A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Currently, market landlords in San Diego County can raise the rent as much as they want at the end of a lease. Adam Moody, of Pacific Beach, just saw his rent go up by 0 a month, or 10 percent. "We're thinking about moving somewhere because if it's going to keep increasing, we'd rather maybe get a house or something," said Moody, who lives with his wife. The bill, AB 1482, made it out of the Assembly Appropriations Committee Wednesday. It will now advance to the full assembly floor before moving to the state senate side. With inflation, the cap in San Diego County would be 7.2 percent, which is nearly three times faster than wage growth. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. A pro-growth group's sweeping victory this week could smooth the road for more dense housing in San Diego's uptown neighborhoods.The group, Rise Up Town, won all seven open seats on the city's Uptown Planning Group. The all-volunteer board makes official recommendations to the City Council on proposals in Hillcrest, Bankers Hill, Mission Hills and parts of University Heights. Rise Up Town campaigned on "taller, well designed buildings," with support for affordable development, faster approval, and more walkable and bikeable neighborhoods, with lower speed traffic. It also said the current board members weren't doing enough to support growth in a time that San Diego needs it. "We thought that we could address the problems that we saw in terms of housing affordability, in terms of bike and pedestrian infrastructure within the community," said Clint Daniels, one of the newly elected members. "We got together, we were passionate about it, and we thought those passionate ideas that we could serve the community well."About 500 people voted in the election, held Tuesday before the Uptown Planning Group's meeting. The vote unseated three incumbents, including board chair Leo Wilson. Mat Wahlstrom, who lost his bid for re-election, said he's concerned the new members could serve as a rubber stamp for developers. "None of us have said anything against appropriate density," he said. "We definitely don't want to put all of uptown under saran wrap."There are 17 members on the Uptown Planning Group. A Pennsylvania woman is mourning the loss of her 12-year-old after claiming that the dog was mauled last week by another dog during a grooming appointment at a PetSmart, WNEP-TV reported. Betty Miller of Scranton told WNEP that after dropping off her dog named Bichon Brewster at PetSmart's grooming salon, she got a call from a veterinarian, who delivered the awful news. Brewster was killed after getting attacked by another dog.After the mauling, Brewster was taken to the Veterinary Referral and Emergency Center, but was dead on arrival. The veterinarians told WNEP that it attempted resuscitation, but failed. Now, Miller is wanting answers as to why this happened. "We called corporate," Miller told WNEP. "They did not reach out to us, and I was very angry about that. Why would you want to bring a pit bull past a small dog who's really just bait? A pharmacist was arrested for allegedly luring an Indiana woman to his Colorado home and then drugging and sexually assaulting her multiple times, according to a release from the Teller County Sheriff’s Office. And investigators believe there are more victims who have yet to come forward.Brent Stein, 46, was a pharmacist with Mountain Key Pharmacy in Florissant, Colorado, about 2 hours southwest of Denver. His pharmacy license was suspended this week as he was booked on three counts of sexual assault, but has since bonded out of the Teller County Detention Facility.The investigation into the allegations against Stein began on June 18, when Teller County detectives received information there was a sexual assault victim at a hospital in Colorado Springs, the sheriff’s office said.The victim told investigators that she had met Stein on a dating website and that the suspect had made promises to heal her medical conditions and that he was a pharmacist, the Teller County release read.The victim traveled from Indiana to Stein’s home, and during her stay, she claims she was given un-prescribed medication by Stein, which resulted in her being incapacitated. Investigators allege the victim was sexually assaulted multiple times by Stein while the victim was under the influence of the unknown medication.Upon further investigation, other victims have come forward to report unwanted sexual conduct by Stein, the sheriff’s office said. Detectives believe there might be other victims and are asking anyone who knows anything about this case or may be an additional victim to come forward.
