(AP) -- Santa found himself a little more tied up than usual this time of year.A Northern California man impersonating Santa Claus and flying on a powered parachute was rescued after he became entangled in power lines.The incident happened Sunday shortly after the man took off near a school in Rio Linda to deliver candy canes to children.KCRA-TV reports the man flew into a maze of power lines and wound up suspended in them.Officials say power was shut off to about 200 customers in the Rio Linda area during the rescue.The man, who wasn't identified, was not injured. 597

Gavin Newsom signed 13 laws aimed at stemming the crisis Thursday. His action comes as Republican President Donald Trump criticizes California's handling of the issue, most recently blaming homelessness for water pollution .California, the nation's most populous state, has a growing number of people living in the streets in cities such as Los Angeles and San Francisco. But Newsom has accused Trump of politicizing the issue and called on the federal government to provide more aid to get people into housing.Newsom said the bills he's signed will "give local governments even more tools to confront this crisis."One new law that takes effect immediately lets Los Angeles bypass parts of the California Environmental Quality Act to build supportive housing and shelters. Another lets projects that will turn hotels into housing forego certain CEQA reviews through 2025."Supportive housing and shelters aren't being built quickly enough and as long as Californians are struggling to survive in our streets, we have a moral responsibility to do everything in our power to provide the shelter and assistance they need to get back on their feet," Assemblyman Miguel Santaigo, a Los Angeles Democrat, said in a statement.Some critics of CEQA have argued it can be weaponized to delay development of projects community residents might find unfavorable.Another adds Orange and Alameda counties as well as San Jose to the list of places that can declare emergencies and build shelters on publicly owned land. Russ Johnson is used to being around all sorts of snakes. From harmless to deadly snakes with enough venom able to kill 10 men with one strike. Johnson headed up to the Phoenix Herpetological Society in north Scottsdale, a rescue for about every type of reptile. One day Johnson was transporting a cobra, pulling its container. He said he didn't know the vibrations rattled the top lose."He was right by my arm and then struck me right here," Johnson said, pointing to his back.Johnson said he knew it was the cobra. "I felt like I had a bad burn in my back."The venom is so toxic that Russ knew it would eventually shut down his respiratory system.  "I could just start to feel the burning spreading and so that mean venom is spreading," Johnson said.  He was rushed to Banner University Medical Center in Phoenix. They're used to treating rattlesnake bites but a cobra? They didn't even have the antivenom to treat him. The closest vial of medicine was more than 800 miles away, in Denver. "It was difficult," said Dr. Michelle Ruha, a toxicologist at Banner. She's also one of Johnson's doctors. She tried giving him antivenom the hospital did have, hoping it would save his life. Nothing was working."He was no longer able to open his eyes," Ruha said. "He was becoming weak. He was having trouble speaking."The only option was to fly the 10 vials of antivenom from Denver to Phoenix. Finally, eight hours after the bite, Johnson was starting to come back. "There was an angel on my shoulder," Johnson said. "Beyond Dr. Ruha, who is my personal angel, and I guarantee you that."Today, Banner University Medical Center has the cobra antivenom on-hand. It's also expanding what types it does carry. It's even getting shipments of the medicine to treat bites from the taipan, the deadliest snake in the world. No. they're not native to the Phoenix but neither is a cobra. RICHMOND, Va. (AP) — A judge has ordered rapper Kanye West's name to be removed from presidential ballots in Virginia. Richmond Circuit Court Judge Joi Taylor issued an order Thursday saying West was disqualified because he had failed to meet the requirement that 13 people in the state pledge support for his campaign. The West campaign submitted 13 such "Elector Oaths," but the judge declared 11 of them invalid. The judge added that some were obtained "by improper, fraudulent and/or misleading means." 514
