SAN DIEGO (KGTV)- A man was arrested last month after allegedly using a body bag and gurney to steal from a deceased man’s home, according to the San Diego County Sheriff’s Department.On August 31st, around noon, sheriff’s deputies responded to a welfare check at a Spring Valley home and discovered a 60-year-old man dead inside.They say he died of natural causes and was transported to a mortuary by a contracted independent mortuary service.A couple of days later, the victim’s family reported missing items, including a gun and a safe. They then watched surveillance video from the home and learned it had been burglarized.The alleged burglary happened about 11 hours after deputies responded to the welfare check.In the video provided by the sheriff's department, you see a man, now identified as Sammy Willie Gates, rolling a gurney and body bag out of the house and into a white van.Detectives say the body bag was full of stolen items.Gates is the owner of Mortuary Transportation services, a contracted independent mortuary service; however, deputies say his company was not used to transport the victim’s body earlier.It’s unclear how Gates would have known the home was empty.Detectives from the Rancho San Diego Sheriff’s Station served a search warrant at Gates home in unincorporated El Cajon on September 9th.Inside, they found the victim’s safe and gun, along with 16 more firearms, two additional safes, jewelry, watches, war medals, comic books, thousands of dollars in collectible coins, and multiple personal identifying documents.Detectives also found a gurney and body bag matching the items in the video in Gate’s white utility van.He was arrested and charged with felonies, including Burglary of the First Degree and Receiving Stolen Property.Gates has prior felonies and is due in court for a preliminary hearing in January. 1857

SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. "I'm going to swap them out for something smaller."Fernando Delacruz and his wife bought themselves bicycles to kick start a healthy New Year's resolution."I figured I'm going to need a bike so I can exercise," Delacruz said. "And then my wife said, 'Oh that's a cool Christmas gift for me too!'"The couple bought their bikes at target.com. Delacruz's fit perfectly, but his wife's did not."When she tried it on, it was kind of a little big for her," Delacruz said. "So we have to return it."The pandemic has caused a surge in online shoppers, a saving grace for retailers.
