SAN DIEGO (KGTV) -- Father Joe’s Village and Connections Housing has been activated as rain is set to move in and cold temperatures continue throughout San Diego.The shelter, located at 1501 Imperial Avenue downtown, opens when the temperature is 50 degrees or below and there is a 40 percent chance of rain or exceptional weather conditions.The program, funded by the City of San Diego, provides food and shelter.CLICK HERE FOR TODAYS FORECASTThis is the second time so far this year that the shelter has opened. That’s what many San Diego County restaurant owners felt after hearing the county has suspended enforcement activities on restaurants, for now.A judge’s ruling Wednesday allowed two strip clubs to stay open, and in a surprising twist, extended to the restaurant industry, allowing for in-person dining.While the county sorts out what it will do next, some restaurants are taking the opportunity to reopen for in-person dining, even if it’s short-lived.“I was thrilled to hear the judge’s ruling,” said Julian Hakim, co-owner of The Taco Stand. “I wish there was, even now, a little more clarity. We know the county is not going to enforce, but we’re not sure if ABC who holds our alcohol licenses or others choose to keep enforcing.”Hakim is cautiously optimistic and will now offer minimal outdoor dining options at his locations in downtown San Diego, La Jolla, Encinitas, and North Park.“I’m still prepared for anything,” he said. “There really isn’t any evidence that sitting outside is contributing to the COVID cases; I think there’s evidence of people being inside, so I would agree with that, and I wouldn’t open inside just yet.”Mikko Sushi’s Escondido, Carlsbad, and Vista locations reopened for outdoor dining and indoor dining at 25% capacity Thursday.“We decided to open with all the safety guidelines that are mandated by the county and state we will follow that,” said Mikko Sushi co-owner Mia Davis. “We debated actually, should we really open or not, but after thinking through overnight, many of our employees need jobs, this is right before Christmas, and they need to put the food on the table, they need to pay their rent.”Davis said she had to furlough 70% of her employees after the latest restrictions on restaurants went into place, and they could only offer takeout.Both Davis Hakim said they have many safety precautions in place, and they’re following what happens next closely.“We take this COVID-19 seriously, and we know the cases are increasing, and we just want to follow the rules.” 2069

SAN DIEGO (KGTV) - High school students are managing a new normal as they apply for colleges."This is a hot topic," says Matt Hunt, a guidance counselor at Rancho Bernardo High School. "This is something that kids are concerned about, parents are concerned about, people are curious about."The biggest adjustment for the 2021 fall application period is the use of standardized tests, like the SAT or ACT.Because of coronavirus concerns, many testing centers have been unavailable, making it difficult for students to take a test. To level the playing field across county and state lines, schools are either eliminating a test requirement or making it optional.According to FairTest, the National Center for Fair and Open Testing, more than 1,600 colleges and universities have made those tests "optional" for admission in the upcoming school year. That means students are not required to submit a test score, but can if they choose. FairTest also says more than 60 schools have gone "test-blind." That means they will not use a test score to determine admission, even if a student puts it in the application.In California, the Cal State system says they will be test-blind in 2021. The UC Schools initially said they would be test-optional, but a court decision over the summer forced them to be test-blind. The UC schools also say they plan to eliminate traditional standardized tests by 2025, and will write their own admissions test.RELATED: University of Californai to Stop Using ACT, SAT through 2024Without tests, counselors say students need to focus on their grades and personal statements and essays to stand out."I would tell students to focus on answering those questions candidly," says Tracy Wilson, the Director of College and Career Readiness for Grossmont Union High School District. "They need to answer them with their own student voice, because if they are a student who has struggled with those opportunities, that's the place to share the 'why.'"Wilson also says to focus your search and only worry about the application standards for the schools you plan to apply. "Colleges want a variety of students," she says. "The academics are important, but it's not the only thing... Put yourself out there try do your best. I really feel like colleges are going to be very welcoming on their campuses next fall."Hunt agrees, saying it's important to stay on top of any changes that occur in the next few months. He tells students to stay in communication with your school counselor and the admissions offices where you plan to apply. "You're going to apply to a handful of schools, you'll see what happens," says Hunt. "But there's a school out there, and an opportunity out there for everyone. So remember that." 2735

SAN DIEGO (KGTV) - Dozens of dogs affected by Hurricane Michael have a new home in San Diego.The San Diego Humane Society is taking in 93 dogs from various shelters impacted by the category 4 storm last week along the panhandle.The dog-only charter flight landed at Gillespie Field Thursday afternoon with dozens of volunteers helping unload them.The flight carried pets transferred from St. Joseph Bay Humane Society, the Escambia County Animal Shelter and the Humane Society of Bay County.The Humane Society says the dogs still need to be spayed, neutered and micro-chipped, but they hope to start adopting them out in two weeks. 649
