SAN DIEGO (KGTV) - Community members are calling for a San Diego County Sheriff's deputy to be removed from duty.They claim he roughed up a local woman during a traffic stop on Oct. 1."I'm afraid for my life," said Shynita Phillips Abu. "I'm afraid to be targeted again, and I don't feel good at all."Standing outside the main building of the San Diego County Sheriff's Department, Shynita Phillips Abu described a violent encounter with a deputy.ABC 10News is not naming the alleged deputy involved at this point in the department's investigation.Abu said she was pulled over on CA 67 shortly after leaving the Lakeside Post Office."He came up to my window, and I rolled my window down, and he told me I'm pulling you over because you have a third brake light out," Abu said. "I asked the officer, what is a third brake light? I've never heard of a third brake light before, and I did inform him that everything works on my vehicle."Abu said her phone rang during their brief conversation."I got a phone call from the guy from the post office, and that's when the deputy went belligerent," she said. "He started to yell, ‘Get off the phone, put the phone down now.’"She said the deputy moved from the passenger's side to the driver's side of her vehicle and tried to get in."I'm asking him why are you arresting me," Abu said. "He said on video that I was not under arrest and I continued to record, and my husband called me and he (the deputy) told me stop calling people, stop calling people.”Abu continued to describe a chaotic situation. She said the deputy slapped her cell phone to the ground and got her out of her car."He pulled me by my hair and yanked me out of my car by force," she said. "At this point, he already had my arm. I have bruises all over my arm from his holding my arm so hard."Abu said she was handcuffed and put in the back of a car for hours, while she was taken from one facility to another. She said first they went to Las Colinas Detention facility, but she was rejected, then deputies took her to a hospital, and eventually they returned to Las Colinas.Abu said after about six hours, she was just released at a trolley stop and not charged with a crime.ABC 10News asked the San Diego County Sheriff's Department for the deputy's body camera recording. A spokesperson said they aren’t releasing it at this time.In an email, the department spokesperson said, "We are aware of the incident and have initiated an investigation into the matter. We do not want to come to any conclusions until we have all of the facts."When asked about the investigation and the deputy's status with the department, the spokesperson added, "His status remains unchanged."Following the press conference Monday, Abu walked into the Sheriff's Department and filed a complaint against the deputy. 2812

SAN DIEGO (KGTV) - City of San Diego crews spent Monday preparing for the first significant rainfall since May. “With the first rains of the season in the forecast, crews are busy clearing critical drains, putting no parking signs along flood prone streets and installing backup generators for the City’s crucial storm water pump stations,” the City of San Diego posted on twitter. "During the rains, 15 crews from the City's Storm Patrol will be actively patrolling, monitoring areas in the city and responding to instances including temporary flooding and downed trees or tree branches," added city spokesman Anthony Santacroce.The heaviest rain is expected overnight Tuesday through the day Wednesday, according to 10News meterologist Megan Parry. SAN DIEGO (KGTV) - County officials created a Dia de los Muertos altar to honor the lives of 891 San Diegans who died from the coronavirus, and put a face and heart into the fight.Supervisor Nathan Fletcher and Assemblywoman Lorena Gonzalez championed the altar as a way to send a message."We wanted to honor those families and honor those lives lived and acknowledge the tremendous impact it's had, but also pay particular tribute to the impact that covid has had on the Latino community," Fletcher said.Saying more than half of those who died in the county are Latinos. This is extremely disproportionate considering only 30% of the population is Hispanic, according to the 2019 Census."When we start looking at the actual human toll and our relatives who have moved on now as a result of this virus it becomes more real and reminds us why it's so important to stay so vigilant," Gonzalez said.Vigilance is what Treasure Felder said would have saved her mom Ronda."She was our angel on earth and is now our angel in heaven, that's how we like to refer to her," said Felder. Even if she had a little pain she'd always push through. So to see her in a place where she could barely stand up and also having to be put in a chemically induced coma was something that none of us prepared for." she said.She said she walked into her mother's room on July 4th and found she couldn't stand and was breathing heavily. She called an ambulance, even though her mother didn't want to go to the hospital, and never saw her again.Felder said her mother always had her hand out to help others and is so incredibly proud of how her mother led her life. SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla remains hospitalized on a ventilator but is now in stable condition, according to a family statement issued Wednesday. Padilla, who represents Chula Vista's District 3, was admitted at UCSD Thornton Hospital ICU last Thursday after experiencing difficulty breathing associated with COVID-19. The family said he required a respirator.“My dad is a fighter, and he’s fighting through this -- with the help of amazing doctors, nurses and healthcare workers who are caring for him," said the councilman's daughter Ashleigh Padilla in a statement Wednesday night."We’re hopeful that he’s reached a turning point and will be home soon," she said.No further details about his condition were given at this time.“I know he cannot wait to get back to serving the people and helping our entire community get through these tough times," his daughter said.Padilla told his constituents in a Facebook video post published March 14 that he had contracted the coronavirus. He appeared to be in good spirits as he told viewers that he was doing "very well" and "feeling well.""After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said last Saturday.In a follow up statement that night, Padilla described having a fever, body aches, headaches, chills, that "came on very rapidly."
