SAN DIEGO (KGTV) — San Diego's District Attorney's Office Wednesday says the officer who fatally shot a man who had attacked another person with a machete in Southcrest acted in self defense.After review the case and officer's actions, DA Summer Stephen's office says Officer Corey Pitts, who fired upon Vaughn Denham on Aug. 8, 2018, is not criminally liable for the shooting.Denham, 48, has reportedly attacked another person with a machete during an argument over a dog chain. Pitts used a Taser but it didn't stop Denham, forcing Pitts to retreat for a block and a half while he continued to order Denham to drop the chain and get on the ground.The DA's office added Pitts warned Denham he would shoot if he continued to refuse. Pitts eventually fired two rounds, striking Denham.Denham later died at the hospital. The Stephen's office says a toxicology report showed phencyclidine (PCP), cannabinoids, and methamphetamine in his system."Based on these circumstances, Pitts fired at Denham in his own defense," the office's review states. "He therefore bears no state criminal liability for his actions."In addition to clearing Pitts of any criminal wrongdoing, the DA's office released nearly two minutes of body camera footage from the incident. 1751

SAN DIEGO (KGTV) - San Diego Police say their recruitment numbers are up, in part due to their innovative recruitment strategies.In a presentation at the Public Safety and Livable Neighborhoods Committee, data showed they've hired more people in 2018 compared to 2017 and 2016. "We had 63 candidates that applied for there and are in the academy, that was the largest, highest number academy we've had in 25+ years," Lt. Steve Waldheim, with SDPD's Backgrounds and Recruiting Unit said.So far this year, the department's hired 94 total officers, 15% are women.Here's the breakdown:2016: 3,229 took written exam, 137 hired2017: 3,184 took written exam, 126 hired2018: 2690 took written exam, 198 hiredWaldheim said their recruitment officers are doing a better job selecting applicants and preparing them for the hiring process, creating a lower drop off rate."The more officers we put on the street, the safer it is for the community, the faster response times we have," Waldheim said they need to fill 175 vacant positions, and to do so, they've gotten creative.Those innovative ways include everything from going to schools, military bases, Comic Con, working with the Padres to advertise and getting on social media."One of the biggest challenges is our unemployment rate," he said. SAN DIEGO (KGTV) -- Some San Diegans are pushing back against the county’s order to wear face coverings in public.The face coverings requirement in San Diego County -- prompted by the COVID-19 pandemic -- has been in effect since early May, but in other California counties, rules are starting to change.Last week, Orange County officials decided to roll back their mandate and only “strongly recommended” that masks be worn in public settings.Riverside and San Bernardino counties have also relaxed their respective mask mandates.“It's a hard thing to draw the lines. There’s human nature, there’s a concern about such a ramp-up of state enforcement of things,” said University of St. Thomas Law School Professor Robert Kahn.Kahn, an expert in mask law and history, said one of the biggest issues is people are not used to taking orders from health officials.That feeling is evident in social media postings on pages like Reopen San Diego on Facebook, where there is a growing push to rescind San Diego’s mask mandate.Many health officials still agree that face coverings can block transmission of the respiratory droplets released by people when breathing or talking.During a Monday press briefing, San Diego County Public Health Officer Wilma Wooten said, “Every jurisdiction is different, but San Diego will continue mandatory face coverings.”Kahn said no matter what rules or laws government might put in place, people will ultimately have to abide by what businesses want their customers to do.“Businesses will make their decision; private business, free enterprise understands this,” he said.Orange County’s public health officer resigned rather than remove the county’s mask order. SAN DIEGO (KGTV) — SDG&E announced Fire Safe 3.0 innovations to advance wildfire safety at its headquarters in Kearny Mesa Tuesday.It's the power company's plan to use more advanced technologies to improve wildfire safety. Instead of using weather data updated every 10 minutes, they utilize data updated every 30 seconds instead. SDG&E's chief meteorologist explained they're using artificial intelligence-based models that make weather data more accurate and they're monitoring more than 500,000 trees in the area using a "Vegetation Risk Index."It helps determine how those trees might impact power lines or become fuel for fires. SAN DIEGO (KGTV) — San Diego State University astronomers played a role in the recent discovery of a third planet within the Kepler-47 planetary system.A team of researchers, led by astronomers from SDSU, discovered a new Neptune-size planet orbiting the system's two suns between two previously discovered planets.The planet, named Kepler-47d, was discovered using a method called, "transit method," according to to university. The method measures a level of brightness to help detect masses. "If the orbital plane of the planet is aligned edge-on as seen from Earth, the planet can pass in front of the host stars, leading to a measurable decrease in the observed brightness," a release from the school describes.RELATED: Researchers share photo of a black hole — the first ever in historyPreviously, the planet's signal was too weak to detect.“We saw a hint of a third planet back in 2012, but with only one transit we needed more data to be sure,” SDSU astronomer Jerome Orosz, the paper’s lead author, said in the release. “With an additional transit, the planet’s orbital period could be determined, and we were then able to uncover more transits that were hidden in the noise in the earlier data.”Kepler-47d is about seven times the size of Earth and takes 87 days to orbit around its suns.“We certainly didn’t expect it to be the largest planet in the system. This was almost shocking,” said William Welsh, SDSU astronomer and the study’s co-author.The entire Kepler-47 system itself is interesting as well. With two suns, it's the only known multi-planet circumbinary system. The system is extremely compact and would fit inside the orbit of Earth. It's located about 3340 light-years away in the direction of constellation Cygnus. 1748
