SAN DIEGO (KGTV) — Two inmate deaths in San Diego detention facilities this year are being attributed to drug overdoses and called accidental.The first occurred on July 20 at the San Diego Central Jail, where Michael Hossfeld, 41, was found unresponsive in his cell, according to the San Diego Sheriff's Department. Deputies began life-saving measures and Hossfeld was taken to a nearby hospital, where he remained in a coma and on life support until Aug. 3.The county medical examiner this week determined Hossfeld had died from anoxic encephalopathy due to acute fentanyl toxicity and ruled his death an accident.Hossfeld had been in custody for 691 days and was charged with multiple crimes, including robbery.On Aug. 26, deputies at George Bailey Detention Facility found Jose Sevilla, 39, unresponsive in his cell. Deputies began CPR, but he was pronounced dead shortly after he was found.The medical examiner report said that Sevilla died from acute heroin intoxication and his death was also deemed an accident.Sevilla had been in jail since May 30 on drug- and theft-related charges.SDSO did not provide any further information regarding the deaths.According to the Associated Press, there have been at least 13 in-custody deaths in San Diego jails this year. 1275

We thank you for not contacting them during this difficult time.”ABC 10News learned the soldiers were taken to Scripps Memorial Hospital following the incident.Brian MacPherson saw the helicopters land at the hospital, "I knew something was really really wrong ... My mind immediately went to sympathy for that soldier because I knew a sacrifice had been made."He said the first responders ran out with a gurney, "it looked like one of the doctors jumping on the gurney, straddling the injured soldier and providing CPR that is just something dramatic it caused me tears driving to work, just thinking about the sacrifice that our military is making even in training.""It saddens me that some of our elite members that are sent to protect our freedoms were injured in training, preparing for the ultimate sacrifice which in this case two of them made for us," he said.Just last month, on July 30, another military training accident occurred off the coast of San Clemente Island when an amphibious assault vehicle accident began to take on water and sank, killing nine service members.ABC 10News will update this story as more information becomes available. 2120

SAN DIEGO (KGTV)-- A San Diego couple was stuck in Ecuador after the country canceled all travel due to the Coronavirus. After several days of travel, the couple is finally back in their home. A few days ago, Albert "Ace" Elliott was not sure if he and his wife Mindy would ever make it back to their Ocean Beach home. "Without any warning at all, we hear that Ecuador has closed down the country," Elliott said. "No bus travel, no plane travel." For the last ten years, the couple has spent three months of the year in a small surf town in Ecuador. The Elliotts were supposed to fly back on March 31, 2020. But with the pandemic situation, they were stuck. Their flights and back-up flights were all canceled. They called the United States Embassy to see if they could somehow make it home. On Thursday, they were told to leave the next morning. The problem? Ecuador now has a 2 pm to 5 am curfew. Streets and homes are being sprayed down twice a day. Transportation is limited in their rural town. "Ecuador is going after this thing very aggressively. They're not messing around," Elliott said. At 5:01 am Friday, March 27, 2020, they jumped in a taxi. Four hours later, they made it to the airport. "Whether we are on the plane or not, it's just, show up and hope kind of," Elliott said. "So we go up, and our names are on the list. So we were like, OK, we get to go into the airport."They met another American in line, who told them he showed up yesterday, but there was no plane. He became somewhat discouraged. "They said it's a 12 o'clock flight supposedly," Elliott said. "It's 11:30, and there's nothing. Everybody's just sitting around looking, and around the corner, there comes a plane. And we said, Wow! There's a plane!"They were first flown into Miami. But they had no idea how to get back home. When they asked the kiosk for options, it was either 0 to San Diego the next day or to Los Angeles in an hour. They chose the latter."We got to Los Angeles, and from there, we got a rental car and drove home," Elliott sighed. "We made it home."The relief in his voice said it all. Elliott said they were treated well in Ecuador and throughout the trip. But the uncertainty was unbearable. As a surfer, it is difficult to stay away from the beach. But Elliott said for the safety of himself and his community, he will continue to self-quarantine. "I feel pretty confident that we are OK, but we're just going to have to hang out at home again," Elliott said. "Our lives are going to be just about sitting around, but that's what you got to do." 2569

  

SAN DIEGO (KGTV) -- With temperatures expected to soar into the 80s and 90s along San Diego's coast this weekend, lifeguards say they'll be extra vigilant at beaches and bays."We still want people to come and enjoy the beach," said San Diego Lifeguards Lt. Rich Stropky. "But come talk to us first; We will describe the do's and don'ts and any safety issues."In addition to the usual rip currents and stingrays, lifeguards say people need to be careful about over-exertion and heat-related illness like heat stroke or dehydration.Study: Longer and more frequent heatwaves expected for Southern California"Especially if you're at a beach like Torrey Pines, where you have to hike in or hike out," said Stropky. "So, bring lots of water. Hydrate often, not just when you're thirsty. And then stay cool, get some shade and make sure that sunscreen's on."Lifeguards also say they expect big crowds, which means swimmers and boaters will have to share the water.Tragedy struck last weekend when a Jet Ski and boat collided, killing one person. Stropky said everyone needs to have a heightened sense of awareness and keep their head on a swivel."It's very very dangerous," he said. "We've had several accidents. SAN DIEGO (KGTV) - Typically dry and brown swaths of San Diego County are currently lush and green due to record-setting levels of rain, indicating the availability of more vegetation with the potential to fuel a wildfire during drier years. To watch for the threat from growing brush and grass, Cal Fire and other agencies track fuel moisture, the amount of water in a plant. When fuel moisture is high, fires do not ignite quickly - or at all, according to the National Oceanographic and Atmospheric Association. Fires spark easily and spread fast when fuel moisture is low. Any fuel moisture content level below 30 percent indicates the brush is dead and at the mercy of temperatures, humidity and winds, NOAA reports. The calculations are critical for firefighters when Santa Ana conditions arrive and San Diego’s winter storms are a distant memory. “A direct relationship to this rain is how damp that brush is throughout the summer, or how high it is,” said Cal Fire Captain Jon Heggie. “Think of it as a sponge and it’s full of water right now,” said Heggie. “We’ll monitor that throughout the year and as we get closer to the heat of the summer we’ll really pay attention to what those levels are. Once they hit certain thresholds, that’s when we know fire danger is really at its highest.” Fuels were critically dry before San Diego County’s Cedar Fire in 2003, the U.S. Forest Service and California Department of Forestry reported. Humidity levels monitored at the Descanso Fire Station dropped to 4 percent, with the fire moisture level of the brush plunging to the same low. To make the situation worse, the county had experienced several years of below-normal rainfall. Although chaparral and coastal scrub were the most likely to burn in the Cedar Fire, Heggie called grass a “huge contributor” to fire growth in California. Heggie’s assertion echoes what climate change scientists from Scripps Institution of Oceanography, San Diego State University and other local research outlets discovered about fire fuel. “One climactic variable that has become important in recent years is high prior-year precipitation, likely due to its role in promoting higher abundance of annual grasses that, once dry, become extremely ignition prone in the subsequent year,” the group wrote in a study about the ecological impacts of climate change. Heggie, who has been fighting fires in San Diego County for 25 years, has noticed the changing weather patterns. “I’ve seen conditions gradually get worse for probably the last decade; what that tells me is that the landscape is reacting to those ten years of drought.” To alleviate the threat, fire agencies routinely conduct brush mitigation activities including controlled burns and, on occasion, using goats to eat through unwieldy vegetation. “There’s so much fuel, we are doing our best to stay in front of it, but the tremendous amount of fuel on the landscape is going to take decades for us to really get a handle on,” said Heggie. Cal Fire increased the amount of controlled burns planned for 2019, but Heggie says preventing fire is key. He encourages San Diegans to clear the brush around their homes and be careful on high fire danger days. “Our new normal is that we always have potential for that large fire to break out anyplace here in San Diego County.” 3325
