BEIJING, April 2 (Xinhua) -- Experts say the Party's promulgation of four documents on the selection and promotion of government and Party cadres will build a "total supervisory network" and cover the entire process of an official's career, from selection to retirement.The four documents, promulgated Wednesday by the General Office of the Communist Party of China (CPC) Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.Prof. Ye Duchu of the Party School of the CPC Central Committee said the documents "clarify the responsibilities of people in charge of selecting officials" and aim to prevent corruption and make the cadre selection process transparent.Personnel departments at various levels are required to report personnel changes to superior departments before official appointments are made, and the appointments should be discussed by members of CPC committees of the same level.Officials are also required to be audited before leaving their posts and penalized if they are found to be guilty of misconduct.The selection and promotion of officials have been prone to public criticism in some areas.According to the Party's disciplinary body in central Henan Province, nine of the 22 county-level Party chiefs that had been penalized for corruption since 2006 have been punished while in their posts while the 13 others were punished about one year after being promoted."It reflects shortcomings in the selection and promotion of cadres," Ye said.Prof. Lu Wei of Wuhan University in central Hubei Province said the documents will help prevent the unmerited selection of officials and clarify rules.China issued its first regulation on officials' selection in 1995. Later, it was amended to make it clearer, stressing "transparency," "competition" and "equal emphasis on both integrity and professional competence."Lu said this time the new documents set out penalties for misconduct in the selection of officials.A number of high-ranking officials were deposed or resigned in recent years due to take responsibility for failures, coal mine accidents and food safety scandals. XIANGNING, Shanxi, April 8 (Xinhua) -- The death toll at the flooded Wangjialing Coal Mine in north China's Shanxi Province had risen to 20 as of 8:20 p.m. Thursday while 18 miners are still unaccounted for, rescue authorities said.Three more bodies were recovered late Thursday after five were found earlier in the day.As of late Thursday, about 240,000 cubic meters of water had been pumped out, much more than the presumed 130,000 cubic meters, said Liu Dezheng, spokesman of the rescue operation, late Thursday.Seven of nine working sections had been ruled out for the existence of survivors and the targeted areas were narrowed to two sections, he said.Rescue operations were resumed after a short suspension because suspected leakage from an adjacent abandoned mine prompted flooding fears and an evacuation of the rescuers.Hundreds of rescuers evacuated when the shaft ceiling began to leak Thursday morning, said Liu Dezheng.The leakage had stopped by Thursday afternoon.Some survivors telephoned their family Thursday morning, and the family members would been organized to visit them, said Hong Yu, deputy manager of China National Coal Group Corp., who owns the flooded mine.All victims would be compensated, Hong added.A total of 261 miners were working below ground when the mine flooded on March 28. BEIJING, May 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged reconstruction authorities to protect the fragile ecosystem and improve living conditions during their work in the quake-hit Yushu Tibetan Autonomous Prefecture.Hui was speaking at a meeting held by the State Council on Friday in Beijing to evaluate a report on the reconstruction's impact on resources and the environment.A 7.1-magnitude earthquake jolted Yushu in the Himalayan northwest Qinghai Province on April 14, leaving at least 2,200 deaths.The State Council, or Cabinet, approved the report at the meeting and Hui said reconstruction planners should consider the impact of their projects on the ecosystem.The epicenter of the devastating quake was at the headwaters of three major rivers -- the Yangtze, the Yellow and the Lancang rivers -- that run through China and neighboring countries.The clearing of debris, selection of sites for new towns and development of other industries in the quake area should all prioritize environmental protection, and natural forests as well as vegetative cover should be protected and restored, Hui said.The government has pledged to finish reconstruction work within three years.
