WASHINGTON (AP) — Washington’s National Zoo says panda matriarch Mei Xiang has given birth and is caring for her newborn attentively.The National Zoo said the birth happened at 6:35 p.m. ET on Friday.Watch the zoo’s panda-cam. Mei Xiang has had three previous cubs. All were eventually transported to China under an agreement with the Chinese government. Mei Xiang has been spending most of her time in a small den indoors, where she has created a nest out of branches. In an Instagram post Friday afternoon, the zoo says, "Mei Xiang has become increasingly restless and started body licking — both signs that labor has probably started!”Mei, at 22, would be the oldest giant panda to successfully give birth in the United States. WAYNE COUNTY — Four children were killed when a semi struck a car that was slowing in a construction zone on an Indiana interstate Thursday evening.It happened shortly after 5 p.m. on eastbound I-70 in Wayne County, about 70 miles east of Indianapolis.According to Indiana State Police, troopers arrived to find a Chevrolet car and a semi pulling a box trailer both on fire, just west of a construction zone.State police investigators believe the truck did not slow down when it came upon slowed traffic near the construction zone and slammed into the back of a car, pushing it into another semi.Witnesses told the Wayne County Sheriff's Office that the driver of the semi that struck the car from behind was operating in an "erratic manner" prior to the crash. Investigators say evidence revealed that stopped traffic was not a contributing factor to the crash.Preliminary toxicology reports indicated that the driver had multiple drugs in his system at the time of the crash. He was arrested and lodged into the Wayne County Jail on the following preliminary charges:Four counts of reckless homicideFour counts of operating while intoxicated causing deathOperating while intoxicated causing serious bodily injuryIndiana State Police say a passerby was able to pull the driver of the passenger car out of the vehicle, but none of his passengers.State police say four children inside the vehicle were all pronounced dead at the scene. WASHINGTON (AP) — The Trump administration has announced that it will release nearly billion in aid to Puerto Rico to help the island rebuild its electrical grid and repair schools from the devastation of Hurricane Maria three years earlier. In a statement, White House press secretary Kayleigh McEnany said .6 billion would be included for those projects. "Federal funding of .6 billion will allow the Puerto Rico Electrical Power Authority to repair and replace thousands of miles of transmission and distribution lines, electrical substations, power generation systems, office buildings, and make other grid improvements," McEnany said in the statement. "The billion grant for the Puerto Rico Department of Education will focus on restoring school buildings and educational facilities across the island."The announcement comes amid criticism that the assistance was overdue and being released now only for political purposes.
