SAN DIEGO (CNS) - The clock is now ticking for San Diego County, as recently released COVID-19 data showed one of the two metrics the state monitors is now flagged as "widespread," which could lead to business restrictions and renewed closures if it continues for another week.San Diego County's state-calculated, unadjusted case rate is 7.9 new daily cases per 100,000 population. The testing positivity percentage is 4.5%. Should the county have a case rate higher than 7.0 next week, it could be moved into the purple tier, and more state-imposed restrictions could be implemented on recently opened businesses. Many nonessential indoor business operations could be shuttered.The county is currently in the red tier, along with Orange, San Francisco, Marin, Santa Cruz and Santa Clara counties. Most of the rest of Southern California is in the purple tier. The state system has four tiers and assesses counties weekly, with reports scheduled each Tuesday.County public health officials reported 294 new COVID-19 infections and nine new fatalities Tuesday, bringing the region's total caseload to 43,181 and total deaths to 742.Six men and three women died between Sept. 7 and Sept. 14, and their ages ranged from early 50s to mid-90s. All had underlying medical conditions.Of the 5,969 tests reported Tuesday, 5% returned positive, moving the 14-day rolling average of positive tests to 4.4%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 7,254.Of the total positive cases in the county, 3,335 -- or 7.7% -- have required hospitalization since the pandemic began, and 784 -- or 1.8% -- were admitted to an intensive care unit.County health officials reported four new community outbreaks on Tuesday. In the previous seven days, 15 community outbreaks were confirmed. Two of the new outbreaks were in restaurant/bar settings, one was in a business and one in a grocery setting.The number of community outbreaks remains above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases originating in the same setting and impacting people of different households in the past 14 days.San Diego State University reported 23 more positive cases of the illness in its student body Tuesday, even as it is ramping up its COVID-19 testing protocols through a new random surveillance testing program which requires all students living on campus to be tested for the virus.The surveillance program will begin Wednesday, with around 500 students being tested every day through Saturday, then starting again Monday. All students living in SDSU residence halls and apartments will be assigned testing slots at either the Student Health Services Calpulli Center, or the HHSA testing location at the Parma Payne Goodall Alumni Center.Students will be notified of their assigned testing window, along with instructions on what to do, through their SDSU email address.The university has reported 676 students testing positive for the illness, the majority of whom live off campus.Off-campus students are encouraged to get tested as well. SAN DIEGO (CNS) - San Diego Loyal SC announced today it will forfeit the point it received from its 1-1 tie with LA Galaxy II because of a racial slur directed at a Black SD Loyal player.LA Galaxy II defender Omar Ontiveros used the slur in the 71st minute of Wednesday's 1-1 tie at Dignity Health Sports Park in Carson, according to USL Championship, which suspended Ontiveros Friday for six games.Multiple officials, LA Galaxy II coaching staff and players were in the area, several of whom later acknowledged hearing the exchange, according to SD Loyal.Ontiveros was not disciplined by LA Galaxy II coaching staff or referees. SAN DIEGO (CNS) - The CEO of a La Jolla-based financial services firm pleaded guilty Wednesday to defrauding shareholders, falsifying tax returns and operating an unlicensed money services business.David Nava, head of Surf Financial Group LLC, worked with others to convert publicly traded companies' debt into unrestricted stock under false pretenses, and then sold the stock, despite being banned since 1994 by federal securities regulators from taking part in the securities industry, according to federal prosecutors.Prosecutors say Nava, 62, directed others to write fraudulent attorney opinion letters that facilitated removing restrictions on stocks so they could be sold, in circumvention of the U.S. Securities and Exchange Commission's regulations on the offer and sale of securities.The Department of Justice said brokerage firms cleared the sale of shares of the restricted stocks on the basis of those letters, allowing Nava and others to sell millions of shares, then move the proceeds into bank accounts under his control.In addition to his plea to a federal count of conspiracy to commit securities fraud, Nava also pleaded guilty to operating an unlicensed money transmitting business, which he used to move millions of dollars in financial proceeds, and a tax fraud count for falsifying federal tax returns from 2014 to 2016, in which he underreported Surf Financial's profits in order to conceal his true income and tax liability, according to the Department of Justice.Sentencing is slated for Jan. 8 in San Diego federal court. 1556

SAN DIEGO (CNS) - San Diego County's Air Pollution Control District selected projects from 49 organizations Wednesday to receive .3 million in grants for projects designed to keep 692 tons of greenhouse gas and pollution out of the skies.The grants, part of the county's Clean Air for All campaign, will reimburse the selected businesses, local governments, schools and utilities for swapping out high-polluting, heavy-duty equipment for low-polluting or zero- polluting vehicles, boats and machinery.The district has notified all the organizations that their projects have been selected to receive the grants funded by California's Air Resources Board and Department of Motor Vehicles.All the organizations must sign contracts to start their projects; seven of the projects must still receive final approval from the California Air Resources Board. The organizations are reimbursed once their projects are completed.District officials estimate that if all 138 selected projects are completed they would improve local air quality over their lifetime by preventing the emission of 562.5 tons of nitrogen engine emissions, 103.5 tons of reactive organic gases that affect ozone production and 26.1 tons of diesel particulate matter -- small particles of carbon like soot. All told, the weight is roughly equal to six space shuttles.The majority of the grant money, roughly .3 million, is targeted to help the county's portside environmental justice neighborhood communities and projects from other state-designated disadvantaged communities. Those include the portside communities of Barrio Logan, Logan Heights, Sherman Heights and western National City as well as El Cajon and San Ysidro.The state Air Resources Board selected those portside neighborhoods as part of its Community Air Protection Program. That program provides special funding for neighborhoods that are disproportionately harmed by air pollution because they're near ports, shipping, freeways, rail yards, freight, warehouses and industries. SAN DIEGO (CNS) - The City of San Diego began a virtual open house Monday to solicit public input for two potential uses for a vacant lot in the Encanto community.The city is asking the public to consider two redevelopment proposals for the Valencia Business Park located at Stevens Way and Imperial Avenue.Located in the federally designated San Diego Promise Zone, the Valencia Business Park has been vacant for more than 20 years. According to the city, the community-focused redevelopment is moving forward and expected to create at least 72 full-time jobs."For years, the vision for Southeastern San Diego has included activating the Imperial Avenue Corridor and development of the Valencia Business Park property," said Councilwoman Monica Montgomery Steppe. "We are energized to take another crucial step in this process and get vital input from our community on this redevelopment, as we see this vision come to fruition."The first proposal is a campus for the San Diego American Indian Health Center, described as a "wellness-centered community hub" that would account for 150 healthcare jobs, including 75 new ones.The other proposal is the San Diego Energy Equity Campus, a community hub site which proposes to provide educational resources to the underserved Southeast San Diego community.The public can view the proposals and provide feedback by visiting ValenciaBusinessParkInput.org.
