Carnival Cruise Line is canceling most U.S. sailings through the end of this year.It's the latest sign that the cruise industry's recovery from the coronavirus pandemic could still be many months away.Carnival says it's canceling sailings from all ports except its home ports of Miami and Port Canaveral, Florida, but it stressed that it still might not sail from those ports in November and December.Carnival's announcement came the day after the U.S. Centers for Disease Control and Prevention extended a ban on large cruises in U.S. waters through Oct. 31.Carnival isn't the only cruise liner canceling trips because of COVID-19 - Royal Caribbean and Norwegian also announced they are canceling cruises.Norwegian Cruise Line Holdings, which operates the Norwegian Cruise Line, Oceania Cruises, and Regent Seven Seas Cruises, announced that it was suspending all its cruises through Nov. 30."The Company will continue to work in tandem with global government and public health authorities and its Healthy Sail Panel expert advisors to take all necessary measures to protect its guests, crew, and the communities visited," officials said in the release.On Tuesday, Royal Caribbean Group, owners of Royal Caribbean International, Azamara, Celebrity Cruises, and Silversea Cruises, said in a press release that they were extending their suspension through Nov. 30.However, they do plan to move forward with their Hong Kong cruises, which are scheduled for November, the company said in the release.Royal also added that Celebrity Cruises and Azamara had suspended their entire 2020/21 winter programs. Celebrity stopped all of its winter cruises in Australia and Asia. (KGTV) - Another local city has decided to back the federal government's lawsuit against California's sanctuary state laws.Carlsbad's City Council voted Monday to support the Trump Administration's lawsuit against the state. Carlsbad is the third local jurisdiction to back the lawsuit, joining Escondido and San Diego County.Carlsbad will also formalize its support in a resolution to be voted on at its next meeting and issue a "friend of the court" brief to join the lawsuit.RELATED: 2 San Diego County leaders meet with Trump regarding California sanctuary lawsThe city says the vote will not have an immediate effect on local enforcement. (AP) — A Colorado woman suspected of trying to sell three human fetuses from the 1920s and a fetal skeleton online has been indicted in California on charges of violating a U.S. law prohibiting the transfer of human fetal tissue.Emily Suzanne Cain, 38, pleaded not guilty to charges Tuesday, KUSA-TV reported .The case has been delayed until Nov. 20 in U.S. District Court in San Francisco, according to court records.The fetuses are believed to be from stillborn infants from the 1920s, court records said.Cain attempted in October 2018 to mail a package from Canon City in central Colorado to an address in the United Kingdom, according to a criminal complaint.The package, labeled "school teaching aids and T-shirts," caught the attention of U.S. Postal Service workers who noticed there was no signature on a customs form certifying the package did not contain dangerous contents, authorities said in the complaint.An X-ray of the package revealed a human-like shape, according to U.S. customs agents at the San Francisco International Airport cited in the complaint.Cain posted on Facebook that she acquired the fetuses from a university lab collection and was selling them for ,000, the complaint said.The specimens were traced to Creighton University in Omaha, Nebraska, the complaint said.University policy calls for specimens that are no longer needed to be cremated and not sold, university officials told investigators. CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202
