SAN DIEGO (KGTV)-- Some Mission Beach residents say they are fed up after their streets are piling up with trash. They say designated parking spots for e-scooters have remained uncleaned for months, causing concern for flooding. It's all fun and games until it's not. "When the rainy season does happen, you will see Mission Beach flooding," Mission Beach resident and Town Council VP, Greg Knight said. First, the problem was unsupervised parking. E-scooters were piling up all over the neighborhood. Now, they are giving Mission Beach residents a new headache - their corralled parking spots."This [Corral] gets filled a lot of times with leaves, sand, debris," Knight said. "We have a lot of party rentals that go on here, which means excess trash."All of the debris should be swept up twice a week on Mission Boulevard. But since the City of San Diego put in the e-scooter parking corrals in July, Knight says these areas have remained untouched. "When this washes down, that's the stuff that goes into the storm drain and will actually block it up," Knight said. Knight saw a City street sweeper driving around the corrals, even after he says the Mayor's office promised street sweeping would not be affected. Tuesday, eleven locations have reopened, but only for people who placed holds prior to the closure that started in March. Those items can now be picked up with a contact-free system where the person calls when they arrive at the location, then a librarian puts the books on a table outside for the person to pick up. Starting next week, people can put new holds on items. Director Misty Jones said they’ll reopen more after that depending on county orders and plans to keep books virus-free. The future of the libraries will depend on some unknown’s, including how the library can help the school system, what studies reveal about how long the virus can live on items and more. “We adapt to the way that people need the service from us and we’ll adapt and we’ll pivot and we’ll be able to offer that incredible customer service like we always have,” said Jones. The eleven locations currently open as of May 26 are Carmel Valley, College-Rolando, La Jolla/Riford, Logan Heights, Mira Mesa, Mission Hills-Hillcrest/Knox, Mission Valley, Point Loma/Hervey, Rancho Bernardo, San Ysidro and Valencia Park/Malcolm X. These locations are open 10:30 a.m. to 5:30 p.m. Monday through Friday. The libraries have adapted with coronavirus, creating online programs like virtual story time, ebooks and audiobooks and online book clubs. SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN FRANCISCO (AP) — California has joined nearly two dozen states and municipalities in suing the federal government to stop a new rule that lets health care clinicians decline to provide abortions and other services that conflict with their moral or religious beliefs.California's Attorney General Xavier Becerra filed a lawsuit Tuesday in San Francisco that calls the rule unlawful, reckless and contradictory to laws that seek to protect patients from discrimination and ensure access to care.It says the new rule effectively authorizes discrimination and could curb access to health care for LGBTQ Californians, among others.A similar lawsuit filed in New York federal court on Tuesday was brought by 23 states and municipalities.The city of San Francisco sued over the regulation on May 2, hours after President Trump announced it. 845
