SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. We now have made that clear with Senate Bill 652."10News learned the HOA who refused to allow the posting of the religious symbol is now in litigation.  1575

SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

Several men staying in a vacation rental near La Jolla pulled up in a moving truck, stealing everything inside. Surveillance cameras caught men moving things through a Birdrock-area garage and into a truck, but the men aren’t movers. They were reportedly staying in the vacation rental, but according to the homeowner had checked in using fake credentials, fake credit cards and fake IDs. "As soon as I found out I went and told all of my employees, and will definitely spread the word that there is a crew going around doing something like this,” said Tyler Trowbridge, a contractor at Trowbridge Custom Floors.Trowbridge is a contractor working in the neighborhood. He’s had tools stolen while working at home and knows how the homeowner is feeling. "You don't wish it upon anybody, it's their personal belongings and their home was invaded. It's a breach of privacy and an invasion in your world."In this case, it wasn’t small belongings either. The owner says the men cleared the place out, taking everything from furniture and TVs to the stove. "When I talked to the actual owner, it was a lot more intense than I thought."What’s more, the owner says meth was left inside. "The fact that there were drugs in the house too, leads me to believe that it might happen again too."La Jolla Vacation Rentals is the property manager. 10News asked them for an interview, but they wouldn’t do it. The homeowner and a contractor warning the neighborhood to watch out. "It's just sad that there are people out there that take advantage of these situations." 1680

  

SAN DIEGO (KGTV) -- A San Diego woman said a scammer used the military to trick her into paying for a phony apartment rental."We were looking to move during this tough time, which is kind of already more stressful than it normally would be,” said Maci, who declined to use her last name.She searched various websites and thought she found a good deal on Craigslist for a place downtown on Market Street. Through email, the supposed owner said his name was Matthew Sherman, a sergeant stationed at Naval Station Rota in Spain. He said he was looking for a long-term renter and sent Maci a link with photos and an Airbnb site that looked legitimate."Along with the presence of the military, presence of the Airbnb website, I felt safe in the process,” Maci said.She exchanged emails and text messages to get more information about the apartment. She wired ,600.“There was this sense of pressure because I was so worried that this great deal was going to disappear,” Maci said.It turns out that the listing was fake. Maci said the profile photo used by the man pretending to be Sgt. Sherman was a real soldier who passed away in an accident in 2018. “It really just sad heavy on my heart because this person's family doesn't realize his photo's being used for criminal activity,” Maci said.When Team 10 contacted “Matthew Sherman,” the response via email was similar to what Maci received. When questioned if the listing was legitimate, he stopped responding.It was an expensive lesson for Maci, but one she wants to share so others do not fall for it. SAN DIEGO (KGTV) -- Aaron Juarez sat stone-faced as a public defender tried to convince a South Bay judge he's not a flight risk; especially not to Mexico. The deputy district attorney says Juarez, 20, is a gang member recently sentenced to probation on a firearms conviction. The judge ordered him held without bail for violating his probation, but he's wanted in Tijuana for allegedly murdering his stepmom. "They used to have a good relationship before, but after he starts with his drug problems and his gang problems, she was kind of, scared," said Erika Gonzalez, the victim's sister.RELATED: Man suspected of killing, burying stepmother in Tijuana backyard may be in U.S.After getting an anonymous tip, the family of Fernanda Gonzalez Serrano found her body buried in the backyard of her home in Tijuana last month. She'd been shot in the head. They'd been searching for her for weeks. Around the time she disappeared, Gonzalez' husband showed up at a hospital in San Diego with a gunshot wound. He declined to talk with the media Monday afternoon. "It really hurts that they can support someone like that. Even my sister's husband was here supporting the murder of my sister and that really hurts me," said Gonzalez.
