BEIJING, May 17 (Xinhua) -- The Chinese government is pushing for the restructuring of major state-run news portals - including cctv.com and xinhuanet.com - to allow them to "establish a modern enterprise system," launch initial public offerings (IPO) and abandon the "iron rice bowl" concept.Ten major news portals are involved in a pilot restructuring project: the websites of state broadcasters China Central Television, Xinhua News Agency, People's Daily, Beijing's qianlong.com, Tianjin's enorth.com.cn, Shandong's dzwww.com, Shanghai's eastday.com and Zhejiang's zjol.com.cn among others.The websites are currently affiliated to news organizations run by central and local governments.According to a symposium on the restructuring work Monday in Changsha, capital of central China's Hunan Province, the restructuring plans for people.com.cn and xinhuanet.com have been approved.The pilot project, initiated last October, covers shareholding reform, establishment of a modern enterprise system and IPOs to "strengthen the competitiveness" of the news portals.According to the symposium, the website operators have actively engaged in the development of search engines, cell phone news services, cell phone TV services, Internet TV, e-commerce, online cartoon games and other new media areas, which have strengthened their capacities.The operating income of people.com.cn and xinhuanet.com have witnessed "big growth," the symposium said.Domestic commercial news portals like sina.com.cn and sohu.com are listed overseas.The step is part of Chinese government's efforts to reform China's cultural industry in a bid to promote Chinese media and cultural enterprises' global influence and boost the nation's soft power.

TIANJIN, May 13 (Xinhua) -- Premier Wen Jiabao said Thursday that establishing a strategic relationship of cooperation between China and the Arab states was in the interests of all sides.In a meeting with Secretary General of the League of Arab States Amre Moussa in north China's Tianjin, Wen said the sides would discuss establishing the relationship.The fourth Ministerial Meeting of the China-Arab Cooperation Forum, which began Thursday, was attended by foreign ministers or representatives of China and Arab states and Amre Moussa.Wen said the new relationship was conducive to peaceful international development. The 4th Ministerial Conference of the China-Arab Cooperation Forum is held in China's northern port city of Tianjin, on May 13, 2010.China and the Arab states began to describe their relationship as a "new partnership" at the forum's second ministerial meeting in 2006.Wen said he believed more achievements would be made in the development of China-Arab ties, and the ministerial meeting would be a success.He hailed the forum's role in advancing China-Arab relations, saying it had become an important platform for dialogue and practical cooperation.The relationship set a good example for diverse civilizations to learn from each other, make exchanges, and seek common development, he said.Moussa said the Arab states hoped to carry out more exchanges and cooperation with China, in the hope of reinforcing political and cultural contacts, and cementing economic and trade cooperation through the mechanism of the forum.Moussa spoke highly of China's positive and constructive role in the Middle East issues.

GUANGZHOU, April 18 (Xinhua) -- China's trade volume will reach 5.3 trillion U.S. dollars by the year 2020, Li Gang, a researcher at the Chinese Academy of International Trade and Economic Cooperation under the Ministry of Commerce, said Sunday.Li made the remakes at the ongoing 107th China Import and Export Fair, the country's largest trade fair, held in the southern city of Guangzhou.According to Li, China's merchandise imports and exports will hit 4.3 trillion U.S. dollars in 2020.Merchandise exports will top other countries and be 2.4 trillion U.S. dollars in 2020, 10.1 percent of the world total.Imports will reach 1.9 trillion U.S. dollars and rank second largest, accounting for 8.2 percent of the world total.Weighed down by the global financial crisis, the nation's foreign trade recorded a 13.9 percent year-on-year decline to 2.2 trillion U.S. dollars in 2009, with merchandise exports of 1.2 trillion U.S. dollars and imports of 1 trillion U.S. dollars.In the first quarter, foreign trade began to grow again, jumping 44.1 percent to 617.85 billion U.S. dollars, according to customs data.

  

URUMQI, May 11 (Xinhua) -- Turpan, a small Silk Road town in northwest China that became prosperous as a trade hub nearly 2,000 years ago, is earning renown for another reason today.In accordance with the plans of the National Development and Reform Commission, and the National Energy Administration, the Turpan city government has been required to build an 8.8-square-km area into a national model for green city development.Designed to be a model environmentally-friendly city in western China, the new low-carbon city depends not on fossil fuels but solar and wind energy for lighting and hot water supply.It also uses geothermal resources for winter heating and summer cooling, as well as employing electric buses and taxis with zero pollutant for public transport.Wang Guangtao, chairman of the Environment Protection and Resources Conservation Committee of the 11th National People's Congress, expects the project to be valuable for "the strategic adjustment of China's energy consumption structure.""It is the first experimental project in China's arid western interior to develop energy-efficient and pollution-free cities. It will set an example for the use of new and clean energy," he said.With 3,200 hours of sunshine per year, about 1,000 hours more than other Chinese regions at the same latitude, Turpan is rich in solar energy.Project designer Zhu Xiaodi, chief of the Beijing Institute of Architectural Design (BIAD), said the new city aims to make full use of its advantages in solar energy to change the pattern of electricity generation away from the conventional energy supply mode dominated by coal-fired power plants.A photovoltaic power generation plant with installed capacity of 13 megawatts will be built to supply electrical power for the area's residents, to illuminate public facilities and to drive public transportation vehicles, Zhu said.Given China's economic expansion has heavily relied upon coal, which has provided 70 percent of the country's primary energy, much higher than the world average of 29 percent, local authorities hope the Turpan experiment will be a viable way for the country's vast western interior to improve energy use and reduce pollution.Apart from solar energy, the city is also exploring the use of wind power and geothermal resources for public transportation.Memet Kurban, an official at the project's command center, said solar panels would be installed on the rooftops of all buildings in the new city to generate electricity and heat water.The number of private cars will be reduced to the least number possible while solar energy storage batteries will be used to power buses and taxis.Special heat-pump technology is used to make use of shallow geothermal resources in the area.Vice Major Su Tiancheng said a planned population of 60,000 will move into the new city. By the end of the year, 7,000 residential apartments with a combined floor space of 700,000 square meters will have been built, and local government authorities and enterprises are expected to move in.The first-phase of the construction, which began last Wednesday. involved the construction of municipal infrastructure, residential buildings, public utilities and a central water park.A special team made up of experts from BIAD, the International Eurasian Academy of Science, the Solar and Wind Evaluation Center of the China Meteorological Administration and the Guangzhou Urban Planning and Designs Institute are responsible for the overall design of the new city.

  

WUHAN, April 16 (Xinhua) -- China's top political advisor Jia Qinglin underlined building of "an environment-friendly and resource-saving society" when paying an inspection tour to central China's Hubei Province from Monday to Friday.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, went to several of Hubei's cities including Wuhan, Huanggang and Xianning, visiting enterprises, scientific institutes.
