Jerry Brown today appointed a former Del Mar councilman to the 22nd District Agricultural Association Board of Directors and reappointed two other San Diego County residents to the panel.Brown named Del Mar resident Donald Mosier, 74, to a four-year term on the board that governs the Del Mar Fairgrounds on behalf of the state via a nine-member board of directors. The governor appoints each member of the board to serve a four-year term.The District Agricultural Association is a subdivision of the California Department of Food and Agriculture, charged with holding fairs and exhibitions that highlight "various industries, enterprises, resources, and products of the state," according to the CDFA.The governor reappointed attorney Frederick Schenk, 65, and Lisa Barkett, 59, who have served since 2011.Mosier is the Climate Action Plan facilitator for the city of Del Mar and is a member of multiple governing boards, including the Del Mar Community Connections Board, the American Association for the Advancement of Science and the Climate Action Campaign Board of Directors. SAN DIEGO (CNS) - A San Diego County Superior Court judge ruled Friday that he is allowed under state law to reconsider his prior decision to place a sexually violent predator known as the ``Bolder-Than-Most'' rapist back into the community, where the felon would continue treatment under a conditional release program.Last October, San Diego Superior Court Judge David M. Gill ordered Alvin Ray Quarles, 56, released to a home in Jacumba Hot Springs. SAN DIEGO (CNS) - Murder and other felony charges were filed Wednesday against a 20-year-old probationer who allegedly fired a gunshot toward his brother, missing him but inadvertently killing a next-door neighbor asleep in his bed.Manuula Save is accused in the Saturday morning death of Michael Walker, 38, who was shot about 1:45 a.m. by a bullet that traveled through a bedroom wall in the defendant's apartment and into the victim's unit in the 13400 block of Midland Road. Walker was hit once in the abdomen and died at a hospital about an hour later.Save faces life imprisonment if convicted of murder, shooting into an inhabited dwelling, assault with a semi-automatic firearm and being a felon in possession of a firearm.RELATED: Man killed by stray bullet in Poway apartment complex, suspect arrestedDeputy District Attorney Kristie Nikoletich said the shooting stemmed from a verbal argument and physical fight between Save and his older brother. "The defendant retrieved a firearm and fired in the direction of his brother to scare him and show his brother that he wasn't scared of him," Nikoletich said. But that bullet ended up going through a wall and striking a sleeping neighbor, Michael Walker. His grieving widow, Christina was inside the courtroom Wednesday, crying throughout the proceedings. 10News spoke to her earlier this week. "I'm just seeing this hole in his stomach, and then I look over, and there's a hole in my wall," Christina Walker said on the phone. She said he was sleeping in the guest room that night, so his snoring would not wake her up — A move that would place him right in the path of that stray bullet, and kill him hours later. Save then allegedly hid the 9mm firearm, which he was not allowed to possess due to a previous hit-and-run conviction involving the death of an elderly woman, Nikoletich said. SAN DIEGO (CNS) - A San Diego-based group of environmental activists launched a 100-day campaign today calling on the region's congressional representatives to support the so-called Green New Deal to mitigate the effects and exacerbation of climate change.San Diego 350 hopes to convince Reps. Susan Davis and Scott Peters, D- San Diego, and Duncan Hunter, R-Alpine, to support the resolution by inundating their offices with calls and postcards from constituents between now and the August congressional recess.Reps. Mike Levin, D-Dana Point, and Juan Vargas, D-San Diego, are already co-sponsors of House Resolution 109, which supports the drafting and adoption of a Green New Deal. The proposal would reduce greenhouse gas emissions to a net-zero level, invest in infrastructure and shepherd the country's economic and energy sectors away from fossil fuels and coal by 2030.Rep. Alexandria Ocasio-Cortez, D-New York, first proposed the concept and introduced the resolution in February."Over 80 years ago, (Franklin Delano Roosevelt) and the Democratic Party created a bold plan to address the biggest economic crisis our nation hadever faced,'' said Masada Disenhouse, San Diego 350's executive director.
