BEIJING, June 11 (Xinhua) -- China has vowed to continue to develop its human rights dialogue with Norway after the two nations concluded their 13th annual Roundtable on Human Rights and the Rule of Law here Friday.Chinese Assistant Foreign Minister Liu Zhenmin briefed Norwegian representatives on Chinese achievements in improving people's livelihoods, reinforcing democracy, and constructing legal systems.The human rights roundtable between China and Norway is a model for countries with different social systems and from different civilizations to conduct equal and friendly dialogue, Liu said.China hopes to strengthen dialogue and exchange with other countries on human rights issues on the basis of equality and mutual respect to increase understanding, expand agreement and jointly promote the healthy development of human rights internationally.Norwegian Secretary of State for Foreign Affairs Gry Larsen spoke highly of China's remarkable achievements with human rights, saying the two nations have conducted stable and effective cooperation in the field of human rights.The Norway-China roundtable has served as a helpful platform for the two nations to discuss human rights issues and is conducive to the growth of bilateral ties, he said.Larsen said Norway will work with China to further promote the roundtable.During the two-day roundtable, nearly 70 officials and scholars from the two sides exchanged views on the rights of workers, prisoners and minorities.Liu and Larsen also discussed human rights, covering such topics as freedom of speech, the rights of minorities and the role of non-governmental organizations.China and Norway started discussing human rights issues in an informal setting in 1993. BEIJING, Aug. 18 (Xinhua) -- Reasserting its determination to crush gang crimes, China's Ministry of Public Security released a list of 52 major cases of gang crimes across the country and said it would supervise the handling of these cases in a circular issued on Tuesday.The ministry would appoint officers to supervise and track the investigation of these cases, while at the same time providing expertise and technological support, the circular said.It specifically ordered police chiefs, in areas where the mob cases occurred, to personally lead the investigation and said they would be held accountable for the investigation.Police nationwide must strengthen cooperation with disciplined inspection and supervision departments to remove the mafia's "protective umbrellas" and root out its financial resources by confiscating all asserts related to gang crimes.This was the eighth such listing released by the ministry since a long-term national campaign to crackdown on gang crimes began in February 2006.Since then, the ministry has supervised the handling of 296 major cases of gang crimes. Among them, 270 have been prosecuted and courts have handed down sentences in 210 cases, according to the circular.It cited one severe case in which a 27-member mafia group was apprehended by police in central Hubei Province for murdering, organizing gambling, and monopolizing construction projects.The group leader, Jin Gangqiao, was sentenced to death with a two-year reprieve.

BEIJING, Aug. 13 (Xinhua) -- The State Administration of Civil Service Thursday announced a plan to select personnel for central government organizations from the grass-roots level.In all, 30 civil servants will be selected and assigned to 11 ministry-level organizations such as the ministries of foreign affairs, education, agriculture and culture.Civil servants working in government organizations in the province, city, county and village levels can apply for these posts.However, those at the provincial level will have to have two-years of grassroots work experience while village-level civil servants must have at least three-years of work experience.The written test and interview for the selection will be held in September.According to a statement released by the administration, the plan aims to create a system of cultivating civil servants from the frontline and grass-root levels for optimizing the structure of civil servants in central government departments.

PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly.
