SAN DIEGO (KGTV) — San Diego Police are asking the public for help identifying the person they believe stabbed a man to death in Pacific Beach last week.Police say the suspect was engaged in a fight with a 55-year-old man outside the 7-Eleven store at 4340 Mission Boulevard, when he stabbed the victim several times. The victim was taken to a nearby hospital where he was pronounced dead. The suspect fled the scene.Surveillance footage of the suspect was released this week. The suspect is described as a 20- to 30-year-old black male, about 5'8" to 5'10" tall, and was wearing a black shirt, blue jeans, and a black hat at the time of the stabbing. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. "When you build a custom ADU it ads on to the square footage,” said Gregg Cantor of Murray Lampert Design, Build, Remodel. “The resale value is much higher.” Gregg Cantor says he’s working on several projects that wouldn’t have been possible without the recent regulation changes. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. SAN DIEGO (KGTV) - San Diego could become the first local police department to provide a low-cost, late-night daycare facility for officers' kids. The San Diego Police Officers Association (SDPOA) has a new plan to help struggling offers who are trying to make it in San Diego.Kelly Stinnette has two full-time jobs. She's a mother to her toddler, Landon, and she’s a detective with San Diego Police Department's Sex Crimes Unit. At times, she can be on-call for 24-hour periods.“It's a lot of anxiety and stress because you're thinking [that when] somebody's called the police [it] could be the worst day of their life and I need to be there 100% for them but still taking care of my son,” she tells 10News.To complicate matters, her husband is an SDPD SWAT officer.“With his team, they basically need to be able to respond at anytime, anywhere in the City of San Diego,” says Det. Stinnette.Parenting gets difficult when both she and her husband have to rush to work but need someone to watch Landon. “We basically have to have friends or family on backup,” she adds.“There's obviously an overwhelming need,” says Det. Jack Schaeffer with the San Diego Police Officers Association. He’s referring to the need for a special daycare for officers’ kids. He’s now working to make it a reality.“Our goal is to basically cut the cost in half or better for our members while staying open for 20 hours a day,” he tells 10News.According to a report from childcareaware.org, the cost of infant care in California averages more than ,000 a year.Det. Schaeffer adds, “Some of our members are spending around ,000 a month to have their kids watched if they have two or three kids.”The idea is that a low-cost daycare for officers’ kids would attract more applicants in a department that's faced a shortage of officers.“It not only does good things for recruiting, but for our mental wellness,” says Det. Stinnette.Det. Schaeffer's team is building the program from scratch. Initially, it'll only be available to San Diego police officers who are members of the SDPOA. “This is going to be the first big city that I know of that'll have something like this,” adds Det. SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. SAN DIEGO (KGTV) - San Diego lifeguards towed the remains of a beached whale from Blacks Beach to Fiesta Island Monday, hours after two whales were spotted off Orange County.Lifeguards found the grey whale on the shore about 11 a.m. It was towed from the Torrey Pines area to Mission Bay and arrived at 3:30 p.m.Experts with the National Marine Fisheries will perform a necropsy to determine why the whale died.The discovery came within an hour of a rare sighting in Seal Beach in Orange County.Two whales appeared to be stuck in one spot between a sandbar and the shoreline, near the end of the San Gabriel River Trail.Witnesses called California Department of Fish and Wildlife officials to check on the animals, KABC reported. 752
