or assault. The goal of her group is to support women through any of this pain. She says this is important in a community like San Diego which has about 26,000 female veterans.“For those of us who have been in the military and have had negative experiences, this can be a memory (sic) of feeling unsafe,” said Boughton.The group’s website says the most common request of women veterans in San Diego is to meet other women veterans. Their primary goal is to create a community for female military veterans, while also encouraging community service and policy change, which encourages and embraces the positive traits female vets have to offer.“Our friends remind us how strong we are. SAN DIEGO (KGTV)- COVID-19 is causing some changes for voters in San Diego county. Your usual polling location may not be active for the November elections.“Because of the pandemic, it has created a level of uncertainty in our universe,” says Registrar of Voter Michael Vu.Vu says to ensure physical distancing the county has consolidated the 1,600 small voting precincts into 235 super poll locations for voters to cast their ballots.“We just want to make sure everyone does it in a safe and healthy way.”Vu says they will be expanding the technology at each site with the ballot marking machines introduced during the primary elections back in March.“There will be, on average, 7 of those ballot marking devices per super polls location,” says Vu. “But we will also be having a number of voting booths because we will have pre-printed paper ballots for voters.”To help with social distancing and the influx of voters, there will be seven different check-in stations at each site to move people along.On Thursday, the Registrar of Voters office will be sending out sample ballots and voter information pamphlets. Those packets will contain each voter’s designated super poll location.The super poll locations will be open for voting starting October 31st.Michael Vu says the mail-in ballots will be sent out on October 5th. 1332
