VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. Last Friday, the state released specific COVID-19 guidelines for several industries, including gyms, bars, and hotels. Vista Fitness owner Brian Belasco is setting up cones in his parking lot to create social distancing spots for his patrons. He's doing this well in advance of the state's gym reopenings on June 12."Being able to reopen means the world to us," Belasco said. Last Friday, Gov. Gavin Newsom released specific guidelines for the next group of industries allowed to reopen with modifications, no sooner than June 12, 2020. They include gyms, schools, film production, professional sports, bars and wineries, hotels, cardrooms, family entertainment, museums, and zoos. Since mid-March, Belasco said his trainers have been successfully teaching online workout classes. "We just finished a virtual challenge," Belasco said. "We had members losing up to 30 pounds in 28 days."But he said he is ready to see his members in person. "It's the camaraderie, especially times like right now, bringing people together that is our specialty," Belasco said. That is why he says he is implementing many of the State's new gym guidelines, which include:Limiting the number of members insideConducting temperature and health screenings upon entryStaggering lockers and machinesProviding disinfecting wipes or gel for hands and equipment No sharing water bottles or towelsWearing masksFor weeks, Belasco has been practicing these guidelines already with his coaches and volunteers. WASHINGTON (AP) — Pfizer and BioNTech will supply the U.S. with an additional 100 million doses of the COVID-19 vaccine under a new agreement.The drugmakers said Wednesday that they expect to deliver all the doses by July 31. VISTA (CNS) - A man who allegedly fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement was charged Friday with felony vandalism and a hate crime allegation.Steve Soto, 23, of Carlsbad, allegedly drove by Bliss Tea & Treats around 7:10 p.m. on June 4, then fired a BB gun out the window of his vehicle, shattering a window at the Mission Avenue business and causing more than ,800 in damage, Oceanside police Sgt. John McKean said.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.RELATED: Man arrested, accused of firing pellet gun at Oceanside business windowThe sergeant said surveillance video helped detectives identify the vehicle used in the crime and, ultimately, Soto, who was arrested July 15.Soto is charged with vandalism and a hate crime allegation in connection with the Bliss Tea & Treats shooting, and assault with a deadly weapon for allegedly shooting a man with a BB gun on May 28.He also faces two misdemeanor counts of discharging a BB gun in a grossly negligent manner stemming from unspecified incidents occurring in June and July, according to the criminal complaint.During his arraignment Friday morning, Soto pleaded not guilty to all charges and was served with a criminal protective order requiring him to stay away from Bliss Tea & Treats' owner, as well as the victim of the alleged May 28 shooting.Soto remains in custody in lieu of ,000 bail and is due back in court Aug. 28 for a readiness conference.A GoFundMe page created last month to raise funds to repair the damage to the shop has raised more than ,000.
