SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Father of three boys, Ben Walrath, was excited when he heard baseball practice was starting up again."There's only so much Fortnite they can play," Walrath said, his son Austin, 10, chiming in, "before I get bored." "Before we have to do something different," Walrath continued.He had a talk with his boys about how practice is going to be different to protect them from coronavirus.When quizzed, his sons answered correctly, "no dugout during practice," Austin said. "Stay six feet away." Walrath reminded them, "we're not going to be doing high fives and stuff like that... and no games right away."While Austin wasn't enthused about the new protocol, he was excited to see his friends for the first time in months at practice Monday.President of Sweetwater Valley Little League Arturo Maldonado said they are rolling out practice in three phases. Monday was the beginning of phase one with kids ages 10-15. This weekend phase two will start for kids ages 7-10 and as soon as June 26 the youngest ball players ages 4-7 will get to come back to practice."Everybody's learning how things are going to be done out in the field and that's why we're doing it in three different phases so that we can make adjustments," Maldonado said.He said managers and coaches will be wearing masks, but the kids don't have to. He said the kids will be encouraged to socially distance.There won't be any hugging, high-fives, or sunflower seeds and hand sanitizer is always close by. The dugout will be expanded to the stands, Maldonado said, to accommodate for social distancing.Parents aren't allowed at practice yet and sick players are encouraged to stay home.Monday Walrath said the boys played wiffleball, just as they would any other day."We're not going to change the game of baseball. We're changing how we're watching the game of baseball," Maldonado said.Walrath said safety is a priority for every family. "There's always health concerns in sports, whether that's normal injury concerns. SAN DIEGO (KGTV) -- Employees at Sovereign Health in Rancho San Diego tell 10News they have not been paid for weeks.Tracy Hydorn is one of those employees. She wiped away tears, thinking about her piling expenses."I haven't been able to send my son to his prom, buy his yearbook, get tires on my car," Hydorn said. She got emotional as she talked about being able to do "basic paying" of items.Hydorn works at the Sovereign Health facility on Steele Canyon Road. She said her paychecks are five weeks behind."The people that I work with are good people and they're working hard, but the corporation doesn't care at all," Hydorn said.She is not alone. The company has six locations across the country with about 500 employees. Eugene, a driver for Sovereign Health in Florida, said his paychecks are weeks late. He was forced to take on another job as an Uber driver to make money. "I Uber'ed until 5:30 in the morning... and still didn't make enough money to pay my rent," Eugene said.A spokesperson for Sovereign Health told Team 10 payroll issues have been going on throughout the company for six weeks due to a transition to a new vendor. He would not say who that vendor was. They are hoping the situation will be taken care of by early next week and apologized to its employees. Hydorn is trying to hang on, but she is tired of the company's excuses."If anything they had said had been genuine or you could believe it, it would be easier to deal with," she said.  1496
