SAN DIEGO (CNS) - Leaders of the Los Angeles County Federation of Labor plan to announce Monday whether they will endorse a potential strike by grocery workers at Ralphs, Vons, Albertsons and Pavilions in San Diego County and the rest of Southern California.Raising the threat of the first Southland grocery strike in nearly 16 years, grocery workers last week overwhelmingly authorized their union to call for a work stoppage if a contract agreement cannot be reached.``Southern California grocery workers voted in large numbers, and overwhelmingly rejected the unfair terms that have been proposed by Ralphs, Albertsons and Vons,'' said John Grant, president of United Food and Commercial Workers Local 770.The voting was conducted Monday and Tuesday, Grant said. Albertsons/Vons/Pavilions issued a statement saying, ``The outcome of the strike authorization vote does not change anything related to this process. We remain committed to negotiating a contract that is fair to all parties, including our employees, and will continue to work to achieve that.'' Ralphs issued a similar statement and said, for now, ``it is business as usual in Ralphs stores.''The strike authorization vote means union negotiators have the power to call for a strike, if deemed necessary, but it does not automatically mean a walkout will occur.The next bargaining sessions involving the union and the companies are scheduled for July 10, 11, and 12, Grant said.The contract between the union and the companies expired in March. That pact was approved by workers in 2016 and included annual raises for most workers, along with increased pay for entry-level cashiers and concessions on holiday pay and retirement age, union officials said at the time.On Wednesday, union officials said the most recent contract offer made by the grocery companies included wage increases of less than 1 percent and nearly 25 percent cuts in cashier wages.The labor dispute raises fears of a repeat of the 2003-04 Southland grocery strike that dragged on for 141 days. That work stoppage was estimated by some analysts to have cost the supermarket chains as much as billion, with locked-out workers losing 0 million in wages. 2202

SAN DIEGO (CNS) - Authorities reached out to the public today for information about an Egyptian man who was found dead under potentially suspicious circumstances off the coast of Mission Beach.The body of 37-year-old Haitham "Max" Elshayeb was floating about two and a half miles from shore when a fisherman on a boat spotted it shortly before 10:30 a.m. Oct. 10, San Diego police said.The body, dressed only in surfer-style shorts, didn't show any obvious signs of traumatic injuries, Lt. Anthony Dupree said. A possibly suspicious circumstance, however, was a chain wrapped around the dead man's waist, though it might have been used simply as a belt or style accessory, the lieutenant said.Homicide detectives were called in to investigate the fatality "out of an abundance of caution," and the death has been classified as suspicious, Dupree said. A ruling on the cause of Elshayeb's death remained on hold this week pending completion of postmortem exams.Police hope to contact people who had contact with Elshayeb in the days and weeks leading to his death, Dupree said.Anyone with information about the case is asked to call San Diego County Crime Stoppers at (888) 580-8477. SAN DIEGO (CNS) -- Low-income San Diegans who have experienced financial hardships due to the COVID-19 pandemic can begin applying Monday for one-time emergency financial help to pay their rent.The program, which the San Diego Housing Commission is administering for the city, will provide up to ,000 per household to help eligible families and individuals pay past-due and upcoming rent.Online applications will be accepted through Aug. 7. Payments are expected to be made beginning in mid-August and continuing through September and potentially into October."San Diego's rental assistance program will directly assist individuals and families struggling to make rent and help recover the financial loss of landlords," said City Councilman Chris Ward, who proposed San Diego's COVID-19 Emergency Rental Assistance Program. "We have protected our unsheltered. We have supported our small businesses. Now we must meet our obligations to the renters of this city."The council voted 9-0 on June 30 to authorize the expenditure of .1 million in federal Coronavirus Aid, Relief, and Economic Security Act funds for the emergency rental assistance program.The public can apply for the program at covidapplication.sdhc.org."The launch of this online application is a crucial first step to help provide this essential financial assistance as soon as possible to San Diego households struggling because of COVID-19," San Diego Housing Commission President and CEO Richard C. Gentry said.Around 3,500 households could receive emergency rental assistance through the program, if all households received the maximum of ,000. SDHC staff will coordinate with selected applicants and their landlord or property management company to disburse payments. All payments will be made directly to the landlord or property management company by direct deposit.To be eligible for the program, households must have a San Diego address; 60% or below of the area median income -- ,200 per year for a family of four; must not be receiving any rental subsidies; must not be a tenant of a property owned or managed by SDHC, must not have savings with which they can meet the rent; have eligible immigration status; and have experienced hardship related to the pandemic.All applicants who meet the eligibility requirements will have the opportunity to be selected to receive assistance. Priority will be given to families with minor children and households with at least one person age 62 or older. Applications will be sorted and assigned numbers at random to identify the applicants who will receive help to pay their rent.To apply, tenants need to have their landlord's name, email address, mailing address and phone number. Applicants are also required to upload and submit supporting documents such as a driver's license, most recent lease agreement, current utility bill, documentation of household income and documentation demonstrating loss of income or increase in medical expenses due to COVID-19.SDHC will be partnering with community-based organizations, which will assist with community outreach and will be available to help eligible households complete the online application.Philanthropic donations also are encouraged to support the program. Donations payable to SDHC Building Opportunities Inc., SDHC's nonprofit affiliate, may be made through the nonprofit's GoFundMe charity page. SAN DIEGO (CNS) - A man was shot in the hand during a large party near San Diego State University Sunday, police said. Police received reports of gunfire at about 12:30 a.m. on Art Street in the college area. Officers found a car with a bullet hole, but no victim. They found some shell casings at the scene. Later, a man with a bullet wound to the hand showed up at Sharp Grossmont Hospital. Police went to the hospital to interview the victim, but he was uncooperative, police said. 492

  

SAN DIEGO (CNS) - At least one person was killed Saturday in a three- vehicle collision on the San Diego (5) Freeway in San Diego, authorities said.The crash was reported at 5:07 a.m. on the northbound San Diego Freeway at Via De La Valle South, according to the California Highway Patrol.A white sedan, motorcycle and unknown vehicle were involved in the crash, the CHP said.All northbound traffic was stopped just south of Del Mar Heights Road and taken off the freeway at that exit, the CHP said. 507
