Bills are mounting for many Americans and another one being added to the pile for some on unemployment is a bill to pay back the money they were given.“This is a massive financial hardship,” said Michele Evermore with the National Employment Law Project (NELP).Evermore explained the notice to pay back unemployment is most often due to an error somewhere in the application process or when an applicant filed for continued benefits each week."Either the agency made a mistake, or someone clicked the wrong button on a form somewhere and now are being informed that they have been overpaid for months and now have to payback tens of thousands of dollars,” she added.In some cases, when an error was found on one week, the agency disqualified people for the entire time they were unemployed.“That is a lot of money and it is money that people spent on housing and food and they have no way to get it back,” said Evermore.It is unclear on a national level just how many people are getting notices of overpayment. That’s, in part, because states are just starting to look into this and report. However, so far, states like Texas reported it is seeking refunds from 260,000 people, Ohio announced it overpaid at least 160,000 people, and in Virginia, the number of people overpaid is at least 35,000.“We are going to hear a lot more of this happening in a lot more states, and we are going to hear a lot more horror stories if this legislation isn’t passed,” explained Evermore.In its stimulus package, the House of Representatives has included legislation that would waive the unemployment overpayments as long as they aren’t considered fraudulent activity. However, the package is unpopular with the Senate. NELP believes the forgiveness is critical to those on unemployment and our economy.“It was estimated during the last recession that every dollar spent on unemployment insurance generated .61 in local economic activity,” said Evermore. "So, imagine that in reverse, imagine that money getting sucked out of communities as we are still in very rough economic times.”Without federal waivers, that could be a reality. NELP added that people in a situation where they have received a notice of overpayment have two options to consider, if they cannot afford to repay the benefit. In some states, you can file for a waiver, especially if the mistake was made on the part of the states’ unemployment system. If you do not qualify for a waiver, you can seek an appeal and review of your particular case. 2511
BETHANY, Mo. — Nearly every school in the Kansas City area requires students and staff to wear masks on campus. But that's not the case across the state of Missouri.As of early December, none of the five districts in Harrison County, Missouri — located about 90 minutes northeast of Kansas City — had required masks, but that's soon changing."We have several students, several faculty and staff, that decide to wear a mask," said Dennis Eastin, the superintendent at South Harrison R-II in Bethany. "It is personally up to them."Signs around the campus encourage the use of masks, but the school board decided not to require a mask mandate at the beginning of the school year. Eastin said that decision has been revisited at board meetings, but not changed. Eastin said he hears from parents who support the lack of a mandate, and parents who wish the school would install one."Both are justified in their argument," Eastin said. "I would say there's a difference of opinion out there."Members of the school board have shared their opinions, too. School Board Vice President C.F. Rainey has multiple posts on his personal Facebook page that criticize mask-wearing and public lockdowns. Rainey declined to comment publicly but did say he would allow data that he posted on his Facebook page to stand on its own. Four other members of the school board did not respond to interview requests.South Harrison has roughly 1,000 students in kindergarten through 12th grade. Harrison County's Health Department said that 487 students and faculty have been put under quarantine and/or isolation as of Dec. 2. That number includes students who have had multiple quarantines, and it includes Eastin. Eastin said the largest number of students quarantined at one time happened in November. Roughly 60 students on the 3 and 4-year-old campuses had to stay home for more than two weeks because a staff member had an issue with COVID-19. "I'm supposed to check my kids' temperature every day before they go to school," Cassi Deskins, a South Harrison parent, said. "Do you think that 95% of the parents are doing that? Absolutely not."Deskins is a nurse practitioner in Harrison County who regularly sees COVID-19 patients. Her children wear masks when they go to South Harrison Elementary. "I work in Gilman City, which is a very small community," Deskins said. "There's one clinic. I don't have the option to stay home with my children. My husband is also an essential worker."Deskins said parents in the district are frustrated with how often their children have to quarantine."One of my best friends' daughter has been out four times," Deskins said. "She was on three, two-week quarantines, and then has been on a 10-day quarantine."But she still doesn't expect the school board to institute a mask mandate."I would be thoroughly surprised if there's a mask mandate of South Harrison Schools," Deskins said. But as of Thursday, Dec. 10, the Harrison County Health Department Board had voted to implement a county-wide mask policy. That new policy, which goes into effect on Dec. 17, will require the county's school districts to comply."Listening to the data, they say the safest place for our kids is in the school building," Eastin said. "And schools should be open, and that's what we're planning to do."Eastin said that the district has spent more than ,000 this year on technology upgrades, including hot spots that families are able to check out when their children are forced to learn from home. BALTIMORE, Md. -- On Thursday, Maryland will become the first state in the country to ban foam containers for all schools and restaurants in the state.Some counties throughout the Baltimore area have already made the move to ban Styrofoam. Baltimore County is not one of them, but some restaurants have already taken the initiative to go green.More eco-friendly to-go options at restaurants tend to be a little more expensive, but Styrofoam can't be recycled and doesn't break down, so it's considered an environmental issue.There is already a foam ban in Baltimore City, as well as Montgomery, Prince George's and Anne Arundel counties.In addition to the foam ban on Thursday, Howard County is charging five cents for plastic bags in another effort to be sustainable.It's a lot less than the 0 fine that restaurants could face for violating the foam ban.The foam ban was originally planned for July, but because of the pandemic, state officials pushed it back to October to give restaurants a little more time to adapt.This story was originally published by Erin MacPherson at WMAR. 1094

BALTIMORE, Md. – If you just walked into Atwater’s in Baltimore, it would probably seem like a normal café. But if you walked into the kitchen, you would meet Tayvon Brown. He’s the star of the show.“I’ve never met anyone that like has been so positive, constantly, no matter what,” said Morgan Johnson, who is Brown's co-worker.“One of those people that just lifts your spirits and makes you happy to be around," said Caitlin Gallagher, the manager at Atwater's.Brown has autism, but he hasn’t let that stop him from doing pretty much anything.“This is my sixth and a half job,” said Brown.He’s passionate about his job, washing dishes and prepping food“I got to keep these dishes nice and clean and sanitized. I got to keep everyone safe,” said Brown.And his artwork, which he gives to his coworkers.“Our office is decorated with all of Tayvon’s artwork, we have Tayvon’s artwork at the big kitchen, where we bake everything and we all get to take Tayvon’s art home and make our spaces more beautiful,” said Gallagher.He connects his fellow employees at Atwater’s. Gallagher says he’s the secret ingredient.“I don’t know what to compare it to except like the gluten of the staff that Tayvon is. He brings everyone together,” Gallagher said.Brown is just one person out of the 19% of Americans who have a disability who were employed in 2019, according to the U.S. Bureau of Labor Statistics.For comparison, 66% of people without disabilities held jobs last year.People with disabilities are also more than twice as likely to work only part-time.It’s not easy for those with disabilities to find work, no matter how much they may want to.It will take more businesses, like Atwater’s, having an open mind about hiring people like Brown.“We’ve worked with lots of folks with intellectual differences with physical differences, with different cultural backgrounds, different languages spoken, I do feel proud, I also feel like of course and maybe some impatience that this is a special case and it’s not a wider practice,” said Gallagher.While they can’t solve the issue of underemployment of people with intellectual disabilities, everyone at Atwater’s can enjoy their time with Brown, and every time he makes them smile.“It makes me feel like that I have a friend at work that can be nice to me, someone who can help me through my tough days,” said Johnson.“Tayvon can make any of bad days turnaround. He is just one of those people who lifts your spirits and makes you happy to be around,” said Gallagher. 2514
