SAN DIEGO (AP) — Former Congressman Darrell Issa is poised to end a political retirement that started only last year when he lost his seat in a Democratic wave that turned over seven Republican-held California districts. Issa scheduled a news conference for Thursday and will announce he's seeking the seat held by fellow Republican and longtime-U.S. Rep. Duncan Hunter, who is running for re-election while under indictment on corruption charges, said Larry Wilske, a retired Navy SEAL and Republican also running in Hunter's San Diego-area district. In an interview with The Associated Press on Wednesday, Wilske said Issa told him he will run. Wilske plans to drop out and support Issa. Issa's entry will make the district near the U.S.-Mexico border one of the most closely watched races in the country.RELATED: Former Rep. Darrell Issa launches exploratory committee in challenge to Rep. Duncan HunterHunter and Issa could wind up going head-to-head under California's primary system which allows the top two vote-getters, regardless of party, to compete in the general election. The move puts Hunter in an increasingly uncomfortable position, given Issa's deep pockets and reputation as a chief antagonist against former President Barack Obama, which could play well in one of Southern California's last staunchly Republican districts.Hunter narrowly won re-election against Ammar Campa-Najjar, a young Democrat who came within 3.4 percentage points of winning the seat in November in his first run for Congress.Campa-Najjar said Issa joining the field of candidates "just highlights the fact that Hunter is vulnerable and we're viable, and that Washington insiders are scrambling to find somebody who could effectively challenge our campaign."Issa, a former nine-term congressman, who made his fortune through a car-alarm company, formed an exploratory committee last month and was widely known to be considering a run. He retired from his long stint in Congress before the 2018 election in a neighboring district that he narrowly won two years earlier.Issa's decision comes after his confirmation hearing to be director of the U.S. Trade and Development Agency was delayed indefinitely.Wilske said Issa, 65, is a safer bet that Hunter's district will remain in Republican hands, and his many years in the House pave the way for him to become a ranking member on committees."He is rock solid and has enough financially to lock this down," Wilske said.El Cajon Mayor Bill Wells, who also was running for Hunter's seat, said he too plans to bow out and back Issa."I think he's the one in the best position to win and get something done," Wells said. "We need to get back to the business of having a presence in Washington."Hunter has said he has no plans to step down despite being indicted. He is scheduled to be tried in January for allegedly siphoning campaign money for personal use.The 42-year-old Marine combat veteran is also being challenged by Republican Carl DeMaio, a radio host and former San Diego city councilman with broad name recognition. The San Diego County Republican Party is scheduled to consider an endorsement Oct. 14.Republicans have a big advantage in voter registration in California's 50th district, which covers east San Diego County and a small part of southern Riverside County.Hunter won a sixth term last year, barely two months after he and his wife were charged with using more than 0,000 in campaign funds for personal expenses ranging from groceries to golf trips and family vacations. Margaret Hunter has pleaded guilty to one corruption count and agreed to cooperate with investigators.Hunter, whose father represented the district in Congress for 28 years, has pleaded not guilty and framed the charges as political attack by prosecutors sympathetic to Democrat Hillary Clinton's 2016 presidential bid. 3855

SAN DIEGO — The race to replace former Congressman Duncan Hunter in California's 50th Congressional District is in a virtual deadheat, according to a new scientific poll. The ABC-10News Union-Tribune SurveyUSA poll shows Republican Darrell Issa, a former congressman, leading Democrat Ammar Campa-Najjar 46 percent to 45 percent, within the 5.4 percent margin of error. “This poll I think is a shocker for many political observers, including myself,” said Thad Kousser, political scientist at UC San Diego. “You have an establishment, well-known candidate in Darrell Issa with proven fundraising ability in a district that until a couple years ago was the reddest district in California, so many people thought that by this time the real start of the campaign season Darrell Issa would have a huge lead over Ammar Campa-Najjar.”Hunter resigned in January after pleading guilty to a single felony conspiracy count. Federal prosecutors accused him and his wife Margaret of misusing 0,000 in campaign funds. Hunter, under indictment during the 2018 election, still defeated Campa-Najjar by 3 percentage points, or 9,000 votes in the 50th District, which leans Republican.Campa-Najjar is running in 2020 to take the open seat. He secured the most votes in the Super Tuesday primary against a split Republican field, with Issa coming in second. Still, the Republican votes combined outnumbered Campa-Najjar in the March primary. By registration, Republicans outnumber Democrats in the district by about 33 percent.Issa, a longtime veteran of the House of Representatives, last represented the coastal 49th District. He did not seek re-election in 2018 amid changing voter registration. He is now running to go back to Washington, D.C., in the 50th District, which extends from parts of El Cajon into southern Riverside County. Issa, a staunch ally of the president, expressed confidence in his campaign Tuesday."The policies of this president, this administration, are my policies," he said. "Free and fair trade, enforcement of the borders, a recognition that the constitution is as it is."Campa-Najjar, while a Democrat, said district voters are taking to his independent voice."I stand with the people of the 50th through thick and thin," he said. "When our back's against the wall, I'll have my back and I'll have their back. I won't care about the partisan stuff. I focus on my district every time."SurveyUSA posed the question of Issa or Campa-Najjar to 508 likely voters. Issa led by 21 points among men, while Campa-Najjar led by 18 points among women. The poll also showed Joe Biden leading Donald Trump in the race for president 48 to 45 percent. Trump won that district over Hillary Clinton by 15 points in 2016. 2729

SAN DIEGO (CNS) - A former paralegal specialist for the San Diego division of the FBI was sentenced Monday to 24 months in prison for embezzling nearly 0,000 in government funds.Lynn M. Morris, 56, who pleaded guilty in March to one count of embezzlement of government property, was also ordered by U.S. District Judge Larry Burns to pay 8,000 in restitution."Lynn Morris capitalized on her position at the FBI to line her own pockets with stolen government funds," said Assistant Attorney General Brian A. Benczkowski of the Justice Department's Criminal Division. "This conviction demonstrates the Department of Justice's commitment to investigating and prosecuting government employees who abuse their authority. Individuals who violate the public trust will be held accountable."Between July 2014 and November 2016, Morris embezzled 9,821 that belonged to the United States and converted the funds for her own personal use, according to documents submitted in connection with her plea. The funds were in an account owned by the FBI San Diego Division's Asset Forfeiture Unit, where Morris was a paralegal specialist and the AFU's designated coordinator. The court found that Morris also embezzled ,010 from an additional AFU account and stole ,351 from FBI evidence rooms.Morris admitted that to convert government funds to her own use, she used her knowledge and position within the FBI to withdraw cash from the AFU's account undetected and deposited portions of the stolen proceeds into her personal checking account. 1545

SAN BERNARDINO (KGTV) - With their backs to the wall, facing elimination, an unforgiving heat, and trying to stave off fatigue from a rigorous schedule, the Park View Little League all-stars survived to play another game at the West Regional tournament in San Bernardino.Keyed by slugger Jose Mendoza and stellar pitching by Kainoa Baptista, the Green Monsters kept their postseason run alive while ending the Arizona Sunnyside Little League's hopes of advancing.  The squad from Chula Vista defeated Sunnyside 9-5 in an elimination game Tuesday afternoon.PVLL, which suffered its first loss of the postseason on Monday, took an early 3-0 lead on a first-inning three-run blast to right center by Mendoza. The Southern California champs broke the game open in the third inning.  Down two outs with runners on first and second, Aiden Skinner punched a deep single to right field scoring Jordan Bleisch. The long inning and blistering 108-degree heat seemed to wear down Arizona starting pitcher Cristobal Lorta.  Lorta started struggling with his form allowing Park View to extend their lead 7-0 on two wild pitches with runners on third and an RBI single to Conner Alonzo.Sunnyside's decision to keep Lorta on the mound in the fourth inning backfired when the leadoff batter, Ivan Rodriguez Jr., ripped the first pitch down the left field line for a double. Lorta then hit Mendoza and Makai Corpuz with a pitch leading to two more runs later in the inning.Arizona's last-gasp effort in their final turn at-bat shrunk Park View's lead 9-5 on a two-run homer by Jovanni Toledo but PVLL closer Atticus Gates to force a pop fly to left field for the final out.The Green Monsters won't get much time to enjoy their victory.  After playing three consecutive days in triple-digit heat, PVLL will return Wednesday night at 7 p.m. to face either Tri-City Little League of Northern California or Dixie Little League of St. George, Utah, in another elimination matchup.Park View may be favoring a match up against Tri-City.  The Green Monsters defeated the Northern California champs in a 16-8 rout that saw a grand slam and a pair of back-to-back homers from Rodriguez and Mendoza.  The winner of the West Regional advances to Williamsport, Pa., for the Little League World Series, which runs Aug. 16-26.10News' Jermaine Ong contributed to this report.-------------------------------------------NOTES  2477
