BEIJING, Aug. 15 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, said Saturday it is drafting a development plan for the emerging industry of energy conservation and environmental protection.     The commission said in a statement posted on its Web site that the move is aimed to counter the impact of the global financial crisis by "accelerating the cultivation of emerging industries and aiming at a commanding height in future economic competition."     The development plan on the sector covers energy conservation, sustainable use of resources and environmental protection, according to the statement.     Technologies, equipment, products and services concerning energy conservation and environmental protection would be involved in the plan, it said.     The commission revealed no further details on the plan.

CHENGDU, Sept. 27 (Xinhua) -- Chinese Premier Wen Jiabao has said that reconstruction work of earthquake-shattered areas in Sichuan Province must still overcome challenges before it can be judged a complete success.     Wen made the remarks while visiting the quake zone from Thursday to Saturday. It was his eighth visit to the region since the May 12 earthquake last year that left almost 90,000 people dead or missing. BEIJING, Sept. 18 (Xinhua) -- The Communist Party of China (CPC) central leadership vowed Friday to enhance intra-Party democracy by improving Party congress and election systems.     Less than two weeks ahead of the 60th anniversary of the founding of the People's Republic of China (PRC), the 17th CPC Central Committee made a consensus at its fourth plenary session which ended Friday, calling for bettering the democratic decision-making mechanism within the Party in order to maintain the CPC's centralization and unity.     After the four-day close-door meeting, the CPC Central Committee agreed in a communique upon pushing forward intra-Party democracy, which allows broad representation of Party-wide wills and propositions, and, subsequently, drives people's democracy.     Hu Jintao, general secretary of the CPC Central Committee, said at the 17th CPC National Congress on Oct. 15, 2007, "We will expand intra-Party democracy to develop people's democracy and increase intra-Party harmony to promote social harmony." BEIJING, Sept. 27 (Xinhua) -- Aviation Industry Corporation of China (AVIC), the country's top aircraft manufacturer, said Sunday total sales revenue in its auto business would reach 30 billion yuan (about 4.39 billion U.S. dollars) by 2017.     Geng Ruguang, deputy general manager of AVIC, said making big passenger vehicles has become the the corporations's guiding plan for development in its auto business.     Geng revealed the figure at a ceremony marking AVIC and its partner Volvol's new product Silver 900 series going into production line.     The series is a new type of big and luxurious passenger vehicles, 12 meters long, which could be used for road transportation, tourist reception, and military equipment.     The Silver 900 series was developed by Xi'an Silver Bus Corporation, a joint venture established in 1994 by AVIC Xi'an Aircraft Industry Co. ltd, and the Swedish bus and truck maker Volvo company.     The Xi'an Silver Bus Corporation expects to produce annually 4,000 vehicles by 2014. BEIJING, Aug. 28 (Xinhua) -- The Communist Party of China (CPC)plans to launch the third stage of its current campaign to deepen the study and practice of the Scientific Outlook on Development, the kernel ideology of the CPC Central Committee with Hu Jintao as the general secretary.     The third stage, which starts in September and ends in February2010, is designed to carry out at grassroots level, involving 1.22million Party organizations and 37.5 million Party members, accounting for 32.8 percent and 50 percent of the total numbers, respectively.     These were remarked by Xi Jinping, member of the Standing Committee of the CPC Central Committee Political Bureau, at Friday's meeting here to summarize the experience of the second-stage of the CPC's educational drive and usher in the third stage.     The campaign was initiated by the CPC Central Committee in September 2008, with a goal to promote the study and practice of the Scientific Outlook on Development in the whole Party. The first and second stages were conducted at higher-level Party committees.     The third stage will mainly involve Party organizations of townships, communities, villages, residential blocks, secondary schools, middle and elementary schools, hospitals, private companies, and non-government organizations, according to Xi, who is also a Secretariat member of the CPC Central Committee and head of the CPC Central Committee's leading group for the campaign.     He urged Party organizations at different levels to make substantial efforts to help "the massive Party members have a deeper understanding of the Scientific Outlook on Development."     Third stage will be focused on resolving critical problems concerning the interests of the masses and it should be integrated with the celebration of the 60th founding anniversary of the People's Republic, Xi said.
