BEIJING, Jan. 11 (Xinhua) -- A Senior Communist Party of China (CPC) leader Tuesday said government and Party officials should make more effort to deal with petitions and resolve public grievances.Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks at a meeting in Beijing, where officials discussed work on petitions this year.Despite a drop in petition numbers last year, China would still face a lot public petitions this year since some people still had living difficulties while there were still too many social management problems, Zhou said.Government officials and Party cadres, particularly those at city and county levels, should meet petitioners in person and handle their appeals on a one-on-one basis, he said.Greater efforts must be paid to address unresolved petitions within a time limit, and to prevent more petitions at root by avoiding risks to stability in making policies, said Zhou, who is also the secretary of the Commission for Political and Legal Affairs of the CPC Central Committee.Zhou said the government must not simply reject public petitions and should instead meet people's legitimate demands in petitions.Petitioners who disrupt public order should be handled in accordance with the law, he said.

BEIJING, Nov. 20 (Xinhua) -- Beijing will face the challenge of an aging population over the coming five years and the city has limited experience in dealing with the phenomenon, the Beijing Morning Post reported Saturday.At the end of 2009, registered senior citizens in Beijing numbered 2.27 million, or 18.2 percent of the city's total population of permanent residents, the report said, citing the local government.The city will have a moderately aged society when its aged population reaches 3.24 million in 2015, the report said.Of the city's population of registered senior citizens, 1.94 million, or 85.6 percent, are below the age of 80 years, and 326,000, or 14.4 percent, are above the age of 80 years.In the coming five years, approximately 470,000 senior citizens in Beijing will require nursing.A survey conducted recently by the society and legal system committee of the municipal political consultative conference found that of 4,000-plus respondents, 24.5 percent intended to live in homes for the aged, a level much higher than the 4-percent level the municipal government expected.Some 53.3 percent of respondents said they are willing to spend their twilight years at home. That figure was significantly lower than the 90 percent figure the local government had expected.According to the survey, 99 percent of local citizens born after 1980 said they would not be able to look after their parents during their old age. 

  

BEIJING, Jan. 6 (Xinhua) -- China Thursday called on parties involved in the Cote d'Ivoire crisis to solve disputes and differences through dialogue."We appreciate the positive efforts of the African Union (AU) and the Economic Community of West African States (ECOWAS) to promote a peaceful settlement of the Cote d'Ivoire crisis," said Foreign Ministry spokesman Hong Lei at a regular press briefing.Cote d'Ivoire has been in political crisis after both incumbent President Laurent Gbagbo and his rival Alassane Ouattara claimed victory in the presidential run-off of Nov. 28.The AU and the ECOWAS have sent a joint five-member high-level delegation to the Cote d'Ivoire to seek a peaceful resolution to the country's political crisis.Hong said peacefully settling the crisis is in the common interests of west African countries. He urged the parties involved in the crisis "to settle differences, achieve political reconciliation, and maintain national peace and stability through consultation."

  

BEIJING, Nov. 19 (Xinhua) -- Chinese ministries and local governments have coordinated efforts to combat price hikes by increasing grain supplies, clamping down on speculation and offering subsidies, as the central government has growing concerns about rising inflation.In a move to head off price hikes, the State Administration of Grain will increase sales of grain supplies to meet the public's needs and stabilize market prices, the agency said in a statement posted on its website Friday.Additionally, it will sell a set amount of cooking vegetable oil and soybeans from government reserves beginning next week, in addition to the weekly sales of wheat, rice and corn that has already begun, the statement said.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, it added.The statement said the move was designed to protect farmers' interests and maintain moderate prices in the grain market.Further, the Ministry of Agriculture announced Friday that it will work to add 8 million mu (0.53 million hectares) of planting areas for vegetables and 2 million mu for potatoes to stabilize agricultural production and increase vegetable supplies during the winter.Also, Zhou Bohua, head of the State Administration of Industry and Commerce, said the administration will "seriously" work to prevent the hoarding of agricultural products, forcing up prices and other speculative practices.These measures echoed the central government's call to tame price rises.China's State Council, or the Cabinet, on Wednesday announced price control guidelines to reassure consumers facing rising inflation.The efforts mainly included imposing temporary price controls on important daily necessities and production materials when necessary, and urging local authorities to offer temporary subsidies to needy families.In addition, the government will work to ensure market supplies and strengthen market supervision.Local governments also unveiled specific measures intended to help people pressured by the higher cost of living. The city government of Changchun, capital of northeastern Jilin province, has announced it will hand out subsidies to more than 40,000 low-income households this month, distributing 50 yuan to each household.Also, Mao Zhiming, an official with the city government of Taiyuan of northern Shanxi province, said the city will offer subsidies to low-income families each month beginning from the first month when the local consumer price index (CPI) rises above 3 percent and continuing until the third month that the CPI remains below 3 percent.
