BUDAPEST, Oct. 16 (Xinhua) -- Visiting Chinese Vice President Xi Jinping met here Friday with Hungarian President Solyom Laszlo, and put forward a four-point proposal to help further bilateral relations.     The Chinese vice-president proposed to maintain high-level contacts aimed at cementing friendship, to enhance economic cooperation and investment aimed at balancing trade, to improve personnel exchanges aimed at furthering understanding, and to join hands in promoting a healthy development of China-European Union relations. LANZHOU, Aug. 12 (Xinhua) -- A total of 550 primary and middle school students flew back to quake-hit Chinese provinces from Russia Wednesday after completing a three-week recuperative tour.     The teenagers, 340 from Sichuan Province, 110 from Gansu Province and 100 from Shaanxi Province, were invited by the Russian government to recuperate at the "Ocean" All-Russia Children's Care Center in Vladivostok, Far East, since July 23.     The students boasted excellent performance at their schools and demonstrated bravery in the devastating earthquake in May last year. "I enjoyed learning different cultures from them."     On May 12, 2008, an 8.0-magnitude earthquake jolted Sichuan and neighboring Shaanxi and Gansu provinces, leaving more than 87,000 dead or missing and more than 370,000 injured.     Since 2008, two batches of more than 1,500 pupils from Sichuan, Gansu, and Shaanxi have been invited to recuperate in Russia. UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. "The evaluation of China's capacity to pay should not be conducted without taking into account China's specificities."

MOSCOW, July 30 (Xinhua) -- Chinese merchants will be allowed to retrieve their goods in a closed Moscow market, the head of a Chinese coordination group said on Thursday.     A Chinese coordination group on Thursday discussed with Moscow's consumer department the clearing up of Chinese merchants' stalls in the Cherkizovsky market as well as the transferring of their goods.     The Russian side agreed to take further steps to safeguard the market's order and to work with the Chinese side to crack down on the illegal activities, said Cai Guiru, head of the temporary Chinese coordination group and chairperson of the Chinese Chamber of Commerce in Russia.     It is agreed that Chinese merchants will be allowed to clean up their stalls and ship out their merchandise during a specific period of time every day, Cai said.     The Russian side took "sincere and earnest" attitudes towards the handling of the market closure, in the hope that most of the Chinese merchants will be able to retrieve their goods safely, she said.     This meeting is helpful and the Russian side heard positive opinions from Chinese vendors, said Georgy Smoleyevcky, first deputy head of the Moscow Consumer Market and Services Department.     The Russian side will make conclusions accordingly and give instructions to relevant departments, he said, expressing the hope that complaints from Chinese traders will be less and less in future.     The official also dismissed the speculation that a Chinese shopping mall will be built in the place of the closed Cherkizovsky, Russia's biggest wholesale market.     The coordination group, formed under the auspices of the Chinese embassy in Russia in July, involves heads of China's provincial chambers of commerce.     Russian police abruptly shut down the nearly 300-hectare market in northeastern Moscow on June 29, after the disclosure of various illegal and irregular operations in the market by the Russian Federal Supervision Service for Consumer Rights Protection and People Welfare.     A Chinese senior delegation, led by Vice Minister of Commerce Gao Hucheng, reached broad consensus with the Russian side on the closure issue.

DAMASCUS, July 30 (Xinhua) -- Syrian Foreign Minister Walid al-Moallem said Thursday that Syria is willing to enhance cooperation with China on the basis of mutual benefits.     Moallem made the pledge during a meeting with Wu Sike, China's Special Envoy to the Middle East, and both sides discussed bilateral relations and the latest situation in the Middle East region.     Wu reiterated that China supports Syria's commitment to achieving a just and comprehensive peace based on the relevant UN resolutions. As the special representative of the Chinese Foreign Minister, he had visited Algeria and Qatar before reaching Syria.
