EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene. In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway. The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. We thought he was dead."Police said the SUV, which was rented out of San Diego, was found abandoned a short distance away.Anyone with information on this incident or the driver and/or passenger is urged to call El Cajon police at 619-579-3311 or San Diego Crime Stoppers at 888-580-8477. 2252

Due to a recent rise in reported health issues, the US Food and Drug Administration warned on Tuesday against using or purchasing Rhino male enhancement products.Since 2007, the FDA said, it has identified more than 25 Rhino products, some with names such as Platinum Rhino 25000 and Krazzy Rhino 25000, that have hidden drug ingredients. The FDA said the products are often sold in single-serving packages at locations such as gas stations and convenience stores, or through online retailers such as eBay and Amazon. Recently, the products have also been found in international mail shipments, the agency said.In an email, eBay spokesman Ryan Moore said, "Product safety is important to eBay and we work hard to ensure our marketplace is free of harmful products. These types of items are prohibited under our policies, and therefore not allowed to be listed on the eBay market place." EBay regularly sweeps the site to remove such items, he said.Amazon has not responded to a request for comment."Over the past few years, the FDA has been combatting the retail sale of male enhancement drug products that are frequently misrepresented as dietary supplements and that contain hidden and potentially harmful active drug ingredients," said Donald D. Ashley, director of the Office of Compliance at the FDA's Center for Drug Evaluation and Research.According to the FDA, the "products contain undeclared ingredients that are the same as or structurally similar to active ingredients found in FDA-approved prescription drugs used to treat erectile dysfunction."For example, some Rhino products contain the same active ingredient as Viagra and Cialis, sildenafil and/or tadalafil, respectively. These undeclared ingredients can lead to "significant safety issues and the risk of serious adverse events," the FDA said."The FDA has received reports of people experiencing chest pain, severe headaches and prolonged erections after taking a Rhino product that led to surgical intervention and hospitalization due to extreme drops in blood pressure," according to the agency.People who experience negative health effects or have issues with the quality or safety of a dietary supplement can report it to the FDA's MedWatch Safety Information program. Products identified by the FDA as having hidden active drug ingredients can be found in the tainted products database. Not all misrepresented products are included in the database, and consumers should still be wary, the FDA noted."Consumers should be cautious about using certain products, especially those promoted for sexual enhancement, weight loss, bodybuilding and/or pain relief. Consumers should also be on the alert for products that offer immediate or quick results and that sound too good to be true," the agency said. 2778

DOUGLAS COUNTY, Colo. – A judge on Friday sentenced Alec McKinney, the juvenile suspect in the May 2019 STEM School shooting, to life in prison with the possibility of parole following a day of emotional testimony from people who were at the school that day and from McKinney himself.Judge Jeffrey K. Holmes handed down the sentence Friday afternoon after a day-long sentencing hearing. He sentenced McKinney to life, with the possibility of parole, for the first-degree murder after deliberation charge for the killing of Kendrick Castillo. He also received 16 years in prison to run concurrently for seven attempted murder charges, 14 years for a conpsiracy to commit first-degree murder charge, and several years in prison for other charges. The 14-year sentence runs consecutively, as do some others, bringing the total charges to 139 1/2 years, with 38 years running consecutively to his murder sentence.McKinney, 17, pleaded guilty in early February to more than a dozen felonies, including first-degree murder, in connection with the shooting, which happened May 7 last year at STEM School Highlands Ranch just three days before seniors were set to finish high school.Castillo, 18, was killed in the shooting and six other students were wounded. Court documents released last summer gave the most detailed account of how the shooting unfolded and what has happened in the months since the shooting. The court heard hours of emotional testimony from students and teachers who knew Kendrick, and some who knew McKinney, regarding why they felt like McKinney deserved the maximum sentence.Since McKinney is a juvenile, he was not eligible for a sentence of life in prison without the possibility of parole. He faced a potential sentence of life with the possibility for parole after 40 years plus 407 ? years. But under state law, he could become eligible for parole after around 28 years in prison, 18th District Attorney George Brauchler said in court Friday.McKinney's alleged co-conspirator in the shooting, Devon Erickson, pleaded not guilty in his case in January. Erickson's attorneys have argued that McKinney forced Erickson into the shooting, though prosecutors said evidence showed that was not the case.Erickson’s trial is set to begin on Sept. 28.Teachers, students and parents of students who were shot at the school talked about the physical and psychological scars they have from that day last May – PTSD, nightmares, triggers, and the inability to sleep among them. One woman talked about hiding with her young children in a bathroom during the shooting and how her 5-year-old now associates broken glass on the ground with someone trying to kill them – saying her family was “broken.”Douglas County Sheriff Tony Spurlock said that McKinney should only get that “one second” of evil at the school and that the evil should be erased “to make sure that memory goes away.”The prosecution finished up victim impact statements with statements from John and Maria Castillo, Kendrick’s parents.John Castillo described eating breakfast with his son that day and taking a video of him driving off in his Jeep.“Little did I know that would be the last time I saw him alive,” Castillo said.He walked through that day: Going to a restaurant. Hearing the news of a shooting at the school. Seeing the scene on TV. Meeting his wife at the nearby rec center. Receiving a text that Kendrick had rushed the shooter. Going to the hospital. Being asked what Kendrick was wearing that day and being told, “We’re sorry.”“His killer is a monster. You sit there with crocodile tears, moving your face – well-scripted. I need to tell you how I feel. These are real tears,” Castillo said, addressing McKinney via video conference.“You took something from me that can never be replace. As a father, my only purpose in life was to provide for my family. You planned and orchestrated terror and a murder against innocent children while they sat in the dark. You ambushed them,” he said. “I hear people say, ‘I hope you find peace.’ I’ll never find peace.”John Castillo said that McKinney had taken away his purpose in life.“I’m not OK. I’m not right. I’ll never be normal. My life ended May 7. The reason I’m here today is because of his mother. And because Kendrick wouldn’t want me to give up,” Castillo said. “We’re not victims, we’re survivors.”He told McKinney he was “nothing” and that he would never forgive him.“I hate you. I love my Christ, Jesus, and I hope he forgives me,” Castillo said.“Remember his name: Kendrick Castillo. Wipe that smirk off your face, those crocodile tears,” he said in finishing his address. “You disgust me.Maria Castillo then spoke, calling McKinney a “domestic terrorist” through sobs. 4719

During an interview with British think tank Chatham House on Wednesday, National Institute of Allergies and Infectious Disease Director Dr. Anthony Fauci said that while the end of the pandemic is in sight, the worst may still be yet to come.In an interview with the British policy institute Chatham House on Wednesday, Fauci said Americans should have reserved excitement regarding an impending vaccine. His comments came just days after Pfizer announced that it's vaccine candidate was 90% effective in Phase 3 trials and is on track for an Emergency Use Authorization application. But the comments also came as the U.S. in the midst of the largest spike in new cases since the pandemic began as well as an uptick in deaths and hospitalizations."I look at the vaccine is that help is coming and it's coming soon," Fauci said. "...for the time being, we have to adhere to the public health measures, and I hope that the fact that people realize that help is on the way in the form of a vaccine and soon, that that would get them to be even more motivated to do the public health measures."Despite the spike in cases, Fauci stressed that he does not believe the U.S. would require another shutdown in order to get things under control. Instead, he pointed to five public health measures everyone should take to avoid spreading the virus.Wear a maskKeep social distanceAvoid large gatheringsConsistent handwashingAvoiding indoor bars, restaurants and similar businesses — while allowing outdoor seatingPublic health experts believe that a COVID-19 vaccine could be available to some in high-risk populations before the new year, but won't be widely available until spring or summer 2021. In an interview with CNN on Tuesday, Fauci said he expects a vaccine to be widely available in April. But despite the likelihood of a vaccine in the near future, Fauci believes COVID-19 is something the world will likely be living with for years to come. He told Chatham House officials that while he believes the world will be able to control the virus with vaccines, he's not sure if it will ever be completely eradicated."I doubt we are going to eradicate this. I think we need to plan that this is something we may need to maintain control over chronically. It may be something that becomes endemic, that we have to just be careful about," he said. "Certainly, it is not going to be a pandemic for a lot longer because I believe the vaccines are going to turn that around."Fauci added that while his administration has faced other infectious diseases that have yet to be eradicated like HIV, anthrax, Ebola and Zika, those diseases have been essentially "put to rest" — still spreading, but at a manageable rate. 2709
