"The forecasts we have received show a minimal chance of the improvement necessary to hold the game on Saturday. Transportation officials are warning of what they call a "death spiral" if public transit does not get the federal funding it needs to stay afloat.Ridership has fallen by 90 percent since the pandemic as departments find themselves strapped for cash.“Without transit, there is no economic recovery,” said Corinne Kisner, executive director of the National Association of Transportation Officials (NACTO).The American Public Transportation Association estimates 36 million Americans relied on public transportation in 2019, with about 36 percent of that servicing essential workers, according to the advocacy group TransitCenter.“The reality is that transit agencies are in an existential crisis,” said Kisner.Once ridership dropped across the country, public transportation departments saw their revenues plummet. Beth Osborne with Transportation for America, a public advocacy group, says aside from ride fares most transit money comes from sales tax, which also took a hit when the economy shut down.“It really does have tentacles that affect so much of our economy, of our health, of recovery and getting through this,” said Osborne.In San Francisco, the revenue drop has led to Bay Area Rapid Transit dropping more than 50 percent of its service. TIJUANA, Mexico (KGTV) — Mexican authorities arrested three people in connection to the slayings of two teenage Honduran migrants.Police executed a search warrant in Tijuana Tuesday night after they said Esmerelda N., Carlos N., and Francisco N. kidnapped and killed the teenagers over the weekend. 10News tracked down Uriel Gonzalez, the General Coordinator of the YMCA Homes for Migrant Youth - Mexico. He said the three unaccompanied minors traveled alone from their home towns in Honduras to seek temporary refuge in Mexico. For the time they were at the shelter they were well behaved. So when they went missing on Saturday around lunch time, his staff believed they had walked off their open-door campus to visit friends at another shelter. When one came back seriously injured, he realized they were targeted.“They were kidnapping the kids that are in a very vulnerable position, who are not Mexicans. Migrants are very attractive for organized crime, because of the extortion and the money they can ask to their families,” Gonzalez said. According to Baja California prosecutors, three Honduran migrants seeking refuge at the Tijuana YMCA Youth Shelter were on their way to El Barretal, the main caravan shelter Saturday night. A witness told authorities two men and one woman robbed and kidnapped the three boys during the walk.Later that night, the bodies of two boys, 16 and 17 years old, were found in a Tijuana alleyway. They had been stabbed and strangled. Despite being seriously injured, a third teen managed to escape. According to the Youth Shelter organizer, the boys arrived in the US-Mexico border city as part of the migrant caravan about two to three weeks ago. In the time they were at the shelter, they never had any disciplinary issues.Shelter staff members have since asked the Mexican government to increase security measures in the area.Investigators said the deaths are among the many recent violent incidents happening in and around the migrant shelters in Tijuana. On Tuesday night, two people walking on the street threw a can of tear gas into El Barretal. The migrants were not injured and the facility was not damaged. Top USA Swimming officials are under fire for what critics say was a culture of sexual abuse that was allowed to persist for decades unchecked.A stunning new investigative report first published in the Orange County Register found that since 1997, more than 250 coaches and officials were either arrested, charged or disciplined by USA Swimming for sexual abuse or misconduct.The paper -- citing, documents, interviews with abuse survivors, former Olympians, USA Swimming officials and others -- claims that there are at least 590 victims. There's a new program aimed at helping Black and Latinx students succeed.The Equity in Education Initiative was built through a partnership between Walmart and North Carolina A&T State University.The program acknowledges many of these students start at a disadvantage, because they go through under-funded school districts.“These students are coming in sometimes with academic gaps that are due to no fault of their own. It's not a difference in ability, it's just a difference in their zip code,” said Kevin James, Dean of the Deese College of Business and Economics at North Carolina A&T.The program is broken up into four focus areas, addressing specific needs of different students. They include financial resources and mentorship while in school, and then network building to create career opportunities their white counterparts may already have.“So many people actually obtain their jobs through networks, because they know someone who knows someone, and many of these students, most of them come in without those built in networks and their families don't have those networks,” said James.The hope is that the positive effects of the program will extend outside of school, allowing successful students to invest and give back.“It's not just about the impact on the student. It's about multi-generational impact on families and about extending those impacts into communities that often times have been under resourced,” said James.Some parts of the program, like the Black Male Initiative, will make resources automatically available to students.There will be an application process for the Leadership Cohort and scholarships.The program starts early next year. 1683
