BEIJING, Sept. 18 (Xinhua) -- China's State Council, the country's Cabinet, issued an implementation regulation for Labor Contract Law here on Thursday in an effort to clarify confusion surrounding the law.     The new law, which was put into effect on Jan. 1, was hailed as a landmark step in protecting employee's rights. But many complained the law increased a company's operational cost as it overemphasized protection of workers.     One of the most debated terms was one that entitled employees of at least 10 years' standing to sign contracts without specific time limits. Some employers believed the "no-fixed-term contract" would bring a heavy burden to them and lower company vitality.     "By issuing the regulation, we hope to make it clear that labor contracts with no fixed termination dates did not amount to lifetime contracts," a Legislative Affairs Office of the State Council official told Xinhua.     The regulation listed 14 conditions under which an employer can terminate a labor contract. These included an employee's incompetence to live up to the job requirements, serious violations of regulations and dereliction of duty.     Another 13 circumstances were also included in the regulation, under which an employee could terminate his or her contract with an employer, including delayed pay and forced labor.     Compensation should be given if employers terminate the contract lawfully. Employers should double the amount of compensation if they terminated a contract at their own will. No further financial compensation was required, according to the regulation.     China's top legislative body, the Standing Committee of the National People's Congress, adopted the Labor Contract Law in June2007, which was followed by a string of staff-sacking scandals.     The best known was the "voluntary resignation" scheme by Huawei Technologies Co. Ltd., the country's telecom network equipment giant.     The Guangdong Province-based company asked its staff who had worked for eight consecutive years to hand in "voluntary resignations." Staff would have to compete for their posts and sign new labor contracts with the firm once they were re-employed.     Huawei later agreed to suspend the controversial scheme after talks with the All China Federation of Trade Unions.     The NPC Standing Committee said on Thursday it would start a law enforcement inspection at the end of September in 15 provinces, municipalities and autonomous regions.     The Legislative Affairs Office of the State Council issued a draft of the implementation regulation on May 8 to solicit public opinion. By May 20, the office had received 82,236 responses. On Sept. 3, the State Council approved the regulation.

BEIJING, June 12 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered that supplies for the summer harvest be guaranteed amid reports of shortages in some areas.     Following their order, the State Council has asked local governments and related enterprises to prioritize supplies such as diesel, the fuel for farm vehicles, to take advantage of the best time for the ongoing wheat harvest.     Tight supplies of diesel were reported in some areas since the country began to reap the wheat crop in May as refiners experienced losses resulting from domestic prices that were kept below the spiraling international prices. SKOPJE, Sept. 15 (Xinhua) -- Visiting Chinese Vice Premier Zhang Dejiang met here on Monday with Macedonian President Branko Crvenkovski with both sides vowing to boost cooperation between the two countries.     "China attaches great importance to the bilateral relations with Macedonia, and regards Macedonia as a trust-worthy partner in the west Balkans," Zhang said.     Zhang pointed out that the bilateral relations between the two countries have made positive progress during the past 15 years, and that economic cooperation and exchanges in the fields such as culture, education and sports have witnessed new development.     Zhang said China is ready to broaden the areas of cooperation between China and Macedonia on the basis of mutual respect and mutual benefit, and lift the bilateral relations to a new level.     He suggested the two countries should find new areas of cooperation, and push the companies of the two countries to develop cooperation in different forms and through various conduits.     Zhang expressed thanks and gratitude to Macedonia for its stance on one-China policy and its support for China's cause of peaceful unification with Taiwan.     Crvenkovski said Macedonian highly values its relations with China, saying that Macedonia will unswervingly stick to its one-China policy.     "We are ready to work with China to strengthen the cooperation between the two countries in the areas of politics, trade and economy, and international affairs, pushing the bilateral relations forward," Crvenkovski said.     Crvenkovski congratulated China on staging a wonderful Olympic Games in Beijing, and thanked China for its long-time help and support for Macedonia.

BEIJING, Aug. 12 (Xinhua) -- Prices of real estate in 70 major Chinese cities rose 7.0 percent in July on the same month of last year, 1.2 percentage points lower than the June level, according to the National Development and Reform Commission (NDRC) and the National Bureau of Statistics on Tuesday.     The NDRC, the country's top economic planning organ, said the growth rate had slowed down for six consecutive months.     The price rise was 11.3 percent in January, 10.9 percent in February, 10.7 percent in March, 10.1 percent in April, 9.2 percent in May and 8.2 in June. BEIJING, Sept. 16 (Xinhua) -- The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday.     The State Administration of Quality Supervision, Inspection and Quarantine said it had tested 491 batches of baby milk powder produced by all the 109 companies in the country in a special inspection move. The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday. 69 batches from 22 companies nationwide were found containing melamine, a chemical which had tainted Sanlu's baby formula and led to kidney stone illness of more than 1,200 infants across the country.     The number of companies with melamine-tainted milk accounted for 20.18 percent of the total of milk powder companies in China. And the number of tainted batches accounted for 14.05 percent of the total batches tested.     The melamine content in the Sanlu brand reached 2,563 mg per kg, the highest among all the samples. In other samples, the range was from 0.09 mg to 619 mg per kilogram.
