SAN DIEGO (KGTV) - Newly-elected San Diego District 4 councilwoman Monica Montgomery is vowing to improve the relationship between her community and the police department. On Monday, she was unanimously appointed to the Public Safety and Livable Neighborhoods Committee. More than a dozen community members spoke during a special meeting on Monday, backing Montgomery. The overwhelming support for her appointment quickly turned to frustration and anger towards the rest of the council and the police department about Aleah Jenkins, who died in SDPD custody early this month. Montgomery says she hears the community's frustration and is ready to get to work. "A lot of this stems just not from the support of me, but the desire to have real action in our community when it comes to our police and community relations," said Montgomery.She plans on taking a closer look at an SDSU racial profiling study within the department and look into possibly giving the Community Review Board subpoena powers to allow them to perform independent investigations and obtain sworn testimony during alleged police misconduct. "I'm confident we'll do the right thing. Everyone will need to do the right thing; we're at a crossroads and we need to do the right thing by our people and by our officers," added Montgomery. The police department insists there is no evidence of force used during Jenkins' arrest and is referring all questions to the district attorney. SAN DIEGO (KGTV) -- Police are searching for an at-risk man who disappeared from a senior living facility late Saturday afternoon. According to police, 77-year-old Mario Aello left The Shores Post-Acute senior living facility around 4:45 p.m. Saturday. Aello reportedly told another patient he had plans to leave the facility to visit his sister in Sonora, Mexico. Aello suffers from short-term dementia and type two diabetes, police say. Aello is described as five feet, seven inches tall with brown hair. He was last seen wearing a blue t-shirt, a black and gray jacket, blue shorts and brown shoes. 610

SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. SAN DIEGO (KGTV) — On Monday, a planetary sight unseen for nearly 800 years will captivate stargazers as Jupiter and Saturn create a celestial event known as the "Christmas Star."The two bright planets will align to create an even brighter display, culminating on the night of Monday, Dec. 21, according to NASA. While the two planets pass each other regularly, this year's event is so rare because not only is the distance between the planets so close but it's also occurring at night."You can imagine the solar system to be a racetrack, with each of the planets as a runner in their own lane and the Earth toward the center of the stadium," said Henry Throop, astronomer in the Planetary Science Division at NASA Headquarters in Washington. "From our vantage point, we’ll be able to be to see Jupiter on the inside lane, approaching Saturn all month and finally overtaking it on December 21."The closest alignment will last for a few days and appear just a tenth of a degree apart. On Monday, Jupiter and Saturn will appear so close that a pinkie finger at arm’s length will easily cover both planets.The planets haven't passed this closely in 400 years, and it's been nearly 800 years since this "Great Conjunction" has occurred at night, NASA says."Conjunctions like this could happen on any day of the year, depending on where the planets are in their orbits," said Throop. "The date of the conjunction is determined by the positions of Jupiter, Saturn, and the Earth in their paths around the Sun, while the date of the solstice is determined by the tilt of Earth’s axis. The solstice is the longest night of the year, so this rare coincidence will give people a great chance to go outside and see the solar system."HOW TO SEE ITIn San Diego County, viewers can see the planets without needing a telescope by looking toward the southwest horizon just after sunset, NASA says, but a pair of binoculars or a small telescope will only enhance the view. The best way to see the phenomenon is by finding an unobstructed view of the sky from say a park or field. The sight should even be viewable from most cities, but the site will only be visible after sunset for about one to two hours.To tell the two planets apart prior to Monday when they switch positions in the sky, Jupiter will look like a bright star and be easily seen, while Saturn will look slightly fainter and slightly above and to the left of Jupiter.For photographers, NASA recommends using a long exposure time to take in enough light as it gets dark. Both cell phone camera and DSLR camera users are encouraged to use a tripod to reduce any shaking during a long exposure.Cell phone users may even want to use "night mode" or a wide-angle lens if available. DSLR users may consider setting their focus to manual and leaving their aperture wide open to let in as much light as possible.Jupiter and Saturn should be bright enough to allow photographers to capture the planets without needing to zoom, NASA says. SAN DIEGO (KGTV) - National Guard troops have not been at the border for too long, but are already making their presence felt.Border Patrol officers last week arrested a 31-year-old woman on Interstate 15 they say was transporting 51 bundles of methamphetamine in her vehicle.The woman's vehicle was transported to a Border Patrol facility where agents continued searching the vehicle with the help of National Guardsman who have recently been deployed to the border.RELATED: Border Patrol officials discuss National Guard deployment to US-Mexico borderDuring the secondary search, agents initially did not locate any additional narcotics, officials said. Eventually, a National Guardsman found another 11 bundles of meth hidden deep within a door panel.In all, border agents discovered more than 68 pounds of meth valued at 6,000."Although the California National Guardsman have been on duty for only a couple of weeks, they have quickly fit in and are a great asset in assisting the Border Patrol to protect our communities," San Diego Sector Chief Patrol Agent Rodney Scott said.The woman has been turned over to Riverside County law enforcement and faces narcotics smuggling charges.RELATED: Thousands of kids a year migrate to the US alone.
