(KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. When it comes to overtime, 10News found:One of the OT recipients was a payroll technician who banked ,414.19, bringing their salary up from ,000 base pay to over ,000 in total pay and benefitsBus drivers were among the biggest overtime benefactors, with Sweetwater paying over 0,000 in overtime to about 90 employeesThree district bus drivers earned over ,000 in overtime each, bringing their 2017 total pay and benefits to over ,000Another group that benefited from overtime pay were district budget analysts, who totaled over ,000 in overtime as a groupA locksmith supervisor added a total of ,623 in OT to his 6.5K salarySweetwater’s finances have been under scrutiny since it was revealed the district made a million miscalculation for its ’18-’19 budget earlier this year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. This fiscal year alone, the district will borrow million -- in addition to the million they already owe.At an October 8 board meeting, SUHSD staff offered suggestions to help reduce the debt such as energy cost savings, freezing unfilled positions, and a reduction in the work year for all management. In an email sent to families following that Oct. 8 meeting, at least two schools announced they would be cutting after school programs and their 2019 summer school sessions.More recently, the district announced it would allow nearly 300 employees to retire early in an effort to balance the budget. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103

(CNS) - The family of a 56-year-old man who died earlier this year following an encounter with Chula Vista police announced Monday they are filing a pair of wrongful death lawsuits against the city.The lawsuits seek the names of the officers involved in the March 13 call for service that culminated in Oral Nunis' death.Both lawsuits are being filed in San Diego federal and state courts on behalf of four of Nunis' children, including his daughter Kimone, who called 911 shortly after midnight March 13 after her father began experiencing a mental health issue and attempted to jump out of a second-story window.While addressing reporters at a news conference announcing the lawsuits, Kimone Nunis said responding officers did not speak to her or ask her what was happening with her father when they arrived."That night, I just wanted help. I picked up the phone. I didn't know what I was getting myself into," she said.Attorneys for the family say officers tackled Nunis outside the home and "dogpiled" atop him, placed him in a WRAP restraint device and put a "spit hood" over his head.In a statement released shortly after Nunis' death, the police department said he was restrained to prevent him from hurting himself or others. The department also alleged Nunis was "uncooperative with officers and struggled as they attempted to detain him," resulting in injuries to two of the officers.The federal lawsuit alleges Nunis was unconscious and unresponsive after the altercation, and that those restraints were placed upon him while he was unconscious.Nunis was taken to a hospital, where he was later pronounced dead.Attorney John Burris, who represents the family, said police should have responded by de-escalating the situation."Mr. Nunis was seeking help. The family was seeking help. But instead of getting help, he was met with force," Burris said.A similar lawsuit was filed last month on behalf of Nunis' widow and three other children. Their attorney, Carl Douglas, alleged the city has withheld Nunis' cause of death, while a statement released by the city last month indicated his cause of death has not yet been determined."The City of Chula Vista understands and shares the public's and the family's desire to have all of their questions answered about this incident. However, it is premature and inappropriate to come to any conclusions at this time," according to the city's statement in response to that lawsuit. "The investigation is ongoing, and the true cause of death has not been determined by the Medical Examiner. Because of this, and now the threat of litigation, the City and the Police Department must refrain from commenting further beyond the statements already made. The City and Police Department continue to express our deepest condolences to the family and all of those touched by Mr. Nunis' tragic passing."City officials did not immediately respond to a request for comment regarding the latest filings.In addition to the federal lawsuit alleging wrongful death and violations of Nunis' civil rights, the state lawsuit seeks the release of the officers' names.The complaint states Kimone Nunis submitted a California Public Records Act request in July seeking the names of the involved officers, as well as body camera footage, reports and statements from witnesses and other information police have regarding the case.According to the lawsuit, which alleges the city violated the CPRA, the family was told months later that the information was being withheld "because of ongoing criminal and administrative investigations." 3591

(KGTV) - More than a dozen people were forced out their homes late Tuesday night after a driver crashed her car into a fire hydrant at an apartment complex in Chula Vista, causing water to be sent nearly 30 feet into the air.At around 11:45 p.m., Chula Vista police responded to reports of a geyser spewing water into the air on 3rd Avenue.The geyser, from a broken fire hydrant, flooded a nearby apartment complex, forcing the evacuation of 16 people from six units, four of which were heavily flooded.A black car that struck the hydrant tried to leave just after the wreck, but the car's female driver eventually came back to speak with officers. Police questioned the young driver, but she was released.City crews spent a few hours helping clear the water from the apartments. 807

  

CHULA VISTA, Calif. (KGTV) -- As a plume of smoke from a 350-acre blaze spiraled over the South Bay on Thursday night, Chula Vista’s City Council leaders met to review a report that signals a potentially dark cloud in its future.Members of the city’s Growth Management Oversight Commission presented its 2018 compliance scorecard that assesses how well Chula Vista is prepared to face the anticipated rapid growth trend across the county's second-largest city.According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.GMOC chair Duaine Hooker emphasized that police staffing levels is a major concern.The report shows there is not enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.“It’s been twenty-two years in a row,” Hooker said about the police department’s failure to meet the threshold. Hooker also warned that he isn’t very optimistic about its 5- to 12-year plan.“They [police staff] did not think they could [accommodate] the growth of the city, it’s not there yet," Hooker said. Hooker and members of the GMOC toured the police department and surveyed officers.Councilmember Stephen C. Padilla, representing District 3, offered the most critical commentary on the rapid growth issues the city is facing."We know we're going to grow, and we know that we're constrained financially," said Padilla."We also know a scary statistic, and that is even with all the money from Measure A and even with reasonable growth we are a long ways off from getting even close to staffing up our public safety to the level, particularly on the police side, that it's going to make an impact," said Padilla."I just think we need to acknowledge that out loud," he added. Measure A is the half-cent tax approved by voters in 2018 to secure funding for additional officers and firefighters, provide faster responses to 9-1-1 emergency calls, and increase police patrols. A plan is in place to hire 43 officers over the next 10 years. So far, nine officers have been sworn in this year. 12 more "sworn and civilian staff" are budgeted in 2020. The current pace falls short of the GMOC's threshold and is way off of the county average. To get to the county average of 1.29 police officers per 1,000 residents by 2023, Chula Vista will have to hire 148 more officers.Padilla recommended to adopt a qualitative method of measuring the city's progress alongside the current GMOC standards.Mayor Mary Casillas Salas followed up Padilla's comments by highlighting Chula Vista's public safety record -- Chula Vista is listed among the safest cities in the state."A look back at the way we have been measuring things, I think an important component of that is outcomes, not just throwing numbers out there but the actual outcomes and what it means to the quality of life for our community," Salas said.The city's "rate of growth is projected to continue or increase over the next five years," the GMOC reported, citing Chula Vista’s 2018 Residential Growth Forecast. TRAFFIC ALSO A PROBLEM ON THE WESTSIDEChula Vista's growth and congestion issues don't only affect the sprawling Eastlake and Otay Ranch areas. Councilmember Jill Galvez, representing District 2, used her time at the special meeting to push for a revitalization on the west side of town."Can we start to look at focusing on improving the infrastructure in northwest Chula Vista to make it safer and more attractive so that we can enjoy the experience of our city," Galvez said. "Our neighbors to our east are enjoying their fields and you don't see them walking around because they have trails set far back from where you typically drive.""Here, we're all kind of using the pavement and even the streets to ride our bikes," Galvez said.Councilmember Mike Diaz, representing District 4, sided with a recommendation made earlier in the meeting that the GMOC report should be heard before the city's budget review process."I'm not sure how much it's going to move the needle one way or the other, but I think we at least need to hear this before budget.""It's going to be many many months before we start talking about [the GMOC report] again, and maybe we forget about those, so I certainly like to see that."Watch the meeting 4480
