MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. Mayor Barrett held a conference call on Zoom Thursday night and said he was angry with the decision.“Chief Morales should have been given an opportunity to respond,” Barrett said.However, Barrett also stated that he understands where the frustration is coming from regarding Morales.Barrett said he was frustrated with the lack of effort he saw from Morales when it came to addressing the directives.The body also elected a new FPC chair, replacing the embattled chair DeVougas with Nelson Soler.Following the meeting, the commissioners walked out without answering any questions.“We have said enough, we have said enough,” said Wilson.Mayor Barrett said he will be working with the new acting chief to “make sure we are doing everything we can to reduce crime.”Barrett also stated that he will do what he can to restore the transparency within this process.This story originally reported by Rebecca Klopf on tmj4.com. 2804

Kim Reynolds announced a new mandate at a press conference requiring school districts teach at least 50 percent of its curriculum in-person. She also said school districts would only be able to move to an online-only curriculum if the COVID-19 positivity rate in that region reached 15 percent or higher.It is one of the highest positivity rate thresholds in the country.The CDC has used the positivity rate, or percentage of COVID-19 tests that return a positive result, as a barometer of how the coronavirus is circulating across the country. Below 10 percent is indicative of the shrinking rate of transmission.When it came out with school guidelines, the CDC recommended schools only reopen to in-person learning if the positivity rate was 5 percent or below.For comparison, New York City has said kids can’t go back to school until the positivity rate is under 3 percent. Arizona has set its bar at 7 percent, and even the surgeon general has said schools nationwide shouldn’t consider returning to in-person learning unless the positivity rate is under 10 percent.“I look at my husband who has to go teach in high school and look at the risks that presents to him. I have to look at my kids who are missing out on in-person school,” said Lisa Williams, a school board member in Iowa City.Recently, the Iowa City Community School District joined in on a lawsuit filed against the state that claims the governor is violating the state constitution by not looking out for the well-being of Iowans.“It’s troubling,” said Williams. “I think kids need to be in school. They need to be for a whole host of reasons, but I don’t think the 15 percent is a good barometer of whether or not it is safe to do so.”“I was shocked,” said Mary Kenyon of the governor’s mandate. “I was angry. I’m still angry. I have a lot of anger.”Kenyon has decided to keep her son home to learn online unless things change. Despite the new mandate, the state is allowing parents to keep their kids home so they can learn in a virtual-only capacity if they choose.“They are trying to create a policy that will blanket a state that has widely varying types of educational settings,” she said.The issue isn’t exclusive to Iowa, either, but most rural states. Iowa City’s school district has 14,000 students. Compare that to some of its rural counties that only have a few hundred and a 15 percent positivity rate means something entirely different, she says.“I think we all want what’s best for our kids and we all don’t agree on what that looks like,” said Williams. 2825

  

NBC News announced Wednesday that President Donald Trump would participate in a town hall-style event on Thursday — the day that he and Democratic presidential nominee Joe Biden were scheduled to have a debate prior to Trump's COVID-19 diagnosis.NBC says the event, hosted by Today show anchor Savannah Guthrie, will take place in Miami with "a group of Florida voters."The network also said that it had received a statement from Dr. Clifford Lane, the Clinical Director at the National Institutes of Health, who said that both he and Dr. Anthony Fauci had cleared Trump to participate.The records reportedly reviewed by Lane and Fauci included a PCR COVID-19 test. Lane said that he has a "high degree of confidence" that the president is "not shedding infectious virus."The one-hour event will begin at 8 p.m. ET Thursday.Trump's town hall will come the same day that Joe Biden will be holding his own town hall event on ABC. Biden scheduled the event last week after the second presidential debate was canceled. NASCAR CEO Brian Z. France was arrested for aggravated driving while intoxicated and possession of a controlled substance on Sunday night, the Sag Harbor Village Police in New York said.France, the leader of the auto-racing sports governing body, was driving a 2017 Lexus on Main Street at 7:30 p.m. and ran a stop sign, police said. During a traffic stop, it was determined he was operating the vehicle while intoxicated, police said.Police also said he was in possession of oxycodone pills. He was arrested and held overnight, police said. France was arraigned at Sag Harbor Village Justice Court on Monday morning and then was released on his own recognizance."We are aware of an incident that occurred last night and are in the process of gathering information," NASCAR said. "We take this as a serious matter and will issue a statement after we have all of the facts."NASCAR was created by William H.G. France, a stock car driver and gas station owner, in 1947 and has stayed in the France family's name.
