DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. She's being represented by the Pride Law Firm in Mission Valley.The Medical Board of California reports that it’s looking into these allegations. 3194

DETROIT — The Michigan Department of Health and Human Services is activating an emergency plan in response an outbreak of hepatitis A.The number of cases continues to rise in Michigan. The department is activating what is called the Community Health Emergency Coordination Center."To help coordinate Michigan’s response to the hepatitis A outbreak, we are opening the Community Health Emergency Coordination Center to assist the multiple local public health jurisdictions involved in the response and prevention of further cases," said MDHHS Director Nick Lyon.The emergency coordination center will provide support to health departments, hospitals, EMS and other health care providers.Health care providers are asked to encourage hepatitis A vaccination."We know that the hepatitis A vaccine is more than 90 percent effective in protecting someone who may be exposed to hepatitis A," said Dr. Eden Wells, Chief Medical Executive with the MDHHS. "Without a single source associated with these cases, the importance of vaccination and proper hygiene is vital to ensuring we stop the person-to-person spread of hepatitis A." There have been 457 confirmed cases of hepatitis A since August 1, 2016. This number includes 18 fatalities associated with the outbreak and affected a number of cities; City of Detroit, Huron, Ingham, Lapeer, Livingston, Macomb, Monroe, Oakland, Sanilac, St. Clair, Washtenaw, and Wayne Counties reported to MDHHS.Hepatitis A is an infection of the liver caused by a virus and is a vaccine-preventable disease.Symptoms may appear from two to six weeks after exposure, with the average time being about one month. They include sudden abdominal pain, fatigue, diarrhea, nausea, headache, dark urine, and vomiting followed by yellowing of the skin and eyes.To reduce the risk of contracting Hepatitis A, health officials recommend the following points of emphasis:*Wash hands frequently, especially after using the bathroom, changing diapers, and before preparing and eating food.*Clean and disinfect all surface areas if someone in the household or workplace has symptoms., especially areas such as toilets. sinks, trashcans, doorknobs and faucet handles.*Do not prepare food if you have symptoms and refrain from food preparation for at least three days after symptoms have ended, or two weeks after onset of clinical symptoms, whichever is longer.*Get the Hepatitis A vaccine. 2428

  

Delta Airlines has added more than 400 people to its “no-fly” list during the pandemic for refusing to comply with the airline’s mask policy, according to a company memo obtained by CNN.“As of this week, we’ve added 460 people to our no-fly list for refusing to comply with our mask requirement,” Delta’s CEO, Ed Bastian, reportedly wrote in the message to employees.This is an increase of nearly 200 people in the last few months. In July, Delta said they had banned around 240 passengers since the pandemic began.Major airlines require masks or facial coverings on all flights and many ask for them to be worn at the gate and during checkin at the airport.In June, airlines agreed to ban customers from future flights for refusing to wear masks, however CNN reports the airlines are not sharing information about the passengers they have banned. 855

  

DEL MAR, Calif. (KGTV) - A trio of teenage girls is helping the Community Resource Center fill their "Holiday Baskets" this year.The girls, Lucie Babcock, Talia Buzi and Abbie Raysman, donated hundreds of dollars' worth of toys, food and household items to the CRC's yearly campaign."It's just a great feeling to know you're givine and helping people have an amazing holiday season," Lucie says.The three girls held a bake sale earlier this month to raise money. They sold muffins, cookies, brownies, coffee and orange juice in their Carmel Valley neighborhood."It was so much fun," says Abbie. "Lucie's brother was dancing in the middle of the street with a sign, stopping traffic."The bake sale raised around 0, which the girls used on a shopping spree for the donations.The CRC Holiday Baskets program helps 1,600 needy families in the North County. It gives them toys, clothes, food and more for the Christmas season. Organizers say they're impressed with the young girls' desire to give, and that it's small donations like these that help them serve so many people.Lucie started donating to Holiday Baskets when she was 9 years old. Over the years, her bake sale grew to the point where she needed help. Her friends Talia and Abbie were happy to lend a hand."I think it's a really great organization," says Talia of the CRC. "This is a great way to help people who are less fortunate."Lucie says it's all about making sure other kids get the same feeling of joy she does during the holidays."That's what I try to think about, that a kid who's not expecting anything can wake up and have something like this.
