Washington, D.C., Attorney General Karl Racine announced Tuesday that he has launched a civil investigation into whether the Archdiocese of Washington violated the law by covering up the sexual abuse of minors."While we generally don't talk publicly about our confidential enforcement activity, I can report that our office has launched a civil investigation into whether the Archdiocese -- which is a nonprofit institution -- violated the District's Nonprofit Act by potentially covering up allegations of sexual abuse of minors," said Rob Marus, a spokesperson for Racine."According to the law, nonprofits are required to work for a public purpose; if they are in fact covering up child sex abuse, that is clearly not in the public interest."Racine also announced a new portal for victims of clergy abuse in D.C. to report their abuse to his office.While the Attorney General in Washington, D.C., does not have jurisdiction over most criminal matters except for some misdemeanors, Racine can investigate potential civil violations. Racine could investigate, for example, whether the Archdiocese of Washington used donations or other funds to cover up the abuse of children, Marus said.Racine also has jurisdiction to enforce local laws requiring entities to report the abuse of children, the spokesman added. In Washington, D.C., clergy are not considered "mandated" reporters of abuse, but Catholic school teachers and other school employees are, Marus said.The Archdiocese of Washington did not immediately respond to a request for comment.Racine's investigation comes just days after reports that federal prosecutors in Pennsylvania have issued subpoenas to at least seven of the state's eight dioceses to probe for potential crimes. While the scope of that investigation is still unclear, groups like the Survivors Network of those Abused by Priests, which first asked the Department of Justice to launch a probe in 2003, called it unprecedented.Separately, the diocese of Buffalo, New York, also received a subpoena regarding clergy sexual abuse in late May, according to a source familiar with the subpoena.In September, the New York attorney general issued civil subpoenas for all eight Catholic dioceses in the state as part of a civil investigation into how the church reviewed and potentially covered up allegations of the sexual abuse of minors, according to a source close to the investigation.New Jersey's attorney general has also said his office would form a task force to investigate allegations of sexual abuse by clergy and any attempted cover-ups.Attorneys general in Missouri and New Mexico say they are also investigating church files for evidence of abuse and cover ups. 2702

WASHINGTON, D.C. -- IBM says it is getting out of the facial recognition business over concern about how it can be used for mass surveillance and racial profiling.A letter to U.S. lawmakers Monday from new IBM CEO Arvind Krishna said the tech giant “has sunset its general purpose facial recognition and analysis software products.”Krishna’s letter called for police reforms and said “IBM firmly opposes and will not condone uses of any technology, including facial recognition technology offered by other vendors, for mass surveillance, racial profiling” and human rights violations.Krishna was addressing Democrats who recently introduced police reform legislation in Congress in response to the death of George Floyd and others in law enforcement interactions that have sparked a worldwide reckoning over racial injustice.IBM had previously tested its facial recognition software in New York City.In the letter, Krishna also called for a “national dialogue” on whether and how facial recognition should be employed by domestic law enforcement agencies.“Artificial Intelligence is a powerful tool that can help law enforcement keep citizens safe,” wrote Krishna. “But vendors and users of Al systems have a shared responsibility to ensure that Al is tested for bias, particularity when used in law enforcement, and that such bias testing is audited and reported.” 1373

WESLEY CHAPEL, Fla. — A Pasco County photographer recruited her friends for a creative Halloween photoshoot involving pizza and pumpkins.Jennifer Sapountsis said the COVID-19 pandemic has been stressful for everyone."Trick-or-treating has changed a lot and people can't do as much stuff, so why not just try to bring smiles to people's faces and have fun with it," said Sapountsis.She asked her friends, Chris and Sarah Weed, to carve two pumpkins. The three then went to The Edison, a venue in Dade City.The couple was photographed wearing pumpkins on their head. They also ate some pizza."I feel like pizza and beer is an iconic thing for couples when they're chill. What do you want to do on a date night? Let's order some pizza, some beer, chill out," she said.The couple also dressed as ghosts and danced around. Sapountsis shared the photos on her Facebook page, Jennifer Alyssa Photography."I've gotten a lot of responses. I've seen other people try to do the same thing. You see the pain in their eyes when they can't get into the car or run after the ball.Veterinarians across the U.S. say it's not just old age, but arthritis that's causing your dog pain, and a new drug trial is working to make your furry companion feel better.One of the clinics testing the new drug is Paradise Animal Hospital in Catonsville, Maryland. Dr. Cheryl Burke says she to qualify for the trial, dogs have to have obvious signs of arthritis and cannot have cancer. At the clinic, they conduct blood tests, x-rays and a physical exam.Hannah, a blonde chow mix, came in for the procedure."She has a lot of trouble getting up and when she goes to walk up and down the stairs, she stares, like can I do this? Can I do this? Breaks my heart when I see that," Hannah's mom, Donna Foster said.Foster found out from a friend this clinic was conducting the trial and thought she'd take a chance, "I mean she's fourteen years old and basically she's really healthy so if I can keep her for another 20 years, I know that's not realistic but I will and I want her to have a quality of life."The trial was created in San Diego, by Animal Cell Therapies, and uses canine stem cells to grow cartilage in the joint, so the dog has more cushion when he/she walks or runs."Stem cells are the body's primitive precursor cells and we all have them, and when we're born, there's a huge population of them in our umbilical cord," Dr. Burke said.The stem cells adapt to the needs around them, so they could turn cancerous, something Dr. Burke and pet parents don't want. That's why dogs go through several tests (for free) before they can qualify.The clinic is doing the entire trial for free, to get FDA approval, so other pet parents can one day buy the drug.Part of the study requires that the test be double blind, meaning no one, even Dr. Burke can see which drug is given to the dog.Each dog undergoes the same procedure. Then pet parents come back for a one month, three month and six month check up to see how the dog is progressing.If the study is approved any dog who didn't get the drug will get it for free."If it's approved, it could be a few years, before it's on the market but it could be wonderful," Dr. Burke said.There is no ballpark figure as to how much the drug may cost, but dog lovers are hopeful it could help their furry friend have a longer, better life. 2431
