SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. (KGTV) - A wall at the intersection of Ocean View and 30th in the Logan Heights neighborhood of San Diego has been turned from a place with frequent unwanted graffiti, to a work of art that embraces the community.David Mena said he and about seven artists have been painting the wall for about a month and it’s finally completed. It’s a celebration of the different types of people who live in the area, plus a look at the different cultures and ethnicities. From a depiction of the “tortilla lady” to the mascots from local schools, the art captures the spirit of a wide variety of types of people and brings a message of unity.“This is our peaceful protest and letting the community and everyone in San Diego county know that in these destructive times, we can build and we can move forward as a unit,” said Meno.He said he recruited youth in the area to help with the art as a way to inspire them and show them a positive influence.Mena said close to ,000 was donated by the community to help pay for supplies and food during the project. SAN DIEGO, Calif (KGTV) - Doctors are warning that this winter's wet weather means an early start to allergy season."We anticipate that it could get pretty bad," says Dr. Dana Ger, the Clinical Director of Scripps Health Express.She says her offices have already seen people with all the symptoms; sneezing, runny noses, scratchy throats, coughs and congestion.Dr. Ger says you can blame it on the rain. All the wet weather in January and February kept the pollen close to the ground instead letting it disperse into the atmosphere. It's also creating a perfect environment for allergies to develop."We get mold because we have a warm and wet environment," she says. "With that we have these allergy symptoms."The rain is also bringing a high likelihood of a super bloom, with wildflowers throughout the state. Those will add more pollen to the air.And because allergy season is starting sooner, it could make symptoms worse as the spring moves along."If you have mild allergies when it's a mild spring, or a small amounts of pollen, you can have increasing allergies when there is significantly more amounts of allergies or mold," says Dr. Ger.To treat the symptoms, Dr. Ger recommends a nasal irrigation with salt water or a spray. She also says over the counter medicines will usually take care of the problem.If they don't, Dr. Ger says you should see a doctor to make sure there isn't a bigger problem, like Sinusitis."That's when it becomes critical that we have diagnosis," she says. SAN DIEGO — The driver of the McLaren sports car involved in a fiery fatal crash on Interstate 805 Thursday has been identified.Trevor Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner.The mother and daughter have yet to be identified. The medical examiner is using an alternative means to identify the bodies because of how badly they were burned, according to the California Highway Patrol.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd.The two vehicles collided and exploded into flames, witnesses said, causing a chain reaction of crashes with at least five other vehicles.Heitmann was killed of blunt force trauma and pronounced dead at the scene, the medical examiner reported.The two occupants of the SUV died due to the fire which engulfed the vehicle after the crash, the report said.It's still not clear why Heitmann was traveling at such a high rate of speed in the wrong direction. According to the California Department of Motor Vehicles, his driving record was clear.CHP said Heitmann's vehicle was linked to an incident at Ashley Falls Elementary School in Carmel Valley before the crash, in which several students said the driver of a sports car drove through a fence.
