The city manager for Alameda, California, said a formal investigation is underway following the arrest of a man dancing in a street as part of his exercise routine.The man, Mali Watkins, was charged with resisting arrest. Why he was arrested in the first place is unclear.On May 23, two officers from Alameda Police approached the man after police received a report that a man was dancing in the street. When police arrived, they discovered Mali dancing in the street.When asked why he was dancing, Mali stated it was part of his exercise routine.After Mali began to walk away, videos show officers grabbing Mali by the wrist and detaining him. Mali was told if he resisted, he would be charged with resisting arrest, which is what happened.The city of Alameda said that the man is a resident of the city and is African American.“At this time, I do not know the reasons why the initial officers approached the call the way they did. I am hopeful that an investigation will provide better understanding to that question,” City Manager Eric Levitt said.In the last few days, the city has released body warn camera footage from the incident, in addition to a call into the police’s non-emergency line. The classified ads website Backpage.com has been seized by federal law enforcement agencies, according to a banner that popped up on the site Friday.The banner says, "backpage.com and affiliated websites have been seized as part of an enforcement action" by the FBI, US Postal Inspection Service and the IRS Criminal Investigation Division.Lawmakers on Capitol Hill and advocacy groups have long called for an investigation into Backpage.com for allegedly facilitating prostitution and sex trafficking.A spokesperson for the Justice Department confirmed to CNN that the website has been seized and that additional information would be made available Friday evening. However, a judge decided that the federal case should remain sealed on Friday night. No other additional information was provided.A two-year Senate investigation into online sex trafficking found that found that Backpage.com knowingly aided criminal sex trafficking of women and young girls, simply scrubbing terms from ads such as "Lolita," "teenage," "rape," "amber alert," and publishing them on its site. After the investigation was published in January 2017, Backpage.com shut down its adult ads section.The company has been targeted with several lawsuits over the years, but has been largely protected by Section 230 of the 1996 Communications Decency Act, a legal protection that gives a broad layer of immunity to online companies from being held liable for user-generated content. Companies are supposed to act in good faith to protect users, but critics argue the law can be used as a shield. The CDC is now recommending “universal mask use” both indoors and outdoors whenever someone is not at their own home. This is the first time the agency has included indoor spaces in their recommendations for universal mask wearing.It comes as coronavirus cases in the U.S. continue to surge past 14 million positive cases and deaths climb above 277,000, with many states only beginning to see a potential second spike from Thanksgiving celebrations.In the CDC’s weekly report, they said with more time spent indoors with the colder weather, the ongoing holiday season and silent spread of the disease with about 50 percent of transmission happening from asymptomatic people, “the United States has entered a phase of high-level transmission where a multipronged approach to implementing all evidence-based public health strategies at both the individual and community levels is essential.”These include universal mask use, physical distancing, avoiding nonessential indoor spaces, increased testing, prompt quarantine, enhanced ventilation, and widespread vaccination coverage. The agency stresses “no single strategy can control the pandemic,” and all of these recommendations will be needed to break transmission chains.The CDC warns that indoor spaces and crowded outdoor spaces, especially where distancing is not maintained or consistent use of face masks is not possible, i.e. like when eating or drinking, “have been identified as particularly high-risk scenarios.”“Compelling evidence now supports the benefits of cloth face masks for both source control (to protect others) and, to a lesser extent, protection of the wearer,” the CDC guidelines now read. “Face mask use is most important in indoor spaces and outdoors when physical distance of ≥6 feet cannot be maintained.
