OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. The race is a total of 70.3 miles of biking, swimming and running. For one local Camp Pendleton marine, the race meant so much more. Captain John Watkins participated in the Ironman in memory of his daughter, Amelia Mae Watkins, also known as Millie. Millie passed away when she was just 10-years-old from neuroblastoma last year. Since Millie's death, her family raises money to raise awareness about her specific type of cancer. The Watkins raised over ,000 dollars for this race. (KGTV) -- A 63 year old man is grateful to be alive Saturday night after his sailboat capsizes and he was left swimming for his survival.Andrea Aria was on a trip back from Catalina, “I’m alive for the grace of God. Aria sat down with 10 News and talked about the horrific details, “I didn’t even see the wave until I made the turn and it was too late it was up on me”. The wave tipped the boat, he tried holding on, “I let go and went back in the water and I went under the boat and the boat went over me once then twice and the propellers are going”.During that moment he didn’t realize the injuries he was getting, “I didn’t feel, the adrenaline the cold water the salt all I know I couldn’t move my fingers I knew my hands were messed up “. (KGTV) - An Oceanside man returned home to an unwelcome sight: a gay slur spray-painted across his garage door.Amid the tranquility of the Oceana South senior community, something ugly happened."I didn't expect this ... it hurts a lot," said Earls, choking back tears.For Earls, his emotions have been hard to control since he returned home on Pear Blossom Avenue past 7 p.m. Sunday. That's when he discovered a gay slur in black spray paint. Earls is openly gay."I just don't understand why people are so cruel. It just took me back to my childhood and the bullies on the playground," said Earls.The discovery was not a complete surprise. In the past few months, Earls says several neighbors have directed the same gay slur at him while walking near his home."One neighbor was muttering it quietly as she walks by. Another neighbor was the same person I saw near the garage when I discovered the slur," said Earls.Amid all the pain, something remarkable happened. After police arrived, a stranger came up to him."A man handed me an envelope, hugged me and said he loved me ... Inside was 0 and a note asking the money to be used for a reward.
