An Oceanside City Councilman is proposing a tax credit for companies who hire Oceanside residents and pay them at least ,000 a year.Councilman Christopher Rodriguez says he wants to reward Oceanside businesses who hire locally. The proposal, which the City Council will initially discuss Wednesday, would pay Oceanside companies ,500 for each new hire who lives in Oceanside and is paid that minimum salary. "It's a big problem, housing affordability in North County," Rodriguez said. "North County, Coastal Oceanside, we're up and coming. It's more expensive to live here for sure."Rodriguez said his proposal is a starting point and that he is willing to move on the numbers based on council feedback. If there is support, city staff could analyze the proposal and return in 120 days with a concrete plan.Business groups such as the Oceanside Chamber of Commerce expressed support for the plan. Peter Rodriguez, an operations manager at Beachfront Only, a vacation rental property management firm, said the credit could help his company. He says Beachfront Only often hires Oceanside residents because they are close to most of their properties. The company has two openings that pay about ,000 a year. An Elkhorn, Nebraska man accused of sending prostitutes to his neighbor's house was sentenced to four years in prison.Doug Goldsberry pleaded no contest to one count of pandering in September. On Friday, a Douglas County judge gave him the maximum penalty.The judge says Goldsberry's "screening process" by seeing how far he could get the women to go was a concern for the court.Investigators were called to a home in March. The homeowners told deputies with the Douglas County Sheriffs Office they were fearful because women identifying themselves as escorts or prostitutes had been exposing themselves and demanding money.The complaint says a family with two small children lived at the house and the women would go on their porch and strip down or lift their shirts off, and one woman urinated in their bushes.Deputies conducted surveillance and brought in two women who were seen exposing themselves at the home. The complaint says investigators were able to determine through phone records Goldsberry, who lives across the street, had sent the women and would tell them to commit the acts so he knew they weren't undercover officers.According to the complaint, Goldsberry told investigators he would watch the girls out of his kitchen window, which faced his neighbor's porch, and sometimes take pictures and would become sexually aroused. American broadcaster Hugh Downs has died at the age of 99. The Downs family says Hugh died peacefully on Wednesday at his Scottsdale, Arizona home and was surrounded by family. Downs was born in Akron, Ohio on February 14, 1921.He had a career which spanned more than 60 years. Notably, Downs was a co-host on NBC's Today from 1962-1971, later he hosted 20/20 on ABC from 1978-1999 and announced for Tonight Starring Jack Paar.He also hosted the game show Concentration from 1958-1969.
