SAN DIEGO (KGTV) — For families who want to give their kids some Halloween fun but avoid traditional trick-or-treating, the city is offering a quick and safe alternative.Wednesday through Saturday, the City of San Diego will offer free bags of candy for families to drive through or walk up and select as an alternative to going door-to-door this Halloween amid the pandemic.The sites will be set up at various times across 27 recreation centers in the city. A complete list of participating recreation centers is online.Families and kids are encouraged to dress up in their costumes. Visitors will get a free bag of candy as well as "a scary surprise or two," according to the city.All recreation centers will be following the recommended guidelines under the county's public health orders, so social distancing and face coverings will be required. 857

SAN DIEGO (KGTV) - Family members of a DUI crash victim shared emotional stories about their loss at the driver’s sentencing hearing Friday. Lauren Freeman cried as statements were made about the Feb. 2018 crash in Ocean Beach. Prosecutors said Freeman drove the wrong way on a transition ramp between I-5 and I-8, crashing into Justin Callahan’s car. “I'm Justin's father, he is buried next to his sister who died in 2005. So I think that there's a rule somewhere that children aren't supposed to die before the parents,” said Callahan’s father. Callahan was headed home to Ocean Beach from his job in Chula Vista when he died. She also said she hopes Callahan’s family can one day find it in their hearts to forgive her. Freeman pleaded guilty to several charges, including gross vehicular manslaughter while intoxicated. She was originally charged with murder but that was dropped during a plea deal. As part of her agreement, Freeman will serve 11 years, eight months in prison. 1176

SAN DIEGO (KGTV) - Drivers who travel from northbound Interstate 5 to the Coronado Bridge will be detoured through Barrio Logan this week due to construction.Caltrans crews will shut down the north I-5 connector to SR-75 Monday through Thursday nights to install a debris fence above Chicano Park.Detour signs will guide drivers to exit at Cesar Chavez Parkway, then left to the on-ramp at SR-75 at Logan Avenue.The closure will be in effect from 8 p.m. to 5 a.m. each night.Check TRAFFIC CONDITIONS. 508

SAN DIEGO (KGTV) - Friends of the Marine hit and killed in the Midway area said Monday the driver who struck him and left is a coward.Victor Molinar, 18, of Chicago had just graduated from boot camp and was stationed at Camp Pendleton about to start combat training. Ricardo Camacho met him in basic training and got the terrible news over the weekend.“He was a good kid, always say making people laugh. He had a good head on his shoulders. From the start when I met him, I knew he’d be a good Marine," said Camacho.Molinar was out with his friends Saturday night visiting the local night spots on Midway Drive and somehow got separated from his friends. They went to look for him and found his body in the road.Police say the driver who hit Molinar fled the scene. No suspect has been identified.“He was willing to give up his life defending his country and do all the right things and for him to do that and not even stopping to see who it was? It just sucks," Camacho said.Camacho told 10News the Marines have a buddy system and doesn’t know why Molinar was by himself. Police are looking for the suspect, but have little to go on right now. Camacho, who is having a hard time coping with his loss, told 10News he knows one thing about the suspect. “He’s a coward. Bottom line. Karma plays a big part in things, and he’ll get his. If he ran then he won’t come forward they’ll just have to find him. If he didn't do it then. He won’t come forward. SAN DIEGO (KGTV) — Disney officials say they do not believe Disneyland or California Adventure parks will reopen before 2021.During an earnings call on Thursday, Disney Chief Financial Officer Christine McCarthy said the Anaheim theme park will likely remain close through the end of the fiscal first quarter, which ends in late December."While some of our parks are open with limited capacity, we currently anticipate Disneyland resort will remain closed at least through the end of the fiscal first quarter," McCarthy said.RELATED: San Diego County businesses sue amid rollback in reopening restrictionsMcCarthy added that the company does not have any indication of how long restrictions on theme parks will last.California introduced reopening guidelines for small and large theme parks in October. Small theme parks with a capacity of less than 15,000 visitors can reopen in the state's moderate (orange) tier while large parks like Disneyland can reopen in the minimal (yellow) tier.Orange County is currently in the red tier and would need to post two weeks of orange tier data to move forward. The county would need to do the same to move into the yellow tier.
