A federal judge ruled that Detroit police officers cannot use batons, shields, gas or bullets against protesters for at least the next two weeks.U.S. District Court Judge Laurie Michelson issued a ruling Friday night partially granting a temporary restraining order in the lawsuit filed by activist group Detroit Will Breathe against the City of Detroit and Detroit Police Department.In the order, Michelson ruled that the city cannot use "striking weapons, chemical agents, or rubber bullets" against the protesters who do not pose a physical threat to the safety of the public or the police. A California high school student has been charged with two counts of battery stemming from a fight involving a Donald Trump "Make America Great Again" cap, according to KOVR-TVCell phone video of the fight shows a Union Mine High School student confronting and yelling at a fellow student wearing a red MAGA hat in support of President Trump. After yelling at her classmate, she reportedly grabbed the hat off his head and threw it on the ground and left the classroom, according to the El Dorado Sheriff's Office.The student later returned to the classroom and again removed the student's hat. The teacher escorted the girl out of the classroom, and she reportedly slapped him on the arm as he led her out. A school resource officer arrested the girl in the hallway. She was taken to a local juvenile detention center and suspended from school, according to KTXL-TV. The girl was charged with two counts of battery, once against the student with the MAGA hat, the other against the teacher."“…student and staff safety is our highest priority and the UMHS administration will continue to cooperate with the El Dorado County Sheriff’s Office as the incident is being investigated,” the school said in a statement, according to KTXL.Alex Hider is a writer for the E.W. A federal judge has dismissed several charges against Dr. Jumana Nagarwala in the historic female genital mutilation case, ruling that the federal law against female genital mutilation is unconstitutional.U.S. District Court Judge Bernard Friedman ruled that Congress did not have the power to enact a federal law that banned female genital mutilation in the United States.Instead, Friedman made the argument that the law was too broad and it violated Congress' powers, as the law does not stand up to scrutiny under either the Necessary and Proper Clause or the Commerce Clause of the US Constitution.He also found that laws penalizing Female Genital Mutilation should be handled at the state level, similar to laws regarding Criminal Sexual Conduct, battery or child abuse.  Shannon Smith is the Defense Attorney for Dr. Nagarwala.  She says the ruling is "absolutely a huge victory. When you actually studied the law they enacted, there was no constitutional basis for them to enact the law. It’s really an issue that should be left to the states."Smith also claims the doctors did not perform Female Genital Mutilation, saying instead they performed a mild form of female circumcision."What Dr. Nagarwala was doing, if we had gone to trial, would have been vindicated that she was not mutilating little girls. While we’re happy with the victory and we’ll certainly take it, there’s a part of me that’s a little disappointed that the public isn’t going to see the evidence brought out at a trial to see that she was never guilty of it in the first place," Smith said.The ruling comes after Friedman also dismissed a "conspiracy to transport minor with intent to engage in criminal sexual activity" charge in January. That was the only count that could have lead to life in prison for both Nagarwala and Dr. Fakhruddin Attar.Friedman's ruling leaves two counts in place in the case. A man allegedly cut through a fence to escape a coronavirus isolation facility Friday in New Zealand. Officials say the man, only described as being in his 50s, apparently went to a liquor store before returning on his own to the facility.The man is now in police custody and is expected to appear in court, according to a statement from New Zealand Air Commodore Darryn Webb, Head of Managed Isolation and Quarantine.He said investigators believe the man cut through fence ties to break out of the facility around 6:30 p.m. Thursday night, then returned about 30 minutes later. Authorities are checking CCTV footage to confirm the man’s movements during that time. It happened in the town of Hamilton, on the North Island of New Zealand.It appears the man visited a liquor store. Police have talked to the store, and no one entered it this morning until health officials confirmed it was safe to do so.“Managed isolation is a critical part in our defence against COVID-19, and it is up to each and every person entering this country to play their part and abide by the law,” Webb said.The man who escaped arrived from Sydney on July 1, and their first coronavirus test came back negative, according to Webb. However, he still must remain in isolation. Webb believes the health risk from this incident is very low.“We take any breach of the COVID-19 rules very seriously. Wilfully leaving our facilities will not be tolerated, and the appropriate action will be taken,” Webb said.This comes just two days after another man escaped from a separate isolation facility in Auckland. This man, age 32, has tested positive for coronavirus. He was reportedly outside smoking a cigarette when he left the facility and visited a supermarket before returning.After that incident, Webb said fencing at all isolation facilities will be replaced with 6-foot-high fences.Travelers are being asked to isolate for at least 14 days in New Zealand, some must go to isolation facilities. 1976
