Mississippi Gov. Tate Reeves has signed a landmark bill that retires the last state flag bearing the Confederate battle emblem. The Republican governor signed the bill Tuesday afternoon, just two days after legislators passed it. Amid international protests over racial injustice, Mississippi was under increasing pressure to lose a symbol that many see as racist. The state had used the flag since 1894. NASHVILLE, Tenn. — Joseph Webster was in his 20s when he was convicted for a first-degree murder he didn't commit. At 41 years old, the father of four is readjusting to his newly granted freedom.Webster was released on Tuesday after a Davidson County judge ruled to vacate his murder conviction. New DNA evidence and key witnesses with different accounts of the incident helped solidify the decision.It's the first time a person was exonerated of murder because of his innocence in Nashville, according to attorney Daniel Horwitz."It's unbelievable but believable," Webster said. "The truth will set you free. I just didn't know when."Webster was sentenced to life in prison 15 years ago for the beating death of Leroy Owens in 1998. Horwitz helped uncover new evidence alongside the Davidson County Criminal Review Unit that points to a different suspect.Webster always maintained his innocence and never wavered from his hope that one day he'd get out of prison."It's a rare entity within the district attorney's office. Wrongful convictions are fairly rare, but they do occur," Horwitz said.In early 2019, Davidson County District Attorney Glenn Funk said he would reopen the case after new testing revealed that Webster's DNA was not found on the murder weapon. The only witness in the case allegedly changed her story several times, and at times the testimony pointed to a different suspect.In late October, Webster's attorney announced that Funk had vacated his sentence after a reinvestigation by the Conviction Review board, which cleared the way for Webster's possible release."The Conviction Review Unit no longer has confidence in the conviction of Mr. Webster," the motion stated. "We recommend Mr. Webster's conviction be vacated and the charges against him dismissed."With the victim's family in the courtroom, the state said there was no other option but to free Webster.Seconds after he could walk free, Webster's mother and children swarmed him with hugs and tears. He said he's been laying low and hanging out with loved ones who helped keep his strength over the years.Webster said there are others in his position without a support system. He eventually wants to his use experience to speak to teenagers about life in prison and to stay out of trouble.In the meantime, he wants to reconnect with society and heal from years of emotional, mental and physical stress."I just want to see the other side, and I just want to be happy and enjoy life," he said.He spent part of his day Thursday trying to get a driver's license with his attorney. Webster wants to rent his own apartment, get a commercial driver's license, and start a trucking business with his children.Horwitz said there are currently no plans to pursue restitution, but he has started a GoFundMe to help raise money for Webster.Money raised above the goal will be donated to the Innocence Project. Moderna says that it will file for Emergency Use Authorization for its COVID-19 vaccine candidate after a primary efficacy analysis showed it to be 94% effective in preventing the virus.In a press release on Monday, Moderna said that a primary efficacy study of its vaccine candidate showed it to be 94% effective in preventing COVID-19 infection and that no participants who received the vaccine developed a severe case of the virus.According to Moderna's press release, of the 30,000 participants who took part in a Phase 3 trial, 196 have since contracted the virus. Of those participants, only 11 had received the vaccine — the other 185 had received a placebo. Only 30 people who took part in the trial have developed a severe case of the virus, all of whom received a placebo shot.The findings are consistent with efficacy figures released by Moderna just weeks ago. Moderna is the second U.S. company to seek Emergency Use Authorization for a COVID-19 vaccine. Pfizer submitted its application earlier this month.Like Pfizer's vaccine, the Moderna vaccine requires two shots that need to be taken 28 days apart. It also needs to be stored at ultra-cold temperatures before injection.Health experts say it is encouraging that there are multiple COVID-19 vaccine candidates that are nearing authorization, as the public will be less reliant on one vaccine in the unlikely event of safety issues.Experts like Dr. Anthony Fauci have said that there is a chance that some Americans in high-risk populations could begin receiving the vaccine in the coming weeks. However, COVID-19 vaccines won't be available for widespread use until the spring.Moderna's vaccine was funded in part by country singer Dolly Parton, who donated million to COVID-19 research at Vanderbilt University earlier this year. 1810

Montgomery County, Maryland Police reported Laura Wallen, a pregnant high school teacher who went missing last week, has been found dead. According to Montgomery County Police Chief Tom Manger, Wallen's body was found in a wooded area in Damascus, Maryland. Police have arrested her boyfriend, Tyler Tessier.Tessier was present with Wallen's family during a press conference on Monday. Police had already identified him as a person of interest in the case. Detectives asked the family to invite him to speak as part of the investigation. During the press conference, Tessier pleaded for Wallen to come home."There's so many people, so people that miss you," he said Monday. "There's so many people that were out looking. We haven't slept, we haven't eaten. We're just looking and praying that you're safe and I'm asking that you can just let us know that you're safe."Police have not determined a motive in the case, though during Wednesday's update, police said Tessier was living at several addresses, including one in Damascus.  1079

More than 20 states have set records in daily reported cases of COVID-19 in recent days, prompting concern that another surge in deaths and hospitalizations linked to the virus could be on the way.According to information from Johns Hopkins University, 22 states across the country — particularly in the Upper Midwest or Great Plains region — are seeing record increases in new COVID-19 cases. Among the states seeing the most dramatic spikes are Montana, Nebraska, North Dakota and South Dakota.The cases in the upper Midwest may have been fueled by the Sturgis Motorcycle Rally, which took place in South Dakota between Aug. 7 and Aug. 16. At least one report has estimated that the rally may have led to the infection of more than 250,000 people.Since the day the rally began, the number of new cases in South Dakota has risen from about 90 a day to more than 700 a day, and deaths increased from about one a day to about 10 a day. It's an exponential rise that's been mirrored in North Dakota and surrounding states.The spike in cases in the Plains and the Midwest has fueled a new surge in case counts across the country.
