But that proposal could also spell the end for Poway Fun Bowl, a longtime hangout for friends and local families. Fairfield Housing is proposing to buy the Alley's land and the Carriage Center strip mall next door - to build 216 apartments, 13,000 square-feet of commercial space, and a public plaza. The Poway City Council is holding an information session on Tuesday, and will give the developer feedback on the idea.Both the alley's owner and the mall management stressed that this is nothing close to a done deal, and that both have no immediate plans to close."Although people have expressed an interest in redeveloping the site, the owner is not currently under contract to sell the property," said Bobby Israel, the mall's property manager. Fairfield Housing didn't immediately return a call seeking comment.Casey Nezhoda, who owns Bargain Hunter's Thrift Shop in the mall, said there's been confusion among many of the mom-and-pop owners about what's next."Because it’s been kind of like a guessing game, of well, what’s going to happen with our shopping center?" she said, noting moving 7,000 square feet of merchandise would be a lot of work.But Andrew Weiss, who was shopping in the mall, said the project sounds like a good opportunity."This mall's a little bit old, so redevelopment would be nice, plus Poway's a great place to be," he said. New cars sold in the United States must now be outfitted with rearview cameras to try and reduce the number of deaths and injuries that happen when vehicles back over people.The federal safety requirement took effect on May 1, about four years after it was first announced by the National Highway Traffic Safety Administration."NHTSA prioritizes safety on US roads, and yesterday we reached an important milestone," said NHTSA administrator Heidi King, in a statement on Wednesday. "This technology helps drivers see behind the vehicle, which we anticipate will help save lives and prevent injuries."The rule applies to all new vehicles weighing fewer than 10,000 pounds, whether they're manufactured in the US or imported. Most models of cars, SUVs and trucks weigh less than 10,000 pounds.Most new cars are already in compliance with the rule. According to the Insurance Institute for Highway Safety, 97 percent of 2018 models have rearview cameras, compared to 8 percent in 2006.This is a victory for organizations like Consumers Union and Advocates for Highway & Auto Safety, both of which had long advocated for the requirements."This regulation by the US Department of Transportation will save lives and save consumers money," said Advocates for Highway & Auto Safety, in a statement. "No longer will consumers need to pay for a rearview camera as an expensive option."According to the most recent numbers available from the NHTSA, these types of accidents cause 210 fatalities and 15,000 injuries per year in the United States. More than 30 percent of the people who die are children younger than 5, and more than a quarter are seniors 70 or older.Consumer Reports has conducted studies, using traffic cones in place of children, showing that the use of rearview mirrors without cameras can have blind spots that range from as little as six feet behind small sedans to 44 feet or more behind full size SUVs. NOGALES, Arizona — Military officials were on the U.S./Mexico border today to talk about adding security in preparation for the migrant caravan.Talking with army soldiers from the DeConcini and Mariposa port of entries, they say, they're taking Customs and Border Protection's lead. They say the Department of Defense has military units out here until December 15th. But that date is mission dependent."Engineering is engineering. Regardless of where we are in the world, whether we're training back at Ft. Hood, Texas, or whether we're in Tucson, Arizona, or Iraq or Afghanistan, we provide capability to whoever we're supporting. And in this case, we're supporting the Customs and Border Protection," said Lt. Col. Chad Caldwell, the 62nd Engineer Battalion commander.These soldiers are a part of the 5,000 troops near the country's southwest border to prepare for the expected arrival of the migrant caravan. Last week, they started placing razor wire above the border fence, a task that is not yet complete. And yesterday, the army helped close two lanes at the DeConcini port of entry."It has been a challenge. It is not a standard mission-set to be trained for back in Ft. Hood, but as Army engineers, our job is to solve difficult problems for whoever we're supporting," said Caldwell."Weld the pickets up to the fence, run the c-wire with barbed-wire underneath it, and strap it to it. New research released today from the Insurance Institute for Highway Safety says that vehicular crashes have increased in states where recreational marijuana is legal.The nonprofit organization took crash data from four states where recreational pot is legal: Nevada, Oregon, Washington and Colorado.The findings revealed crashes were up as much as 6 percent, when compared with adjacent states that don't have legalized marijuana.Now, the research doesn't prove marijuana is directly responsible for the increase, but it does show a correlation. The organization’s president says we should all take these numbers as an early warning sign.“The real key is not so much the magnitude of the number as it is the direction we're seeing,” says David Harkey, president at Insurance Institute for Highway Safety. “And that we think this is a really good early indicator of the potential issues associated with this policy change of recreational use of marijuana.”There are still a lot of unknowns regarding marijuana in terms of how it affects the human body. For example, when someone is drunk, you can measure their blood alcohol content with a breathalyzer.
