BEIJING, Sept. 4 (Xinhua) -- Chinese Vice Premier Li Keqiang has pledged China would work with the international community to promote the sustainable growth of the oceans.Li made the remarks Friday when meeting with representatives to the 33rd Pacem in Maribus (Latin for Peace in the Oceans) Conference, which was held in Beijing Friday and Saturday.Li said China would attach great importance to conservation on the marine ecosystems in the process of exploiting marine resources, and actively develop the green marine economy.China would also improve the oceans' capability of preventing and reducing disasters, and comprehensively take part in international marine affairs, he noted.Patricia O'Brien, Under-Secretary-General for Legal Affairs and United Nations Legal Counsel, Awni Behnam, president of International Ocean Institute, Wendy Watson-Wright, Executive Secretary of the Intergovernmental Oceanographic Commission, and other marine scientists attended Friday's meeting with Vice Premier Li.They said that the international community should work together to cope with climate change and promote a sustainable development.Entitled "Oceans, Climate Change and Sustainable Development: Challenges to Oceans and Coastal Cities," the PIM conference has drawn 266 representatives from 30 countries and 12 international organizations.

BEIJING, Sept. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang said Tuesday that China would coordinate its national family planning policy, stabilizing an appropriately low birth rate and improving the quality of its population."The fact remains that China has a large population. The issue of population is always a major issue for China's social and economic development," said Li at a seminar marking the 30th anniversary of the Family Planning Association of China in Beijing.The government must solve the issue in a way that takes into consideration the whole picture of China's long-term social and economic development, he said.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.The Chinese government adopted a family planning policy in the late 1970s which basically permits most urban households to have only one child.The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.Li said the government would make efforts to improve the quality of the population, optimize the population structure and spur the rational distribution of the people, so as to turn the pressure of the population into an advantage of human resources.He also said the government would launch measures to narrow the widening ratio of men to women and address problems arising with an aging population.The population aged at or above 60-years-old will top 200 million by the end of 2015, government reports showed.

GUANGZHOU, Sept. 24 (Xinhua) -- Rescuers combing the mud-slide debris found more than a dozen bodies Friday, bringing the death toll of typhoon Fanapi to 70 in south China's Guangdong Province, while 65 people remain missing, local disaster relief authorities said.The bodies were recovered after work crews entered towns cut off by mud-slides such as Magui Township in Maoming City, the provincial flood control authorities said.Helicopters were dispatched Friday to send relief goods -- bottled water, food, and tents, to floods-isolated areas in the hardest-hit counties of Gaozhou, Xinyi and Yangchun, the authorities said.About nine tons of goods have been delivered on Friday.By 6 p.m. Friday, about 99,500 people in Guangdong were evacuated for the Fanapi-brought disasters. Some 3,765 houses collapsed, 42,190 hectares of farmland were damaged, and the economic loss reached 2.4 billion yuan, latest official data show.Typhoon Fanapi, the 11th and strongest typhoon that hit China this year, landed in Fujian Province at 7 a.m. Monday, but wreaked most havoc in Guangdong, which neighbors Fujian on the south.No casualties have been reported in Fujian.

BEIJING, Oct. 20 (Xinhua) -- China's central bank Tuesday announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points effective from Oct. 20, a move widely seen as the government's action against inflationary pressure.The People's Bank of China (PBOC) said in a statement on its website that the one-year deposit rate will rise from 2.25 percent to 2.50 percent, and the one-year lending rate will increase from 5.31 percent to 5.56 percent.The rise, the first over the past three years, had not been anticipated and could be related to the impending September statistics and the third quarter statistics, said Jiang Chao, an analyst with Guotai Junan Securities.The CPI (Consumer Price Index), a key gauge of inflation, may maintain its high level in September, Jiang said.The rate hikes are the first in three years. The central bank last hiked rates on Dec. 21, 2007.The benchmark interest rate has been cut four times since the global financial crisis.Li Daokui, a member of the PBOC's monetary policy committee, said statistics showed China's economy has been bottoming out from the accelerated slump at the beginning of this year, but prices of goods remain at a high level, attracting attention from policy makers.Further, policy makers have to seek a balance between economic growth, restructuring and stable prices, Li said."Judging from the move, worries about soaring prices overwhelmed jitters on economic growth, as is the main reason for the interests rate hike. Negative interests rate (higher CPI increases than deposit interests rate) is also another reason," Li said.Liu Yuhui, an expert with the Institute of Finance and Banking at the Chinese Academy of Social Sciences, said the interests rate hike this time is related to expectations of inflation as the negative interests rate has continued for seven months.China has been experiencing hikes in prices of agricultural products, urban services like home rents and catering, Liu said."We believed it was caused by soaring labor costs, also related to issue of currencies and soaring living costs in cities," Li said.Prices of garlic, ginger and sugar have jumped in China's market.
