SAN DIEGO (KGTV)— Some people in San Diego are still feeling the shakes after yesterday's Ridgecrest Earthquake. It is prompting concerns about activity along San Diego County's own fault lines. Living in California, we can never say, "We never saw it coming." But seismologists said yesterday's quake was very rare. "It comes along here [points at map] and meets another fault perpendicular, and that's not typically what I work on or what I've seen before," Scripps Institute of Oceanography seismologist, Dr. Debi Kilb, said.The epicenter was not close to California's most known and large fault line, the San Andreas. "This is where our main 6.4 [Magnitude quake] occurred," Dr. Kilb said. "You can see, it's not on any of these really well-known faults. So it's occurring on a fault that's unmapped or unknown."Here in San Diego, there are also many smaller, lesser-known fault lines, like the Rose Canyon Fault. It meets the shore near La Jolla, travels right underneath Interstate 5, through Downtown San Diego, and exits out of the Silver Strand. Dr. Kilb said the Rose Canyon Fault has been seismically inactive since before 1900. The more active fault locally is the San Jacinto Fault near Anza Boreggo. But if a quake were to emerge out of Rose Canyon, it could potentially be very damaging to our area. Being along the coast, San Diego could be under water. "Yes, you can definitely get a tsunami from that," Dr. Kilb said. However, she said a tsunami is most likely in San Diego, after a massive earthquake near an active fault, off the Oregon or Washington Coast. In preparation, the City of San Diego is retrofitting many buildings, like the iconic California Tower in Balboa Park. By the end of the seven-month construction project, the Tower should be able to withstand a significant quake. But aside from buildings and bridges, Dr. Kilb said WE should always be preparing for the next "Big One.""Now is a good time to just look around and say, 'Is there anything breakable on my shelves that I should take down? Are the bookcases actually secure to the ground?' So just do a walkthrough," Dr. Kilb said. You are also encouraged to talk with your family about an emergency plan and have a 3-day emergency kit ready for every family member, including pets. But this time Google is taking steps to make sure people know what they are agreeing to.The company suspended its transcription practices after more than 1,000 Dutch-language recordings were leaked to the media in Belgium this summer. Google required users to opt-in to the service before audio transcriptions were recorded, but critics have said people didn't fully understand they were agreeing to allow human transcribers to listen in because the company's language was unclear.Amazon, Microsoft, Apple and Facebook have all used similar practices. The companies say it helps make their AI systems more accurate.Now Google will require users to agree again to voice transcription and make it clear human transcribers might listen to recordings. People don't have to opt-in to the service, but certain Assistant features won't be available if they don't.The company also said it will delete most recordings after a few months, and people can review their recordings and delete them manually at any time. 1210

San Diego (KGTV)- We’re learning more information about the seemingly healthy political commentator who dies suddenly in San Diego over the weekend. 26-year-old Bre Payton contracted the H1N1 flu virus, also known as swine flu, and meningitis. On Friday, a friend posted on twitter she found Payton unconscious. She was rushed to the hospital where she later died. The San Diego County Health Department says the So-Cal resident contracted both illnesses before arriving in San Diego. Meningitis causes inflammation in the brain and spine. A recent outbreak was reported at San Diego State University, but it is unclear if the strain Payton had was bacterial, like the SDSU cases, or if it was viral. In a report released last week, there were over 1,300 influenza cases in San Diego County between July and December. Almost 200 of those cases were the H1N1 flu. Health officials say, young adults, like Payton, are more likely to get the flu virus than kids and older adults. Middle age adults are not regularly exposed to the virus, and they have the lowest vaccination rates. News of her death is hitting hard to her family. Her parents released a statement to ABC News saying: “Bre was a brilliant, determined and beautiful girl from day one. She could silence a room with her beauty, and at the same moment impress everyone with her articulate reasoning. We miss her dearly, and our hearts are broken." 1415

SAN DIEGO, California — The Christ United Methodist Church's Safe Harbors Network needs help to prepare for the next wave of migrants approaching the US-Mexico border.The network, started in 2016, provides basic necessities for refugees, such as a bed, shower, food, clothes, medical care and legal aid, until their court date."They don't have anything, they have the clothes they're wearing, they don't have phones, they don't have money, they would be homeless, so we take them in," Volunteer Kathryn LaPointe said.In 2016 the majority of their refugees were Haitian, over the past several months they're mostly women and children from Central America."We're taking in between 20 and 30 a night the past few days, most of them were able to send to their families, but I would like to help more people," LaPointe said.Sunday, LaPointe said they're at capacity and need all the help they can get. "Every person that walks in front of me, I ask for a building," she said laughing, "can you please get me a building."The network is comprised of individuals, congregations and organizations who care for refugees. SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability.
