SAN DIEGO (KGTV) — Drone footage recently captured a rare sighting of a blue whale off San Diego's coastline, as it swims right up to a small boat.Domenic Biagini, owner of Gone Whale Watching, says he's already starting to see blue whale sightings off San Diego's coastline this season. In one video he captured, a whale swims up to his boat to investigate before disappearing below the water's surface."This year is looking like much more of a normal year," Biagini said. "I think this is really going to shape up to be a really good blue whale season."He adds that an abundance of krill and pristine conditions are leading to the sightings. Blue whales generally follow where krill are swimming in coastal waters. If there's a high level of krill, the whales will typically spend the entire summer nearby.Blue whale sightings come in spurts, Biagini says, while grey whales are more reliable, making this season even more of a treat for whale watchers.And whale watching could be a safe alternative to sight-seeing this summer, according to Biagini. He says he's currently running private charters, so groups are limited to single household unit sizes and there's enough room for people to space out."These are the largest animals that have ever lived on our planet," Biagini said. "People that get to see them, there's not many."Not a lot of information is known about the mating and breeding habits of blue whales, giving researchers even more opportunities to learn about the animals. 1498

SAN DIEGO (KGTV) - Five people who witnessed a potentially deadly situation were honored by the California Highway Patrol Friday to taking action that helped save a man's life.Dennis McNea is a driver for the Freeway Service Patrol. His job is to help stranded motorists. But Nov. 13, 2019, he was driving on State Route 94 when he suffered a medical emergency. "Almost hit me," said witness Gina de la Torre, a Navy sailor who was on her way home at the time. "And as I saw him, he was hitting the highway barrier and I noticed that he was slumped over in his car."RELATED: Community helps man devoted to keeping park cleanAnother witness, Alberto Robles, used his own truck to make contact with McNea's, slowing them both down to a stop. The other four, including de la Torre, stopped to help. "They just kind of stopped and looked at me like, 'What do we do?'" she told 10News. "So that's when I was like, okay, keep calm and just do whatever you have to do."They performed CPR until medics arrived. "I don't remember what happened to me at all," McNea said. "I woke up in the hospital a couple of days later. "A million thanks is not enough. They gave me a lottery ticket. They gave me life. He says he plans to take CPR training so he can provide the same life-saving support he received to others in need. 1675

SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) – Gun control activists filled Balboa Park Thursday, demanding gun control for the safety of students.Wendy Wheatcroft, the director of "Moms Demand Action for Gun Sense In America, says the event was in response to the school shooting in Parkland, Florida.  As a mother of three, she was horrified.“I want to be able to do everything in my power to make sure they grow up in a safe environment,” Wheatcroft said.RELATED: Victims of Parkland shootingWheatcroft says California has some of the toughest gun laws in the country and should be the model for the federal level.“In California, we have a gun law called the gun violence restraining order and this allows people to remove weapons from someone they deem to be a threat to themselves or others,” she said.  “If they had this law in Florida, they could have prevented this from happening.”RELATED: Vigil held for Parkland shooting victimsJim Miller is with the San Diego Gun Owner’s Political Action Committee. SAN DIEGO (KGTV) — Erica Norman spent months saving thousands for a cruise down the Mexican Riviera on the massive Norwegian Bliss. Norman and about 4,000 others boarded that ship this week and were whisked away from the Port of Los Angeles. They were excited for a trip down to Cabo and Mazatlan - but instead, they wound up in San Francisco."I paid ,000 for this cruise and it's just a tour going in a circle in California," said Norman, who lives in Orange County. "I'm not happy about that."Norman said that about two hours into the cruise, the passengers got an announcement that the ship would divert to San Francisco, San Diego, and make one stop in Ensenada before heading back to Los Angeles. "Guests were notified of the change as soon as our operations team was able to confirm the modified itinerary."But Norman said many of the guests felt blindsided. "I think they knew ahead of time, and then once they got us out in the water then they decided to change the itinerary because no one could get off at that time," Norman said. The Bliss reached San Diego Wednesday morning.
